CITY OF SCHULENBURG
SCHULENBURG, TEXAS
APRIL 21, 2008
The City Council of the City of Schulenburg met in regular session on Monday,
April 21, 2008 at 7:00 p.m. in the Council Room. Mayor Roger Moellenberndt,
Alderman Ernest Kutac, Alderman Johnny Fowlkes and Alderman Leo Kopecky
were present. Alderman Douglas Behlen and Alderman Audrey Wick were ab-
sent. Also present was City Attorney, Jason King. City Administrator, Ronald
Brossmann was absent. City staff present were Debi Holz, Julie Cernosek, Tami
Walker, Marvin Wick, Jody Shank, Chief Randy Mican and Patrolman Sharon
Kuester. Visitors included Lisa Mederos, Rose McClain, Shirley Tilicek, Pat
Tuohy, Lynne Holle, Jon Beebe, Edith Kocurek, Lois Demel, Connie Kocurek,
Ona Marak, Vicki Woodard, Cindy Lytle, Roy Saffel, Donna Holub, Jarmilla
Blahova, Elaine Killion, Liberty Killion, Clint Mican, Allison Mican, Nicole Gabler,
Natalie Gabler and Ethan Kahlden.
Alderman Kutac made a motion to accept the minutes as received. Alderman
Kopecky seconded it, which was adopted unanimously.
Under presentations by citizens Roy Saffel opted to speak after Item #5.
Also under presentations Alderman Kopecky commended Ronnie Brossmann,
Marvin Wick and the city crew for clearing the area behind Leo’s Stop-n-Shop.
He also thanked County Commissioner Tom Muras for their help in this project.
Under presentations Alderman Kutac suggested giving Operations Manager
Marvin Wick the ability to take disciplinary action against problem employees.
Mayor Moellenberndt thanked Ronnie Bohac and the street department for the
work they have done in the Avenue A area of town. He also mentioned that last
Thursday he attended the St. Stephen’s Episcopal Madrigal Singers performance
at St. Rose. He stated that they did a great job.
City Administrator, Ronald Brossmann’s reports were presented by Tami Walker.
They are as follows:
1. Our electric feeder construction is steadily continuing.
2. Our crew has bulldozed clear the old Community Cemetery
fence line. We also cleared the mesquite trees on the new-
ly acquired property and also the City’s property.
3. Our crews have also been bulldozing and hauling off trees
that were obstructing our right-of-ways close to the “Y” be-
hind Leo’s. These trees were causing a danger of possible
outages and the expenditure of fund’s unnecessarily.
We would like to thank Commissioner Muras for the use of
the County bulldozer.
4. We installed 3 new utility poles out along the Moravia line.
5. Julie Cernosek and I attended a short workshop in Weimar.
The topic covered concerned the new Nodal Market for
electric consumption pricing. The event was sponsored by
the LCRA and the City of Weimar.
6. The roof extension to the bbq pits and Wolters Park is now
complete.
7. The construction of the new library is progressing. There is
limestone on the parking lot, piers have been dug and con-
crete poured in them. Plumbing is now underway.
Lynne Holle addressed Council of issues concerning the Public Library. She
stated that she has concerns about the freeze put on purchasing books at this
time. She reported that 22,000 books have already been completed and 7,391
remain to be automated. She also mentioned that we must meet certain criteria
in order to remain a member of the CTLS (Central Texas Library System).
At this time she introduced Pat Tuohy, with the CTLS, to present her information.
She stated that free membership in the CTLS provides us with on site consulting,
technical support, Lone Star Library Grant, telephone help desk and email sup-
port for computer systems, etc.
Mrs. Holle is requesting that $25,000 be utilized to finish the automation of
current books and the balance used to keep up with current book purchases.
At this time Roy Saffel stated that the citizens of Schulenburg have donated the
money to build the library and the Council should get behind the library staff and
move forward.
Elaine Killion also stepped forward to express how fortunate Schulenburg is to
have such a wonderful library and staff. She stated that the schools, college and
children all benefit from the advantage of having such a facility.
Mayor Moellenberndt stated that he would get with Mr. Brossmann and do the
right thing.
Building Inspector, Jody Shank, updated Council on the demolitions at 1321
Summit Street (A-1 Motel). They are moving forward removing the trailers at this
site.
Jarmila Blahova, owner of the trailers, asked Council for more time to clean up
the trailers or to use them for storage. Council stated that the demolition would
go forward at presented.
City Attorney, Jason King, presented Council with information on a new draft for
the policy manual. At this time Alderman Fowlkes noted the absence of two
aldermen and requested they wait until all members are present and discuss it in
a workshop.
Alderman Fowlkes made a motion to pay the bills. Alderman Kopecky seconded
it, which was adopted unanimously.
Alderman Kutac made a motion to adjourn the meeting at 8:03 p.m. Alderman
Kopecky seconded it, which was adopted unanimously.
