This is the report for the period of December 1, 2007 to January 31, 2008.

1.      STATUS OVERVIEW:

Facilities Construction staff is currently involved in completing the punchlist and closeout of construction
activities for those projects that are substantially complete. Some projects, such as the Adult School
Alteration project are continuing through the phases during the school year.

Three Alteration project scheduled for summer 2008 construction have been issued for bids.
The bids for the Millard Elementary School Alteration were received in late January and are still being
reviewed. The Patterson Elementary School Alteration Project and the Centerville Junior High School
Alteration Project will be opened in February.

We are also involved in monitoring projects that have been submitted to DSA for plan review.

The Auditors visited the District the last week of November to do the financial and performance audit on
bond project activity during the 2006-07 Fiscal Year. The auditors sampled an even greater number of
projects than last year. Their written report was be mailed to the committee and will be reviewed at the
February 6th Board meeting. Members of the Audit team will be present to answer questions.

This is the report for the period of January 31, 2008 to February 29, 2008.

1.      STATUS OVERVIEW:

Facilities Construction staff is currently involved in completing the punchlist and closeout of construction
activities for those projects that are substantially complete. Some projects, such as the Adult School
Alteration project are continuing through the phases during the school year.

Four Alteration project scheduled for summer 2008 construction have been issued for bids. Bids have
been received for three of them and they have been recommended for award.
They are the Millard Elementary School Alteration, Patterson Elementary School Alteration and the
Centerville Junior High School Alteration project.

We hope that we are starting to see a trend toward lower bids. The first bids received, for the Millard
Alteration were within the 40% escalation presented to the Board, but were still quite high. The second
bids, for the Patterson Alteration, were slightly better, but still escalated from the original budget. The
third bid received, for the Centerville Alteration, was well within the original budget.

Bids for the Brookvale Elementary School Alteration Project will be opened March 18th.
We continue to monitor projects that have been submitted to DSA for plan review.

The written report on the financial and performance audit on bond project activity during the 2006-07
Fiscal Year was reviewed at the February 6th CBOC meeting. It was presented to the School Board at
their February 27th meeting.

An item was submitted to the School Board for review at the March 12th meeting to re-affirm the five
CBOC members whose terms expire as of March 2008.

by DSA and delays at PG&E in engineering of new electrical service equipment. These projects will be
bid as soon as possible and the construction schedule determined once a contractor is selected.

in November. A copy was previously provided to all CBOC members.

PG&E Rebates were received in the 2003 PG&E Program year for Chadbourne Elementary School Multi-
Use Building, Durham Elementary School Multi-Use Building, and Mission Valley Elementary School
Multi-Use Building. These rebates have been indicated in the Resources Section on the current Bond
Project Cost Summary.

Applications for PG&E Rebates have been submitted for the following projects, which were not
successful in meeting the threshold requirements:

This is the report for the period of May 1, 2008 to May 31, 2008.

1.      STATUS OVERVIEW:

Facilities Construction staff is currently involved in completing the punchlist and closeout of construction
activities for those projects that are substantially complete.

We are winding up the bidding for projects scheduled for summer 2008 construction.
Bids were received for the following projects:
Weibel Elementary School Alteration, Warm Springs Elementary School Alteration,
Hirsch Elementary School/Horner Junior High School Alteration, and Leitch Elementary School
Alteration (June 3rd). The Weibel Elementary and Leitch Elementary Alteration projects were both
within the original approved budget, not requiring escalation.

The low bid on the Warm Springs Elementary Alteration was over even the escalated budget due to code
issues raised by DSA in plan check. The bid was presented to the Board of Education on May 28th and
permission granted to supplement the project.

There was only one bid received for the Hirsch/ Horner Alteration project. That bid was rejected and the
project will be re-bid at a later date. We have been investigating the situation and believe that the size of
the project and the late bid date contributed to the lack of bidders. In particular, we are being told that the
General Contractors could not find a suitable pool of subcontractors.

We continue to monitor projects that have been submitted to DSA for plan review.
Those projects that are still undergoing DSA plan review will be bid at the end of the summer or in the
Fall. Some work may be done during the school year, if possible. The remaining work will be done in
the summer of 2009.

The Mission High School Student Dining project was just recently approved by DSA and will be going
out to bid shortly.

This is the report for the period of July 1, 2008 to August 15, 2008.

1.     STATUS OVERVIEW:

Facilities Construction staff is currently involved in management of the summer construction
activity. Under the Bond Program we have in construction two high school dining facilities,
eleven alteration projects, one traffic separation project, and the Irvington High turf
replacement. Not yet underway are several other turf projects which will start later in the
summer or early Fall.

The Mission High School Student Dining project and Kitchen alteration were bid in July and
recommended for contract award. The Student Dining project was awarded to the second
lowest bidder on the basis of irregularities with the apparent low bid. The low bidder failed to
complete their bid form as directed in the bid instructions. Both projects are part of the same
bond scope and budget.

The combined contract awards result in a project budget that is within the estimate presented
to the Board as of the July 2008 Bond Cash Flow Projections. That projection estimated a 40%
escalation for this project.

We continue to monitor projects that have been submitted to DSA for plan review.
Those projects that are still undergoing DSA plan review will be bid at the end of the summer or
in the Fall. Some work may be done during the school year, if possible. The remaining work

This is the report for the period of August 15, 2008 to September 25, 2008.

1.     STATUS OVERVIEW:

Facilities Construction staff is currently involved in management of the ongoing construction
projects and completion activities for those that were done during the summer.
Continuing in construction are the three high school dining facilities and two turf replacement
projects.

The Mission High School Student Dining project and Kitchen alteration are both under.
Both projects are part of the same bond scope and budget.

We continue to monitor projects that have been submitted to DSA for plan review and
evaluating them for bidding. Some work may be done during the school year, if possible. The
remaining work will be done in the summer of 2009.

The tentative schedule for pending project presentations the school year is as
follows:

All bid projects bid to date have been recommended for awarded.
3.     SCHEDULE/PHASING ISSUES:

Several projects were not be able to go to construction during the 2008 summer, due to delays
in approval by DSA and delays at PG&E in engineering of new electrical service equipment. As
these projects are approved by DSA they are evaluated for bidding. They will be bid as soon as
it is practical and the construction schedule determined once a contractor is selected.

4.     FUNDING ISSUES:

No issues at this time.

The most recent Bond Project Cash Flow Report update was presented to the Board on July 16.
That update reflected this summer’s bids.

PG&E Rebates were received in the 2003 PG&E Program year for Chadbourne Elementary
School Multi-Use Building, Durham Elementary School Multi-Use Building, and Mission Valley
Elementary School Multi-Use Building. These rebates have been indicated in the Resources
Section on the current Bond Project Cost Summary. The actual revenue has been credited
against the specific projects.

Projects for which PG&E Rebate applications are still pending are:

1.     STATUS OVERVIEW:

proceeding to close out projects as we are able.

We are completing the plan checking of the projects that are being prepared for bidding and
developing bid schedules. Some work may be done during the school year, if possible. The
remaining work will be done in the summer of 2009.

The proposal for conducting the audit of the bond projects for the fiscal year just past will be
reviewed with the committee at the November 5th meeting.

The CBOC is scheduled to present a report to the Board on the status of the Bond program at
the November 12th Board of Trustees meeting. A draft copy of the agenda item is provided for
the CBOC members at the November 5th committee meeting.
