Flag football Rules
Teams:
Each team consists of 6 players on the field at one time. There is no limit to the number of substitutes
providing all players are listed as eligible players on the roster.
Substitutions will only be allowed when possession of the ball changes or if a player is injured. (The
injured player will not be allowed back on the field for at least 5 plays.
Equipment:
Players will be allowed to wear running shoes or rubber cleats no longer than 3/8ths of an inch.
Games:
Games will be two 20-minute halves with a 5-minute break at halftime. Five plays will be called out
with three minutes left in each half.
Scoring will be: Touchdown - 6 points
Thrown Convert -1 point
Safety Touch or Rouge - 1 point
There will be no points for Field Goals.
Points for games will be: Win - 3 points
Tie - 2 points
Loss - 1 point
Default - 0 points
Coin Toss will determine who shell receive the choice of possession or side at the beginning of the
game
If a team is up by 25 points at the start of the second half it is seen as a mercy
Kick Offs:
Kickoffs will be made from the kicking team's 1/4 field.
The kicking team's players must stay behind the kicker until the ball has been kicked or will be
penalized for offside.
The receiving team must line up at least 20 yards back of the point of kickoff.
The kick must go at least 10 yards in the air or will be rekicked 10 yards back from original kickoff
point.
Kicks that travel out of bounds in the air will be played at point of exit or will be rekicked 10 yards
back from original kickoff point; receiving teams choice.
Kicks that roll out of bounds will be played at point of exit.
The kicking team must give the receiving player at least 5 yards until the ball is caught.
Offensive Play:
After taking possession of the ball, the offensive team has four downs to make 1/4 field or lose
possession of the ball.
On Running Plays: Line up on line of scrimmage
At the snap of the ball 5 'steamboats' will be counted by the referee, after which the defense may rush.
The play is whistled dead when a pass is incomplete or a ball carriers flag is removed and dropped to
the ground.
Any player on the offensive team may handle the ball behind the line of scrimmage, but only one
forward pass can be made and it must originate from behind the line of scrimmage.
Huddles of longer than 20 seconds will result in a penalty.
All players on the offensive team are eligible receivers.
Any number of laterals or handoffs are permitted. A forward underhand pass will be ruled dead at the
point of the pass after line of scrimmage
Motion is permitted before the snap by the offense, but there must be a least 4 players on the line of
scrimmage with at least 1 1/2 yards between them or the play will be discounted and the down lost.
Fumbles are dead where the ball lands at all times.
For a pass to be considered complete the receiver must stay in bounds before the reception and have at
least one foot in bounds at the point of complete control.
Flag guarding is not permitted. Any attempt by the ball carrier to shield the flags by use of hands,
arms, shoulder or the football is a violation.
A team scoring a touchdown will have one down on the defenses 10-yard line to score a conversion by
completing a second touch down.
Blocking (pick) and tackling in not permitted.
Punting there will be no on side kicks
Punts are only allowed on 4th down
A ball kicked out of bounds will be played at the point of exit.
Defensive Play:
After a safety touch, the team scoring the point will kick off from their own 1/4 field.
After a rouge, the team scored against shall scrimmage from the centre point of their own 20-yard line.
After an interception in the end zone, the defending team may attempt to run the ball out or field it at
the 10yard line.
Blocking and tackling are not permitted. Illegal blocks will result in play being called dead at the point
of the block. Flags must be removed without tackling or interfering with the ball carrier. Violations of
this rule will result in a penalty.
Penalties:
All Penalties will result in a Loss of Down unless specified differently.
Too long in the huddle.
Illegal motion ( Offensive player crosses line before snap or less than 4 lineman).
Offside (defense).
No yards ( on kickoff or punt).
Flag guarding.
Unnecessary roughness: Loss of down and ejection of offending player
Tackling.
Unsportsmanlike conduct (verbal): Loss of down and and ejection of offending player.
Too many players on the field: Loss of down
Holding.
Delay of game.
Fighting: Ejection from the game and all intramural competition subject to review by the intramural
officer.
At all times only the team rep/captain designated on the game sheet may talk to the referee or
convenor. Any violation of this rule will result in unsportsmanlike conduct penalties.
