Recently, visitors to Lichfield district have been finding it a lot easier to discover all the top sights and attractions,

LAUNCH OF REPERATORY SEASON

The Lichfield Garrick has teamed up with a local professional theatre company, RDC Productions, to provide a

brand new repertory company that will be based at the theatre. The new rep season will kick off this October with

the two plays: April in Paris by John Godber and a brand new adaptation of Mary Shelley's gothic classic

Frankenstein.

Adrian Jackson, Artistic Director of Lichfield Garrick, said: “In an era where traditional rep companies seem to be

on the decline, it is such an exciting development for the Lichfield Garrick, putting us firmly on the map along with

other major producing theatres across the country.”

Local Actor and co-founder of RDC Production, Tom Roberts, will head up the Lichfield Garrick Rep. Tom has

extensive TV and theatre credits to his name, including roles in West End musicals and recent TV roles in

Coronation Street, Emmerdale and Holby City.

Tom commented: “This is a really exciting partnership between the Lichfield Garrick and RDC Productions, as, not

only will it give us a „home‟ to create work, the Lichfield Garrick will also get its very own production company.

We‟re looking forward to working closely with local theatre groups, and will be offering them our help and the

chance to be a part of the Lichfield Garrick Rep‟s upcoming projects.”

The Lichfield Garrick Rep plays will use professional and established directors, actors and designers. “Audiences

can expect a high standard of professional theatre right here on their doorstep. This really is a fantastic opportunity

to see quality productions at realistic prices.” Continued Tom.

Plans for future seasons include a co-production with a local amateur theatre group, a premiere of a new musical,

LICHFIELD DISTRICT & BURNTWOOD TOWN COUNCILS COMMITTED TO DELIVERING PLANS

THE PRESS

FOR BURNTWOOD DESPITE DISAPPOINTING SET-BACK

Councils come together to pledge support for a new town centre in Burntwood despite disappointing findings in

recent Government report.

This week local councillors have expressed their disappointment and frustration at the findings of an inquiry into

new development plans for the District which have put plans for redevelopment of Burntwood Town Centre on

hold. The development plans form part of the District‟s Draft Local Development Framework, recently submitted by

Lichfield District Council. As one of the first two local authorities in the Country to submit a Local Development

Framework, Lichfield District Council also criticised the lack of detailed guidance provided by the Government

throughout the process.

The Government appointed Inspector was supportive of the need to have a centre that will allow Burntwood

residents to buy more goods and access more services locally. However he called for more evidence in support of

the proposed size and scale of the development, to ensure it would meet local need.

Councillor David S. Smith, Leader of Lichfield District Council, said: “Despite feeling let down by the Inspector‟s

decision, I want to reassure residents we will do all we can to move the plans for the town centre forward as

quickly as possible. We‟ll be investigating all possible ways to do this including holding immediate talks with

London Cambridge Properties, who own much of the land in the area.”

Councillor Paul Atkins, of Burntwood Town Council, commented: “We know this news will come as a huge blow to

local residents who have been very supportive of the plans for a new town centre, and who will again feel let down.

We are also extremely disappointed by this news, but we‟re not going to give up. We‟re committed to getting plans

back on track and making sure that the people of Burntwood get the town centre they need. We‟ll be working with

Lichfield District Council to prove support for a new town centre of a decent size, that meets local people‟s needs,

and we‟ll be calling on local residents to let us have their views. We need the town to get behind our plans to

ensure they have a real chance of getting off the ground.”

Earlier this year the Council submitted the District‟s newly prepared Local Development Framework (LDF), set to

replace the old style Local Plan, for inspection by a Government appointed Independent Inspector. The Framework

set out the Council‟s proposals for the locations and types of development, from housing and employment through

to leisure and industrial, for the District until 2021. The document took over three years to produce and took

account of the views and feedback of thousands of local residents, businesses and organisations. Of the nine tests

for „soundness‟, the Inspector found that most were adequately proven, but that two in particular required

additional work and public consultation, and as such he could not judge the Framework as fully „sound‟*.

Cllr Smith stressed: “We are determined to get the Local Development Framework right for the District, and to get it

passed by Government. When approved, the new Framework will help us to deliver the long-term regeneration

and improved facilities across Burntwood that local residents are calling for.

“We have helped to pioneer the new Local Development Framework system and sadly paid an unexpected price. I

am very concerned that unless there is significant improvement in the levels of advice and guidance offered to

local authorities by the Government that councils nationwide could face the same disappointing outcome.”

The District Council is now considering the best approach to preparing a revised Strategy and will have further

discussions with the Government Office and the West Midlands Regional Assembly to seek guidance on the

nature of the work required and the timing of the revisions. Lichfield District Council is also determined to help

other local authorities nationwide, and is working with Stafford Borough Council, who submitted their LDF at the

same time, to help share the experience of the process to prevent similar situations from occurring.

Lichfield District Council strongly believes that if the Government wants to prevent other local authorities wasting

time, effort and money submitting plans that will not fully meet requirements, that more explicit advice and

guidance needs to be provided to authorities at the earliest possible stage.

DEVELOPMENT FRAMEWORKS NATIONWIDE

Following the announcement that both Lichfield District and Stafford Borough Council‟s draft Local Development

Frameworks require additional evidence before they can be judged as fully „sound‟, the Councils have highlighted

failings in the new process.

As one of the first two local authorities in the Country to submit a Local Development Framework, Lichfield District

Council has this week openly criticised the lack of detailed guidance provided by the Government throughout the

process.

Earlier this year, the district‟s newly prepared Local Development Framework (LDF), set to replace the old style

Lichfield District Council is also determined to help other local authorities nationwide, and is working with Stafford

Borough Council to help share the experience of the process to prevent similar situations from occurring.

Cllr Smith explained further: “As the first two authorities in the country to draft a Local Development Framework,

we had no existing and approved Local Development Frameworks to help guide our decisions. Because of this we,

and Stafford Borough Council, regularly sought advice from Government. Disappointingly we were provided with

limited advice, and to a great extent left to decide what should be included in the plan and what shouldn‟t. It‟s

hugely frustrating that the Government didn‟t clearly articulate the information they required us to include in our

Local Development Framework, and somewhat ironic that the Inspector had little problem identifying exactly where

he believed our plans needed more work. Just think of the time and effort that could have been saved had we

been given clear guidance upfront.”

Lichfield District Council strongly believes that if the Government wants to prevent other local authorities wasting

CHANGING THE WAY YOU PAY US

THE PRESS

Giving our customers more choice.

Lichfield District Council is working to improve the services it delivers to its customers. The way you pay for your

local services is changing to offer more choice and improve value for money, for tax payers across the district.

Councillor Matthew Ellis, Deputy Leader of Lichfield District Council, commented: “As part of the changes, we‟ll be

phasing out the cashiers service in our Frog Lane office, in Burntwood Library and in our local offices in Armitage

with Handsacre and Mile Oak. With the rise in popularity of direct debit, telephone and online payments, our

cashier‟s service has seen a 35% drop in over-the-counter transactions in the last eight years, which has prompted

these changes. The vast majority of remaining transactions we now handle are on behalf of HomeZone and South

Staffordshire Water.”

Cllr Ellis continued: “Because we know some of our customers will still want to pay by cash, we‟ve made

arrangements for council tax and business rates payments to be accepted free-of-charge at the Post Office –

including the 15 local Post Offices in Lichfield District. This will make it even easier for our customers to pay-in-

person. We also recently launched our e-payments system which accepts council tax and business rates

payments online at www.lichfielddc.gov.uk/payonline, or over-the-phone at 0845 2340068 or 01543 308900. The

system is proving really popular and has already processed over £20,000 in payments since going live.”

“We‟ve sent all of our regular customers a leaflet with details about the changes, and would encourage regular

users of our cashier‟s service to get a payment card so they can still pay by cash at the Post Office. If you need a

new payment card, you can get one by calling 01543 308900.”

The Cashiers services will be phased out over the next three months. Long-term we are looking at enhancing the

customer service point within Burntwood Library, as well as investigating ways we can further develop the

community based services we offer across the District.
