Dear Tan Sri,
UPKO Portal Project
We would like to refer to status of the eUPKO Website Project which was awarded to Softnet Solutions.Com with
reference letter no: UPKO(HQ)/SG/eUPKO/35(002) as per attached.
From our last meeting wityh UPKO, Datuk Madius required the proposal of UPKO required changes and I have given
these information to UPKO head office since 14 July 2011 and until now I do not receive and reply from UPKO.
According to Ewon Benedict that this Project had been brief by Tan Sri during the last Supreme Council and Tan Sri
had approved to proceed with the eUPKO Website during the meeting however Ewon and Gerard had informed us
the developer that Datuk Madius is not interested in addressing with this issue anymore.
Before I proceed with the above issue I would like to brief Tan Sri on the chain of events which had occurred
pertaining to the UPKO website issue.
In the beginning, after I had presented UPKO on how to improve its current system before the UPKO Supreme
Council and I was informed by UPKO head office to provide with my quotation which I had submitted to UPKO head
office on the 14 February 2011. However, before even my quotation being read or evaluated by UPKO head office,
Datuk Madius had disregard my quotation and informed Datuk Alex and everyone at UPKO that Tan Sri had chosen
Jonathan, a lecturer from UMS Labuan, to have this project because his wife is related to Tan Sri, I have kept two
witnesses who had heard Datuk Madius statement.
By disregarding my quotation and proposal do not bother me at all because it did not involve me with any cost. Head
office was comparing Johnatan’s quotation price to be RM 320,000.00 where RM 240,000 for the eUPKO system
and RM 70,000 for the hardware while my Softnet Solutions.Com quotation was only RM 68,000.00. According to
Ewon Benedict the reason why my quotation was not accepted mainly because it was not complete where the
number of user using my system only limited to HQ staffs and I accepted the fact that it is just not luck. Since I did
not get the system, I did not cancel my vacation to New Zealand.
Two months after that I was told that Johnatan has withdraw from doing the project. After I heard that news I called
Johnathan on what was his reason to withdraw and he told me that he cannot cope with Datuk Madius requested for
changes which happened on every meetings and with all those new requirements he thinks he can not finish it on
time.

I was told to go to a meeting at UPKO HQ on the evening of 9 Mei 2011 and since I cannot write all that being said
during the meeting I had recorded the meeting using my hand phone which I had informed Datuk Alex of my
recording the meeting. In the meeting Softnet Solutions.Com has been selected by Executive Committee to continue
the project where Jonathan had left. Datuk Madius requested me to follow all the additional modules that Johnthan
had put in his quotation. During the meeting Datuk Madius had also verbally informed to me that I can start the
project already. Since this meeting was recorded , I had those instructions by Datuk Madius was recorded as well.
The two days after the meeting, I receij
with the Project and only considered his quotation which later was revealed to be RM 250,000.
I have to bring this matter to CASH
Johnathan Mother will sue me for discontinue his son’s contract.

Membership Management System has been designed for UPKO Head Quarters by Softnet Solutions since 2008.
Back then number of members had not reached 100 over thousand and budget was only RM 5,000 where we also
used this budget to maintain 6 old PC from the virus “Bulu- bebek”, purchase 10 Anti Virus license and installed 9
Cat 5 network cable connections where I only had left about 2 thousand from the funds to designed the system.
For a client-server application system to function I need a licensed Microsoft Windows Server 2007 which cost RM
2,280 and a Microsoft SQL Sever which cost RM 28,000. Unfortunately such funds was not at hand, therefore I had
to use whatever to complete the system.
So when UPKO members had not reached 100 over thousand I just used Microsoft Office 2007 Access as the
database and system was designed and written using Visual Basic 2006. Back in 2008 and 2009, everybody were
able to share the Database Alex UPKO webmaster, Justin, Datuk Alex Martin, Jai, Alphonso, Flora and Patricia At

Below is our proposal of eUPKO Portal System which do not have any information which concern to membership
system or UPKO membership database system. It is a pure crystal clear Portal system which incorporated with Web
Management System as well as UserManagement System. Normal website does not provide segregation of job in
managing a website where every single page connected to the database enable Administrator to add, update from
pictures, fields, titles, authors, descriptions, text document, links and videos. Normal website can only be updated by
web programmers who can read programming languages and update them in coding format.
The eUPKO Portal System basically has 7 Modules where each module contains a sub module where both modules
and sub modules will have a database management system.
A) eUPKO Main Portal Information (a) Tentang UPKO – Definasi, Ideologi, Matlamat, Pencapaian & Perlembagaan
UPKO, (b) Sejarah (History), (c) Tugasan UPKO
B) UPKO Media which contains:-
(1) Press Release Statement (2) Party Announcement (3) Berita Pergerakan Wanita (4) Berita Pergerakan
Pemuda (5) Berita Pergerakan Komulakan (6) Ucapan
Administrator HQ will maintaining (1), (2) and a selected personnel by Ketua Wanita to provide the UPKO with

C) FORUM For All! is an individual system by itself where it allows public to apply, username and password and
activation to be done online to become a user and it is governed by administrator. FORUM dat
D) Since UMNO, MCA, MIC and majority of the BN Components website , eUPKO will alos provides UPKO Leaders
Compilation of Speeches, Press Articles, Column Contributions, Books’ Synopsis of the Leader’s Contribution
starting from President (Presiden), Deputy President (Timbalan President), Vice Presidents(Naib-naib President),
Ketua Wanita, Ketua Pemuda, Ketua Komulakan, Setiausaha Agung and Ketua Penerangan where each Leader
will able to see his or her Press Articles which are tagged to him or her. In other words each statement which is
initiated by that particular leader will be tagged to that leader. This compilation will show each Minister’s initiative,
struggles, dedications as well as their passion towards leading and fighting for the rights of our people.
E) UPKO Organisation Hierarchy for Majlis Molohingon, Majlis Tertinggi (Supreme Council),Pergerakkan Wanita,
Pergerakan Pemuda, Pergerakan Komulakan till all Bahagian and all Cawangan
F) eUPKO Calendars Activities – Headquarters can add all the activities not only in form of database but also in form
of Schedule Calender where fields Title, Author, Description, Pictures all UPKO activities
G) eUPKO Berita Bergambar, allows Administrator to add pictures related to news and the picture’s title, author,
date& time and news description.
H) Photo Gallery Module, We have created a database for all these photos to be added.Complied in Album Format
I) eUPKO Berita Videos which is a module which provides a database that store all videos pertaining to or related to
UPKO.
J) eUPKO Arkib is an Archive for all articles, press releases, party announcements, pergerakan news, leaders
speeches “ucapan”.
K) Flash Banners Module contains a database of that allows Adminstrator to add, change or delete the series of
pictures to be display in form of Banner.
L) euPKO User Administration Module provides the users’ login username and password.
Each Module and its sub module contain a database that allows your Administrator to add, change or delete from
time to time.
