  BULGARIA           1. Each organisation may apply for only one multilateral pro-
                        ject “Transfer of Innovation” within the selection year 2011.
                        If an organisation applies for more than one project, all
                        applications shall be considered ineligible.
                     2. Organisations, which have received a TOI grant in the
                        previous year (2010), will not be eligible for applying in
                        2011. If the applicant organisation has received a TOI
                        grant in 2010, the NA shall consider the 2011 application
                        ineligible.
                     3. Maximum funding is limited to 100.000€ per project per
                        year (200.000 € for a two-year project).

                                                                                  Ziele der Ausschreibung:
                                                                                  Die nationale Priorität soll die Kultur der Qualitätssicherung und -entwicklung
                                                                                  in der dualen Ausbildung bzw. am Lernort Betrieb im Sinne des
                                                                                  „Europäischen Bezugsrahmens für die Qualitätssicherung in der beruflichen
                                                                                  Aus-und Weiterbildung“ (EQARF) unterstützen. Sie ist ein Beitrag zur
                                                                                  Implementierung des Europäischen Bezugsrahmens für die
                                                                                  Qualitätssicherung in der beruflichen Aus-und Weiterbildung.
                                                                                  Ausschlussgründe, Auswahlvoraussetzungen, Auswahlkriterien:
                                                                                  Projekte, die diese Priorität erfüllen, müssen die Bildungsakteure, die diesen
                                                                                  Prozess begleiten, in das Projekt einbinden.
                                                                                  Die Antragsteller müssen den Bezug des Projekts zum „Europäischen
                                                                                  Bezugsrahmen für die Qualitätssicherung in der beruflichen Aus- und
                                                                                  Weiterbildung“ (EQARF) klar benennen und erläutern, welchen Indikator bzw.
                                                                                  welche Indikatoren des EQARF sie adressieren.
                                                                                  Der Fokus ist dabei auf die Lernenden, die Lernergebnisse, das
                                                                                  Bildungspersonal und/oder die Organisationen zu richten.

                                                                                  2.        ECVET: 10 Punkte
                                                                                  Ziele der Ausschreibung:
                                                                                  Die nationale Priorität soll die Einführung des europäischen
                                                                                  Leistungspunktesystems in der beruflichen Bildung (ECVET) in Deutschland
                                                                                  unterstützen.
                                                                                  Dabei sollen insbesondere folgende Elemente von ECVET im Zentrum der
                                                                                  Aktivitäten stehen:
                                                                                  o         Die Anwendung bestehender Methoden zur Beschreibung und
                                                                                  Schneidung von Lernergebniseinheiten (beispielsweise auf neue Berufe oder

                 Berufsgruppen);
                 o         Der Transfer erfolgreicher Methoden der lernergebnisorientierten
                 Überprüfung/ Assessment derartiger Einheiten (beispielsweise auf neue
                 Sektoren, Regionen Einrichtungen oder Zielgruppen);
                 o         Die Verbreitung oder Implementierung erfolgreicher Verfahren der
                 grenzüberschreitenden Übertragung von Lernergebniseinheiten und deren
                 Integration in anerkannte Qualifikationen.
                 Die Projekte sollten einen sektoralen Bezug haben, der sich auch in der
                 Partnerschaft widerspiegelt. Dabei sollten vor allen diejenigen Sektoren
                 berücksichtigt werden, in denen sektorale Qualifikationsrahmen entwickelt
                 werden.
                 Ausschlussgründe, Auswahlvoraussetzungen, Auswahlkriterien:
                 Projekte, die diese Priorität erfüllen, müssen sich auf die Aus- und
                 Fortbildungsregelungen nach Berufsbildungsgesetz/Handwerksordnung oder
                 Landesgesetz beziehen und die jeweiligen Regelungen im Antrag konkret
                 benennen.
                 Die Lernergebniseinheiten sind als Teil vollständiger Bildungsabschlüsse zu
                 verstehen und zu beschreiben.
                 Es wird vorausgesetzt, dass die Projekte den Ansatz der
                 Lernergebnisorientierung unter Berücksichtigung der beruflichen
                 Handlungsfähigkeit konsequent verfolgen.
                 In manchen Fällen ist eine zusätzliche Erprobung durch eine komplementär
                 bei der NA zu beantragende Mobilitätsmaßnahme sinnvoll. Sie ist jedoch
                 nicht Bedingung.
                 Die Einbeziehung der Akteure in den Ordnungsverfahren wird empfohlen.

                                                                                     cial, social and political background in accordance with the objectives and
                                                                                     content of the projects – such as enterprises, chambers of commerce,
                                                                                     counselling bodies, higher education institutions, professional associa-

ITALY    None                                                                   1. Promoting cooperation between VET and Labour Market - Consis-
                                                                                   tent with the indications of the "New Skills for New Jobs" Communi-
                                                                                   cation, it is proposed to follow the EU guidelines on the need to
                                                                                   "strengthen the integration into working life by promoting learning
                                                                                   environments conducive to learning in the workplace, training
                                                                                   courses in enterprises and apprenticeship pathways as a basis for
                                                                                   the development of professional skills consistent with the labour
                                                                                   market needs" (Maximum 5 points)
                                                                                2. Promotion and acquisition of VET key competences - (Maximum 5
                                                                                   points) - In line with the European Framework for Key Competences
                                                                                   and the Action Plan for young people's employability through the in-
                                                                                   tegration of learning and work, drawn up jointly by the Ministry of
                                                                                   Education, University and Research and the Ministry of Labour and
                                                                                   Social Affairs, it is proposed to follow Community guide-line that
                                                                                   considers the acquisition of VET key skills particularly relevant.
                                                                                   Within this context projects promoting the following topics will be en-
                                                                                   couraged:
                                                                                        - The development of ideas to fully exploit the acquisition of
                                                                                             key competences (digital and technological, entrepreneurial
                                                                                             ability, communication in foreign languages with particular

                     reference to CLIL, know how to live and work in an increas-
                     ingly diverse and evolving society and active citizenship);
                - The development of practices for the acquisition of key
                     competences in continuous training;
                - The development of approaches to support language learn-
                     ing in initial education and training, in relation to the needs
                     and capability of the students involved.
     3. ECVET for transparency and recognition of LO and qualifications
          case of proposals aimed at identifying professionals and compe-
          tence units and at granting transparency of the skills themselves, it is
          proposed to encourage referring practices to professional standards
          systems (ATECO 2007 in relation to economic sectors connected to
          NUP06 - Nomenclature of professional units, with regard to job con-
          tent; Economic Professional Map Areas, regarding the coordination
          with the planned system of professional standards of the “Tavolo
          Unico Nazionale”) and to the existing tools (Citizen Training Book-
          let), in order to facilitate integration and sys-tem dissemination of the
          LdV achievements (Maximum 5 points)
     4. Improve systems for VET quality assurance - It is proposed to pro-
          mote the use of indicators resulting from the Recommendation on
          Quality Assurance EQARF (European Quality Assurance Reference
          Framework for Vocational Education and Training) to support testing
          of possible using methods. Coherently with the strategies for system
          qualification it is also proposed to promote actions for health protec-
          tion, prevention and safety (Maximum 5 points)
     5. SMEs and Social Partners Involvement                                   ase of

                                                                                   The points for priority 2-5 will be allocated in the following manner. For each
                                                                                   priority the external experts can allocate up to 12 points. In the case the pro-
                                                                                   ject deals with more than one priority, each will be evaluated separately and
                                                                                   the highest score will be taken into account in the final evaluation points.
