Award of Grants and Cooperative Agreements for the Special
Projects and Programs
EPA is announcing the availability of a memorandum entitled
``Award of Grants and Cooperative Agreements for the Special Projects and Programs
Authorized by the Agency's Fiscal Year (FY) 2005 Appropriations Act.'' This memorandum
provides information and guidelines on how EPA will award and administer grants for the
special projects and programs identified in the State and Tribal Assistance Grants (STAG)
account of the Agency's FY 2005Appropriations Act (Pub. L. 108-447). The STAG account
provides budget authority for funding identified water, wastewater and groundwater
infrastructure projects, as well as budget authority for funding the United States-Mexico Border
Program, the Alaska Rural and Native Villages Program, and the Long Island Sound Restoration
Program. Each grant recipient will receive a copy of this document from EPA.

Executive Summary
This is Phase I of a two-part RFA. It solicits applications for cooperative agreements (U01s) to
enable rural and small urban health care systems to become platforms for research programs on
underage drinking. More specifically NIAAA seeks to fund such systems: (1) to assess the extent
of underage drinking the areas they serve (Phase 1) and (2) develop capacity for intervening with
this problem. Phase 2 will fund systems that have successfully completed Phase 1 to implement
and evaluate interventions designed to address underage alcohol consumption in the areas they
serve.
It is anticipated that approximately $2,000,000 will be awarded.
Three to five awards are anticipated .
The awards will use the U01 mechanism.
Eligible organizations include for-profit organizations, non-profit organizations, public or
private institutions, such as universities, colleges, hospitals, and laboratories, units of
State government, units of local government, eligible agencies of the Federal
government, domestic institutions, faith-based or community-based organizations
Eligible principal investigators include individuals with the skills knowledge, and
resources necessary to carry out the proposed research are invited to work with their
institutions to develop an application for support. Individuals from underrepresented
racial and ethnic groups as well as individuals with disabilities are always encouraged to
apply for NIH programs.
Applicants may submit more than one application, provided they are scientifically
distinct.

Community Assessment and Program Evaluation Workshops

Conducting Successful Needs Assessments and Community Assessments (Thursday, August
11th)
Workshop participants will explore how to conduct community assessments, involving an
evaluation of demographics, values, opinions and programmatic needs for any community in the
United States. Participants will also learn how to assess the need for services within specific
program areas. The workshop will cover the use of secondary data sources including the 2000
Census, American Community Survey and Census Supplemental Information. The workshop
will also cover processes of conducting needs assessments using primary data collection tools
such as telephone surveys, mail surveys, focus groups Internet surveys, and personal
interviewing techniques. These techniques generate information for examining the values,
preferences, interests, opinions, and needs of specific groups of people. This is a basic, hands-on
workshop that teaches participants how to gather, organize, analyze and present data and
information. This workshop is highly useful for non-profit organizations, government, state and
local agencies, human service providers, researchers, grant writers, and program managers.
The Evaluating your Program and Measuring Outcomes Workshop (Friday, August 12th)
will cover the use of evaluation information, as well as topics needed to understand and interpret
program outcomes, including working with logic models, addressing issues of implementation,
defining goals and objectives, and developing measures of your success. Do you need to know
how your programs benefit participants? Are they having the impact you want them to? How
can you show that you are making a difference? What happens to participants after they receive
your services? This workshop will provide you with the information you need to construct
useful goals, objectives and outcome measures for programs and initiatives. In this workshop,
you will learn how to develop and assess process and outcome measures, and you will develop a
basic understanding of design issues associated with program evaluation. This information will
enable you to demonstrate success to funders and potential funders, and get valuable information
that can make your programs work better. The workshop will combine lecture with workshop
activities in order to provide participants with the information they need as well as allow them to
interact with the material. Participants should come to the workshop with a particular program
or initiative in mind, as each person will use the information learned to complete exercises using
a program they work with or a program they would like to initiate. Program managers, funding
agencies, and grantees can all benefit from this overview of the principles of evaluation.
Programs and Resources for Native American Elders
Roundtable Report Released on Key Issues of Long-Term Care for American
Indian and Alaska Native Elders -- OFF SITE (8/17/2002) The Indian Health Service (IHS),
an agency in the Department of Health and Human Services (HHS), in partnership with the
Administration on Aging (AoA) and the National Indian Council on Aging (NICOA), has issued a
report on long-term care for American Indian and Alaska Native elders. The report, American
Indian and Alaska Native Roundtable on Long-Term Care: Final Report 2002, summarizes the
discussions and consensus positions developed during a recent Roundtable Conference in April on
American Indian and Alaska Native Long-Term Care.
