Delta Solutions and Strategies, LLC (Delta Solutions) is a woman-owned
small business (WOSB) providing quality Advisory and Assistance
Services (A&AS) and System Engineering and Technical Assistance
(SETA) support in the areas of Emergency Management and Homeland
Security. In business since 2000, Delta Solutions is headquartered in
Colorado Springs, CO, with a satellite office in Huntsville, AL. Our
customers have included agencies within the Colorado South Central All-
Hazards Region, as well as major Department of Defense (DoD)
organizations that support Defense Support of Civil Authorities missions,
such as United States Northern Command (USNORTHCOM). The majority of our work is
performed as a prime contractor, with a deep base of repeat business from satisfied customers.
Delta Solutions has received numerous accolades for the responsive support we provide our
customers. Most notably, Delta Solutions was recognized as the 2008 DoD Pikes Peak Region
Military Installations Small Business Contractor of the Year and the 2006 Small Business
Administration’s (SBA) Contractor of the Year for Region VIII.

Management and Homeland Security services include:
NOAA’s Ark Planning: Delta Solutions recently completed support for the South Central All
Hazards Region (SCR) and Pikes Peak Metropolitan Medical Response System (MMRS) in the
design, coordination, and delivery of four Homeland Security Exercise and Evaluation Program
(HSEEP)-compliant training activities:
TTX for Lake County, CO
Regional-level TTX for SCR/MMRS
Regional-level Functional Exercise (FE)
Support for a limited Full Scale Exercise (FSE) for El Paso County, CO
Delta Solutions drafted all exercise documentation and briefing materials. Our approach
required an understanding of emergency management operations and the ability to coordinate
efficiently with geographically dispersed planning teams.
El Paso County (EPC) Special Needs Population (SNP) Planning: Our EPC SNP planning
effort provided an operational-level, community-based plan that documented roles and
responsibilities within EPC for the identification, evacuation, and sheltering of the SNP. The
SNP plan described the processes and procedures to facilitate SNP enrollment in a centralized
database and the required actions of EPC Emergency Services, the local government, and the
community in the event the evacuation and sheltering of the SNP is required.
EPC Fire Chiefs TTX: The EPC Fire Chiefs TTX provided officials responsible for responding
to fire-related emergencies the opportunity to evaluate their current response concepts, plans, and
capabilities in response to a fuel farm disaster event in Fountain, CO. The TTX focused on local
emergency responder command and control coordination; critical decisions; notifications; and
integration of local, county, and state assets necessary to save lives and protect public health and
safety. The TTX targeted three capabilities: Planning, Communications, and Fire Incident
Response Support.
El Paso County (EPC) School Tabletop Exercises (TTXs): The EPC School TTX provided
officials responsible for rural EPC school incident response an opportunity to evaluate their
emergency response concepts, plans, and capabilities to mitigate active shooter and tornado
events. The TTXs focused on five target capabilities: Planning, Communications, Rural School
Preparedness, On-site Incident Management, and Incident Response Support. The TTXs
emphasized local emergency responder command and control coordination; critical decisions;
notifications; and integration of local, county, and state assets necessary to save lives and protect
public health and safety. The TTXs were tailored to focus on the first 90 minutes of casualty
response actions in the aftermath of an incident.
