         PUBLIC HEARING for consideration for a redevelopment plan for property located at
         1717 West 7th Street and by Systems and Services Technologies, Inc., (SST) and the
         abatement of certain ad valorem taxes on the property.

         Minutes of the September 15, 2003 Council Meeting

         COUNCIL BILL NO. 2003-036 - AN ORDINANCE establishing a procedure to settle
         undisputed property damage and personal injury claims against the City of Joplin upon
         joint recommendation of the City Attorney and the Risk Manager, to the City Manager;
         and providing a procedure for public access to such claims upon conclusion.

         COUNCIL BILL NO. 2003-236 - AN ORDINANCE amending Ordinance No. 97-161,
     Anyone wishing to address the Council should step to the Podium and state their name and address. If t he
     matter is not a Public Hearing, a request to speak to the Council should be prepared prior to the meeting.
     Speaking time will be limited to five minutes.

     Sound enhancement units are available for hearing impaired customers. You will be asked to provide a form of
     identification as security, which will be returned when you return the unit.

       District R-1 and including in District C-3 property as described below and located at 710
       Picher Avenue in the City of Joplin, Jasper County, Missouri.

       COUNCIL BILL NO. 2003-242 - AN ORDINANCE amending Ordinance No. 97-161,
       passed by the Council of the City of Joplin, Missouri, September 15, 1997, by removing from
       District R-1 and including in District C-3 property as described below and located on the
       north side of Highway FF (32nd Street) approximately 1/3 mile west from the intersection of
       Highway FF (32nd Street) and Highway 71 in the City of Joplin, Jasper County, Missouri.

       COUNCIL BILL NO. 2003-243 - AN ORDINANCE amending Ordinance No. 97-161,
       passed by the Council of the City of Joplin, Missouri, September 15, 1997, by removing from
       District R-1 and including in District C-3 property as described below and located at 11471
       Highway FF (32nd Street) in the City of Joplin, Newton County, Missouri.

8.     Ordinances – Emergency
       COUNCIL BILL NO. 2003-040 - AN ORDINANCE approving the Management
       Services Contract by and between the City of Joplin, Missouri, a Municipal Corporation,
       and GRW Corporation, a Tennessee corporation, for a term of three (3) years,
       commencing on November 1, 2003, and terminating October 31, 2006, with up to two (2)
       one (1) year renewals thereafter, dealing generally with the management and operation of
       the Joplin City Jail; authorizing the City Manager to execute the same by and on behalf of
       the City of Joplin; and containing an emergency clause.

       COUNCIL BILL NO. 2003-042 - AN ORDINANCE approving and authorizing settlement
       of the case styled Dorothy Pracht v. City of Joplin, Jasper County Case No. 03CV680092, in
       the amount of Four Thousand Dollars ($4,000.00), to purchase property located generally at
       512 North Cox, in the City of Joplin, Jasper County, Missouri; authorizing the City Manager
       to execute all necessary settlement and conveyance instruments; and containing an
       emergency clause.

       COUNCIL BILL NO. 2003-043 - AN ORDINANCE approving the Redevelopment Plan
       for the property located at 1717 West 7th St. by System and Services Technologies, Inc.,
       in accordance with the Redevelopment Plan as approved by the Joplin Redevelopment
       Corporation, Inc.; approving and authorizing the abatement of ad valorem real estate
       taxes on the property located generally at 1717 West 7th St., Joplin, Missouri, in the
       amount of one hundred percent (100%) for ten (10) years, commencing January 1, 2004,
       and, an abatement in the amount of fifty percent (50%) of the ad valorem real property
       taxes for fifteen (15) years, commencing January 1, 2014; authorizing the City Manager
       to execute all instruments approved herein and any other instruments necessary to
       effectuate the intent of the Council as described herein upon recommendation of the City
       Attorney; and containing an emergency clause.

       COUNCIL BILL NO. 2003-166 - AN ORDINANCE approving the contract with Wesco
       Infrastructure Technologies in the amount of Four Hundred Eighty Eight Thousand
       Seventy Eight and no Cents ($488,078.00) for the Sewer Relining 2003 Project, in the
       City of Joplin, Missouri; providing how the cost shall be paid; and containing an
       emergency clause.

       COUNCIL BILL NO. 2003-167 - AN ORDINANCE approving the purchase of right-of-
       way for street purposes from Norma J. Vader, consisting of the North 10 feet of west
       165.3 feet of Miscellaneous Tract 3, and a 30-foot triangle in the Northwest corner of
       Miscellaneous Tract 3, in the Northwest Quarter of Section 16, Township 27, Range 33,
       Jasper County, Missouri; and authorizing the payment of Three Thousand Seven
       Hundred and no Cents ($3,700.00); and containing an emergency clause.

       COUNCIL BILL NO. 2003-168 - AN ORDINANCE approving the contract with Big
       John’s Heavy Equipment for the demolition of structure(s) and clearing of lot area located
       at 1011 Furnace in the City of Joplin, Missouri, for the amount of Two Thousand and no
       Cents ($2,000.00); providing how the cost thereof shall be paid; how the assessment
       thereof shall be made; and containing an emergency clause.

       COUNCIL BILL NO. 2003-169 - AN ORDINANCE approving the contract with Big
       John’s Heavy Equipment for the demolition of structure(s) and clearing of lot area located
       at 513 West “A” in the City of Joplin, Missouri, for the amount of Two Thousand Five
       Hundred and no Cents ($2,500.00); providing how the cost thereof shall be paid; how the
       assessment thereof shall be made; and containing an emergency clause.

       COUNCIL BILL NO. 2003-170 - AN ORDINANCE approving the contract with Big
       John’s Heavy Equipment for the demolition of structure(s) and clearing of lot area located
       at 512 N. Cox in the City of Joplin, Missouri, for the amount of Two Thousand and no
       Cents ($2,000.00); providing how the cost thereof shall be paid; how the assessment
       thereof shall be made; and containing an emergency clause.

       COUNCIL BILL NO. 2003-171 - AN ORDINANCE approving the contract with JMH
       Construction for the demolition of structure(s) and clearing of lot area located at 2621
       North Ozark Avenue in the City of Joplin, Missouri, for the amount of Two Thousand
       Five Hundred Fifty and no Cents ($2,550.00); providing how the cost thereof shall be
       paid; and containing an emergency clause.

       COUNCIL BILL NO. 2003-172 - AN ORDINANCE approving the contract with Big
       John’s Heavy Equipment for the demolition of structure(s) and clearing of lot area located
       at 2920 E. Zora Street in the City of Joplin, Missouri, for the amount of Two Thousand
       Seven Hundred Ninety-nine and no Cents ($2,799.00); providing how the cost thereof
       shall be paid; and containing an emergency clause.

       COUNCIL BILL NO. 2003-173 - AN ORDINANCE approving the purchase of right-of-
       way for street purposes from B. Michael Driver and Donna G. Driver, consisting of a 20-
       foot triangle in the Southeast corner of Lot Numbered One (1) in SUNSET RIDGE
       ADDITION to the City of Joplin, Jasper County, Missouri; and authorizing the payment
       of Four Hundred Fifty and no Cents ($450.00); and containing an emergency clause.

       COUNCIL BILL NO. 2003-174 - AN ORDINANCE approving the contract with Empire
       District Electric Company, in the amount of Three Hundred Thousand and no Cents
       ($300,000.00) for the Installation of Decorative Street Lights on Main Street between 4th
       & 8th Streets in the City of Joplin, Missouri; providing how the cost shall be made and
       levied; and containing an emergency clause.

       COUNCIL BILL NO. 2003-411 - AN ORDINANCE approving a Program Services
       Contract by and between the State of Missouri, Department of Health and Senior
       Services, and the City of Joplin, Missouri, for a term commencing October 1, 2003 and
       running through September 30, 2004, for the amount of Three Hundred Eighty-Four
       Thousand, Nine Hundred Ninety-Two Dollars and no Cents ($384,992.00), to enable the
       Health Department to provide nutritional assistance and education to residents of Jasper
       County, authorizing the City Manager to execute the same by and on behalf of the City of
       Joplin, Missouri; and containing an emergency clause.

       COUNCIL BILL NO. 2003-507 -AN ORDINANCE amending the Annual Budget of the
       City of Joplin for the Fiscal Year 2002-2003 as adopted by Ordinance 2002-217 on
       October 21, 2002, to increase appropriations in various funds for purposes approved by
       the City Council; and containing an emergency clause.

       COUNCIL BILL NO. 2003-508 - AN ORDINANCE providing for the Budget of the City
       of Joplin for the period from November 1, 2003 to October 31, 2004, estimating the
       revenues for said period and appropriating for the purposes stated the sums set forth
       therein; and containing an emergency clause.

       COUNCIL BILL NO. 2003-041 - AN ORDINANCE establishing fees for the use of
       City of Joplin Parks' Shelter Houses and facilities.

       COUNCIL BILL NO. 2003-044 - AN ORDINANCE approving an Agreement by and
       between the City of Joplin, Missouri, and Sign Designs, L.L.C., for entry beautification
       markers at 7th Street & Range Line Road, Dover Hill Park on Main Street, and I-44 & Main
       Street for a total amount of Ninety-Seven Thousand, Two Hundred Twenty Dollars, No
       Cents ($97,220.00); authorizing the City Manager to execute said Agreement by and on
       behalf of the City of Joplin, Missouri.

       Vote to go into closed session, which shall pertain to the hiring, firing, disciplining, or
       promotion of an employee or particular employees of a governmental body involving
       personal information as set forth in Section 610.021(3) RSMo, as amended, 2001, more
       specifically for the purpose of evaluating certain Council employees.
