ANSWERS TO QUESTIONS ON NOTICE - ADDITIONAL ESTIMATES 17 FEBRUARY 2004
Questions 84 and 89
The following table is prepared to provide an update to Question on Notice number 117 from November 2003 and to address
Question on Notice 84 and Question on Notice 89 from February 2004.
The purpose of the table is to facilitate a comparison of the financial estimates for the programmes over the two years 2002-03 and 2003-04,
based on the 2003-04 published details in the EBS, and provide the amounts spent so far in 2003-04 on each programme.
(NB The key issue identified in the Question on Notice is that the 2003-04 EBS details aggregate some of the details published in 2002-03 EBS,
and thus making it difficult to compare the two documents).
The table shows the following details in relation to Table A1, Appendix 1: Environment Expenditure, "Commonwealth Environment
Expenditure 2003-04" (commonly referred to as the Environment Budget Statement) pages 44 to 49:
- the programmes under the responsibilities of the Department of the Environment and Heritage;
- how much direct funding (ie. Excluding corporate overheads) have been spent in this year (from 1 July to 29 February 2004); and
- where appropriate, the corresponding programmes in the previous year's corresponding table, ie Table A2.1,
Appendix 2: Environment Expenditure, "Commonwealth Environment Expenditure 2002-03" pages 59 to 72.
NB: The 2003-04 EBS provides notes at pages 1,2, and 49 on the withdrawal of the Capital Use Charge from the forward estimates.
The withdrawal of CUC accounts for the main differences in the corresponding annual estimates in the two documents.
