COUNCIL BILL NO. 2008-251 - AN ORDINANCE amending Ordinance No. 2004-256,
passed by the Council of the City of Joplin, Missouri, November 15, 2004, by including in a
Historic Preservation Overlay (HP) District a tract of land located along South Main Street
between First Street and Second Street and between the vacated alley east of South Main
Street and west of South Virginia Avenue and the alley west of South Main Street and east of
South Joplin Avenue, and a tract of land located along South Main Street between Second
Street and Third Street and between Virginia Avenue and the alley west of South Main Street
and east of South Joplin Avenue, in the City of Joplin, Jasper County, Missouri, and
designating these areas as the “Sunshine Lamp District Second Expansion”. (Requested by
City of Joplin Planning and Zoning recommended approval).
Anyone wishing to address the Council should step to the Podium and state their name and address. If the matter
is not a Public Hearing, a request to speak to the Council should be prepared prior to the meeting. Speaking time
will be limited to five minutes.

COUNCIL BILL NO. 2008-252 - AN ORDINANCE amending Ordinance No. 2004-256,
passed by the Council of the City of Joplin, Missouri, November 15, 2004, by removing from
District M-2 and including in District C-3 property as described below and located at 502
East Seventh Street in the City of Joplin, Jasper County, Missouri. (Requested by Dan
Holding. Planning and Zoning recommended denial).
COUNCIL BILL NO. 2008-253 - AN ORDINANCE approving the voluntary annexation
by the City of Joplin of all of the Interstate 44 right-of-way located between Greenwood
Drive and the Missouri State Line, in Newton County, Missouri. (Requested by Missouri
Department of Transportation. Planning and Zoning recommended approval).

COUNCIL BILL NO. 2008-013 - AN ORDINANCE authorizing the City of Joplin, Missouri
to enter into a Lease Agreement with the Joplin Little League North (Landreth Park fields:
North Field; North Complex; and the T-Ball Park); authorizing the City of Joplin, Missouri,
to enter into a Lease Agreement with the Joplin Little League South (Wildcat Park fields –
minor & major), for the lease of the ball fields; authorizing the City Manager to execute said
Contract by and on behalf of the City of Joplin; and containing an emergency clause.
COUNCIL BILL NO. 2008- 111 - AN ORDINANCE approving the purchase of right of
way from the property at 1521, 1523, 1615, and 1621 Connecticut Avenue, consisting of
part of lots 87 and 89 in Banker’s Third Addition to the City of Joplin, Jasper County,
Missouri; and authorizing the payment of Ninety-Thousand Five Hundred and 00/100
dollars (90,500.00); and containing an emergency clause.
COUNCIL BILL NO. 2008-112 - AN ORDINANCE approving an Agreement by and
between the City of Joplin and NuWorx Construction, LLC for the Acquisition and
Installation of the Minimum Equipment for the Air Traffic Control Tower (ATC) under the
Other Transaction Agreement (OTA) with the Federal Aviation Administration (FAA) the
Joplin Regional Airport; containing an emergency clause.

COUNCIL BILL NO. 2008-011 - AN ORDINANCE approving an amendment to the
Performance Agreement by and between the City of Joplin and AT&T Mobility, LLC.,
relating to the issuance of Taxable Industrial Revenue Bonds for the Customer Care Center
in the Silver Creek Galleria; authoring the City Manager to execute said Amendment to the
Performance Agreement by and on behalf of the City of Joplin.

COUNCIL BILL NO. 2008-012 - AN ORDINANCE authorizing the City of Joplin,
Missouri, to issue its Taxable Industrial Revenue Bonds (AT&T Mobility, LLC., Project),
Series 2008, in the principal amount not to exceed $7,200,000, for the purpose of providing
funds to pay the costs of purchasing and installing equipment for an Industrial Development
Project in the City; approving a plan for the project; authorizing the City to enter into certain
agreements in connection with the issuance of the Bonds; and authorizing the City to take
certain other actions in connection with the issuance of the Bonds.
COUNCIL BILL NO. 2004-663 - AN ORDINANCE approving the Redevelopment Project
for Parcel D of the 1717 Market Place Tax Increment Financing Plan and adopting Tax
Increment Financing therein.

The following Council Bills were Placed on First Reading at the February 4, 2008 City
Council Meeting: AMENDED COUNCIL BILL NO. 2008-508 and AMENDED COUNCIL
BILL NO. 2008-509. According to State Statute, these Council Bills will remain on the
Agenda for a 90-day waiting period. No action is required by the Council.
13. New Business
Vote to go into closed session, which shall pertain to legal action, causes of action, or
litigation including a public governmental body and any confidential or privileged
communications between a governmental body or its representatives and its attorneys as set
forth in Section 610.021(1) RSMo, as amended, 2007. This meeting, record, and vote to be
closed to the extent provided by law. The City Council shall adjourn at the end of the session.
