MarCom Annual Report 2009
1 General
Meetings
In 2008 MarCom organised two commission meetings:
- in Belgium – Brussels on Wednesday 4th of February + Thursday 5th of February;
- in Sweden – Stockholm on Thursday 17th of September + Friday 18th of September.
Change of MarCom-membership
In the Stockholm meeting MarCom took notice :
- of the replacement of Mr. Katoh by Mr. Higuchi (delegate of the Japanese section);
- of the departure of Mr. Troch (Belgium) beeing no longer YP;
- of the departure of Mr. Wim Verhagen from MarCom secretary;
- of the nomination of two new delegates : Mr. Adel Banawan (delegate from Egypt) and Mr.
Neerav Gupta (delegate from India);
- of the nominations of Mr. David Romero Faz as YP Observer (Spain) and of Mr. P.E. Vahan
Tanal as Alternate Member (USA).

MarCom appointed Mr. Kovarik as new MarCom secretary.
3 Progress of MarCom Working Groups
WG 47 Criteria for the selection of Breakwater types
The draft report will be presented at MarCom meeting in Brussels Feb 2010.
WG 48 Guidelines for Port Constructions related to Bow Thrusters
The improvements of the report required by MarCom following the presentation of the draft at
Helsinki meeting Sept 2007 take some time to be incorporated. The Mentor contacts the chairman in
order to finalize the document and have it published in 2010.
WG 49 Vertical and Horizontal Dimensions of Approach Navigation Channels (Fairways)
Planned date of presentation is February meeting 2010. New topics were incorporated such as air
draught of vessels and simulation procedures. The chairman of the WG, should be ready for a
presentation at Liverpool congress.
WG 50 General Principles for the design of Maritime Structures
There is no progress of the WG since the 1stst Kick Off meeting in 2005. The new chairman organized
a new Kick Off meeting in July 2009 as a conference call, however there were less phone attendance
than expected. MarCom will decide at the beginning of 2010 if this WG can be reasonably changed
into an Expert Group.

Although 3 members left the WG 2009, the work have progressed well until now. The draft report will
be presented at MarCom Brussels meeting Feb 2010.
WG 52 Criteria for the (un)loading of containerships
A good number of chapters have already been drafted. There is a good attendance in general.
WG 53 Recommendations with regard to the design and construction of maritime structures in
Tsunami prone areas
The final version is still to be slightly improved about the recommendations made by MarCom at the
Palermo meeting. The creation of a specific Group dedicated to complete the working group after the
produced report on the structural design against tsunamis will be discussed at the first MarCom
meeting 2010.
WG 54 Use of hydro/meteo information to optimise safe port access
The draft report could be examined in September 2010.
WG 55 Safety aspects of berthing operations of oil and gas tankers
The report is fulfilled around 60-70%. Planned date of presentation is expected in September 2010.
WG 56 Application of geotextiles in waterfront protection
Progress has been made, work has been done. The presentation is expected in September 2010.
WG 57 Stability of pattern placed revetment elements
International support decreases, there are not enough members contributing. The WG needs to be
revitalized or will be transformed into a specific group.
WG 135 Design principles for container terminals in small and medium ports
The group had a meeting in summer 2009 and seems good looking.
3 Progress of Joint Working Groups / Expert Groups
Cooperation EnviCom
Permanent Task Group on Climate Change
Initially devoted to inland waterways as a correspondent of the “Rhine Commission concentration
point on climate change”, the group is broadening its scope towards maritime aspects.
WG 136 Sustainable Maritime navigation
The UK representative in MarCom liaises with WG 136. The group is working well.
Cooperation InCom
Direct Accessibility of Maritime Ports by Inland Waterway Vessels
The Belgian representative in MarCom liaises with this Expert Group. The Kick Off meeting
happened in June 2009. A brief report is expected in 2010.
4 New Working Groups
The following TORs discussed in MarCom were presented to ExCom and approved :
- Classification of rocks and soils to be dredged (leading to WG 144)
- Berthing velocities and Fender Design (leading to WG 145)

- Recommendations for the design and operation of solid bulk floating marine or estuarine
transshipment terminals (leading to WG 146)
MarCom discussed some other subjects with the intention to start new working groups. If MarCom
decides to go on with these subjects,TORs will be prepared and presented to ExCom for approval:
- Guidelines for Cruise terminals and facilities
- Maritime structure asset management
- Marine Oil Terminals (MOTs)
- Port masterplans
Cooperation RecCom
MarCom discussed the TOR on Guidelines for facilitation and integration among recreational, fishery
and commercial navigation. RecCom presented the TOR to ExCom who approved it in Oct 2009,
leading to JWG 147.
5 Special Activities
MarCom Action Plan 2006 - 2010
MarCom discussed and adapted the MarCom Action Plan, but will have to work again on a 2010-2014
version Plan in February.
Publication policy
MarCom discussed the consequences of the new PIANC policy to have only an electronic publication
of the reports from 2010. By pointing out that readability and flexibility are important, MarCom
decided to let the chairman of each Working Group discuss the best format : electronic or hard copy.
In the latter case the WG has to find out financial support.
The last AGA decided to create a new specific editing task force. MarCom insists on keeping the hard
copy of the magazine. The chairman asked every MarCom member to make at least one proposal for
an article at every MarCom meeting so as to prevent the magazine from disappearing.
Discussion on span of life of a Working Group
After a thorough discussion, MarCom arrived to the following conclusions :
- latest one year after the kick-off meeting, the chairman of a working group should be able to
deliver a table of content with an approximate weighting of the final report and then decide how
long a time is needed to arrive to the first draft of the report. An overall period of two years is
proposed as general guidelines, but this should be enlarged if further work is necessary, for
instance if the working group has to produce innovation methods or to collect data;
- after the first draft of the report has been presented to MarCom, the normal delay to send the
stabilized version for MarCom final approval is fixed to six months, unless the presentation shows
that too many modifications have to be made in that period of time.
It appeared also that some of our data are missing and cannot be collected easily through working
group members. This questions the role of the national sections through which these issues should be
collected.
Next PIANC congress in 2010 in Liverpool
The objectives of the MarCom session are to present the “Best productions” of MarCom, and to get
new ideas and new topics. Three events will punctuate the session and open discussion on new topics:
- a conference on: Horizontal and Vertical Dimensions of Maritime Navigation Channels
- a conference : Recent Trends in Application of Generic Sediment Management Systems
- presentation of the results of a questionnaire on feed-back & expectations from the PIANC
community

Henk Jan Verhagen will update the former Sydney questionnaire.
Web sites
MarCom discussed how to improve the information available on the official PIANC/MarCom pages.
What information should be displayed at PIANC/MarCom and what at MarCom/private ? How to
update the MarCom/private website ? A meeting was organised at PIANC/HQ in December to address
theses issues where it was examined how to move MarCom/private from TU Delft to PIANC website.
Connexions with IMO / IAPH / IALA
The IAPH representative informed MarCom about Ship Shore Connexion. A common work between
IEC and ISO has been undertaken. A draft international standards (DIS) could circulate in 2010.
7 MarCom Technical Visit
Part of the programme of the MarCom meeting in Stockholm was a technical visit by MarCom
members to the Port of Stockholm : information about the developments and expansion projects and
how the Port works together with the City Planners in an urban development project; study visit at the
terminal with Onshore Power Supply and New Cruise Center.
