Performance for the period April 2008 – December 2008



LAA Priority: Growth and Improved Housing

Performance Summary

The number of new homes provided is measured within the three housing market areas

(HMAs) covering Lincolnshire. The LAA target is less than 07/08 performance and even

so will not be achieved. This is due to the housing market downturn.

The number of affordable homes for 2008/09 will be achieved but the predictions for next

year based upon new starts looks dire.

Current numbers of persons in temporary accommodation exceed the target but in the

absence of year end predictions from some districts it is not possible to say if the target

will be achieved – probably not.

Areas of concern

GOEM accept that the housing market downturn will affect NI 154 & NI 155 but we are

expected to have in place delivery plans and follow best practice. In the refresh of the

LAA the targets will stay the same but will not be “locked down” for reward purposes. We

will need to provide evidence to support a review of targets next year and these will then

be “locked down”.

The disaggregation of NI 156 to district levels resulted in unrealistic targets for some

districts and these figures need reprofiling as part of the refresh. The overall target is non

negotiable and comes from CLG targets set to reduce homelessness by 2010 to 50% of

2003 numbers.

Delivery plans are tied to the Lincolnshire Housing Strategy which is under development

by the Lincolnshire Housing Forum (LHF). It is this forum (or a sub group involving both

strategic housing and planning professionals) that needs to own performance for these

NIs. Whilst I have taken a lead for the agreement of the LAA and will see through the

current refresh responsibility for this priority area needs to pass to the LHF who are best

placed to give the leadership it needs. Subject to the Board’s agreement to this I will

endeavour to attend the next LHF and brief them.

Areas performing well



The Coastal and Peterborough HMAs have held up well for affordable housing for this

year. Anecdotally this is unlikely to continue but there is a reluctance to give forward

projections because of the uncertainty in the market place.

East Lindsey, South Holland & Boston Borough are exceeding homelessness targets and

their “stretch” can be used to re profile for those districts struggling to hit targets.

Missing data

Lincoln City & NK cannot provide housing numbers (see comments). There is a

reluctance to set quarterly targets and predict year end outcomes. I’m sure that the LHF

could resolve this.

system from 20/20 to M3. There have been

various issues with the new system, which

have not made it possible to monitor new

permissions, starts and completions fully.

These issues are currently being fixed by

the system developers. Expected to be

collected during quarter 4.



North Kesteven

Unable to report - collected on an annual

basis only. Problems with reporting

quarterly through Tracktivity software

provided by Lincolnshire County Council.



West Lindsey

West Lindsey has delivered 146 new

homes towards this indicator as at Q3.
