1. Purpose. To provide the basic objective, responsibilities,
policies, and guidance for warfare officer training onboard USS
DENVER.
2. Training Objectives. To develop and maintain thoroughly
proficient warfare qualified personnel. Objectives include:
a. Provide guidance to officers seeking qualification as a
Surface Warfare Officer (SWO) and officers and enlisted
personnel seeking qualification as a Tactical Action Officer
(TAO), Engineering Officer of the Watch (EOOW), Officer of the
Deck (Underway) (OOD(U/W)) and Combat Information Center Watch
Officer (CICWO).
b. Achieve and maintain an officer’s ability to manage
watch teams, train personnel and become proficient in systems
and operating knowledge.
c. Ensure each individual is aware of their path to
qualification to foster an environment that promotes continued
learning and growth.
d. Provide feedback to each individual as to their progress
in achieving requisite knowledge and proficiency prior to
qualification.

e. Ensure continual readiness of warfare-trained personnel
to support combat operations and the execution of DENVER’s
mission.
3. Duties and Responsibilities
a. The commanding officer is responsible for:
(1) Providing direction and guidance to the training
officer and senior watch officer in the accomplishment of
training requirements.
(2) Providing adequate opportunity to the training
officer and senior watch officer to manage officers in the
accomplishment of classroom training, watchstander training,
on-the-job (OJT) training, and promote research and study in the
path toward qualification.
(3) Designating officers as training on-wings.
(4) Periodically reviewing training progress.
b. The executive officer is responsible for:
(1) Assisting the commanding officer in providing
direction and guidance to the training officer and senior watch
officer in the accomplishment of training requirements.
(2) Assist the commanding officer in providing adequate
opportunity for the training officer and senior watch officer to
manage officers in the accomplishment of classroom training,
watchstander training, OJT and promoting research and study in
the path toward qualification.
(3) Ensuring planning board for training integrates
officer training requirements into the ship's training plan.
(4) Nominating candidates to serve as training on-wing
to the commanding officer for designation.
(5) Ensuring the personnel qualification standard (PQS)
program is administered in accordance with the PQS Management
Guide.
c. The ship's training officer is responsible for:
(1) Ensuring officer training requirements are being
met and remain current.

(2) Submitting DENVER’s monthly and quarterly officer
training plans for approval.
(3) Constructing and maintaining training records for
all officers pursuing surface warfare qualifications and
enlisted personnel pursuing the CICWO, OOD(U/I) and TAO
qualification.
(4) Periodically reviewing officer training records to
ensure adherence to the requirements of this program and
advising the executive officer and commanding officer of
training shortfalls.
(5) Scheduling and participating in training reviews
for individual officers as prescribed by this instruction.
(6) Maintaining a qualification tracking system for all
officers seeking qualification.
(7) Maintaining a list of all training on-wings
assigned.
d. The senior watch officer is responsible for:
(1) Supervising all trainees in the proper performance
of their duties as specified in this program.
(2) Ensuring planning board for training integrates
officer training requirements into the ship's training plan.
(3) Ensuring watchbills are constructed to meet the
training needs of officer’s seeking qualification, while
simultaneously mitigating the risks inherent with specific
evolutions and environmental conditions.
e. The ship’s department heads are responsible for:
(1) Designating an individual as their department’s
reference library manager.
(2) Ensuring departmental reference library managers
maintain a current reference library.
(3) Providing subject matter experts to give training
within their functional areas.

(4) Chair mock oral boards and sit as members of
qualification oral boards, as required.
f. Department reference library managers are responsible
for:
(1) Establishing and maintaining an electronic
reference library file structure in the location specified by
the communications officer on the NIPR and SIPR share drives.
The file structure shall be organized by functional area.
(2) Populating and maintaining the reference library
with current applicable publications within their department’s
functional areas.
(3) Based on demand, maintaining hardcopy reference
material, when available and practical.
g. Training on-wings are responsible for:
(1) Maintaining a high level of knowledge of surface
warfare areas.
(2) Providing personalized training and assistance to
their assigned on-wings in obtaining the requisite knowledge and
experience for surface warfare qualification.
(3) Participating in the officer’s training progress
reviews.
h. Officers seeking qualification are responsible for:
(1) Obtaining all requisite knowledge to achieve
surface warfare qualifications. While this instruction directs
various personnel to assist in the qualification of officers, it
is ultimately the individual’s responsibility to obtain and
demonstrate the necessary knowledge.
(1) Meeting applicable timelines and milestones for
qualification as set forth by this instruction and references
(a) and (c).
(2) Selecting a training on-wing from those officers so
designated by the commanding officer.

4. Training Plans
a. Quarterly training plan (QTP) - Schedules relevant
topics designed to help the officer achieve instruction in one
or several areas required in their professional development.
The training officer shall construct a quarterly training plan
two weeks prior to the start of a new quarter. See enclosure
(2).
b. Monthly training plan (MTP) – Assigns personnel to teach
each topic from the approved quarterly training plan based on
the ship’s schedule. Whenever possible, the monthly training
plan should also contain scheduled walk-through and
familiarization tours. Prior to the beginning of each month,
the training officer shall distribute the MTP to the operations
Officer for implementation into the schedule. See enclosure
(3).
5. Program Implementation. The following actions shall be
completed to implement the officer training program and ensure
its continued success.
a. Classroom training provides the opportunity for training
to be conducted by subject matter experts in order to impart
specific knowledge of a subject or for a trainee to prepare a
lecture on a subject while learning the subject along the way
and ultimately imparting that knowledge to others.
(1) Classroom training should be conducted as scheduled
in the MTP.
(2) Classroom training shall be conducted from prepared
lecture material.
b. Walk-through Training
(1) A listing of required evolutions to be observed or
performed for each watchstation is in each individual PQS.
Walk-through training and familiarization tours should help
reinforce these line items in the PQS and should be given by a
qualified individual or recognized subject matter expert.
(2) Training shall be scheduled via the MTP whenever
possible. During walk-through training, subject matter experts,
approved by the executive officer, shall conduct appropriate
training to satisfy PQS line items and give officers a thorough
understanding in watchstanding principles and an understanding
of shipboard systems.

c. PQS Training
(1) Shall be administered in accordance with the PQS
Management Guide.
(2) Qualifications, dates, and boards should be
scheduled based on recommendation from the training officer and
senior watch officer to the executive officer.
(3) On a monthly basis in port and bi-monthly basis
underway, the main propulsion assistant shall review main space
PQS boards and ensure sufficient progress is being made to
support fully qualified watchteams.
(4) Each quarter, watchstanders must satisfactorily
meet a pre-assigned percentage of their qualifications
determined in their path to qualification outlined in enclosure
(1).
6. Training Feedback. Feedback on training performance and
training progress to officers seeking surface warfare
qualifications shall be given at a minimum by the following
methods:
a. Bridge Training Feedback Card
(1) Enclosure (4) details a training feedback card that
shall be completed by officers of the deck, underway (OOD(U/W))
when they have an OOD(U/I) or officer not qualified OOD(U/W)
assigned as conning officer or junior officer of the deck (JOOD)
in their bridge team.
(2) The card can be used to provide feedback on normal
underway watches, special evolutions, well deck operations,
flight operations, small boat operations and drills. The intent
of the card is to offer the trainee a critique of his/her
performance so as to facilitate improvement and provide
documentation of performance.
(3) Functional areas shall be graded by the OOD(U/W)
based on the following criteria:

AA = Above average performance
A = Average performance
BA = Below average performance
US = Unsatisfactory performance
NA = Not applicable/not performed

(4) Any mark of AA, BA or US requires comments in the
comment section of the card. Comments shall justify marks,
highlight deficiencies or excellent performance and indicate
ways to improve for future application.
(5) The OOD(U/W) shall also document training conducted
with the officer in the training conducted section of the card.
(6) Each completed training feedback card shall be
maintained in the individual’s training record.
b. CIC Training Feedback Card
(1) Enclosures (5) and (7) detail training feedback
cards that shall be completed by Combat Information Center Watch
Officers (CICWO) when they have a CICO(U/I) assigned to their
watch team and by Tactical Action Officers (TAO) when they have
a TAO(U/I) assigned to their watch team.
(2) The card shall be used to provide feedback on
normal underway watches and drills in CIC. The intent of the
cards is to offer the trainee a critique of his/her performance
so as to facilitate improvement and provide documentation of
performance.
(3) Functional areas shall be graded by the TAO or
CICWO based on the criteria in table (1).
(4) Each completed feedback training card shall be
maintained in the individual’s training record.
c. EOOW Training Feedback Card
(1) Enclosure (6) details a training feedback card that
shall be completed by Engineering Officers of the Watch (EOOW)
when they have a EOOW(U/I) assigned to their watch team.
(2) The card shall be used to provide feedback on
normal underway watches and drills in the main spaces. The
intent of the card is to offer the trainee a critique of his/her

performance so as to facilitate improvement and provide
documentation of performance.
(3) Functional areas shall be graded by the EOOW based
on the criteria in table (1).
(4) Each completed training feedback card shall be
maintained in the individual’s training record.
d. Officer Training Progress Review. A training progress
review shall be conducted with the officer present, by the
executive officer, training officer and the officer’s training
on-wing on a quarterly basis. The review shall be documented on
enclosure (8) and subsequently filed in the officer’s training
record.
(1) The officer’s progress shall be compared to goal
completion dates and a review of training feedback cards shall
be completed. Any negative trends shall be identified and
debriefed with the officer.
(2) If the officer’s progress or performance is found
to be excessively deficient the executive officer shall
recommend to the commanding officer that a human factors board
be convened in accordance with reference (d). Additionally, the
executive officer shall recommend a course of action and draft a
letter of instruction (LOI) to be issued by the commanding
officer. The letter of instruction shall direct a finite course
of action for the officer to correct the deficiencies. A copy
of the LOI shall be maintained in the individual’s training
record.
e. Boards
(1) Qualification oral boards. Qualification oral
boards for Surface Warfare Officer (SWO) shall be completed in
accordance with reference (a) and (c) and for CICWO and OOD(U/W)
shall be completed in accordance with reference (c).
(2) Mock Oral Boards
(a) A mock oral board is an oral board used to
validate the knowledge level of a candidate for qualification
prior to scheduling them for a qualification oral board.
(b) A mock oral board should be scheduled by the
senior watch officer and shall be chaired by a warfare qualified

department head. All additional members of the board should be
qualified to at least the level of the board being conducted.
(c) Personnel shall successfully pass a mock oral
board prior to sitting for a qualification oral board for CICWO,
OOD(U/W), SWO or EOOW.
(d) Upon completion of the mock oral board, the
chairperson shall draft a memorandum to the training officer
outlining the candidate’s performance and the final pass/fail
decision of the board. A copy of the memorandum shall be
maintained in the officer’s training record.
f. Level of Knowledge (LOK) exams. There are two types of
LOK exams. Open book LOK exams are given to personnel in order
to expose them to the references pertinent to that
qualification. Closed book LOK exams are used to evaluate the
knowledge level of the individual.
(1) An open book LOK exam shall be successfully
completed by personnel seeking CICWO, OOD(U/W) and TAO
qualifications within one month of beginning the personnel
qualification standard (PQS) for the respective qualification.
A closed book LOK exam shall be successfully completed prior to
the respective qualification oral board.
(2) A passing grade for the open book LOK exam is 90%
and the passing grade for the closed book LOK exam is 85%.
(3) The seamanship training team (STT) is responsible
for maintaining the OOD(U/W) LOK exam and the Combat Systems
Training Team (CSTT) is responsible for maintaining the OOD(U/W)
LOK exam.
(4) All completed LOK exams shall be maintained in the
individual’s training record.
g. Training On-wings. Training on-wings are charged with
carrying out the responsibilities outlined in paragraph 3.g. of
this instruction. Each on-wing shall be nominated by the
executive officer and designated by the commanding officer. The
minimum requirement for nomination is that the officer be SWO
qualified.
(1) Officers in training shall notify the individual
they would like to have serve as their on-wing and the training
officer of their selection.

(2) The training officer shall maintain a list of all
on-wings assigned.
8. Officer Training Guidance Requirements. Refer to enclosure
(9) of this instruction and references (a) through (c) for
guidance on specific training requirements.

Officer Training Requirements Guidance
The following is general guidance for those officers pursuing
the SWO qualification and advanced surface warfare
qualifications:
1. SWO PQS timeline guidelines - Follow guidance laid out in
enclosure (1) and reference (a).
2. Attend the SWO Intro course given by ATG ideally as soon as
possible upon checking in.
3. Select a training on-wing from those designated. Tap the
knowledge and experience of your training on-wing as necessary
during training.
4. Pass (90% or greater) an open-book LOK exam within one month
of beginning the CICWO, OOD(U/W) or TAO PQS.
5. Participate in scheduled classroom, walk-through and
informal training conducted. Give training lectures when
assigned. Refer to the monthly training plan, and POD. Obtain
PQS and additional training during underway watches, U/I watches
and on your own time.
6. Participate in quarterly training progress review boards.
Take on recommendations from the board to improve performance.
7. Pass a mock oral board prior to sitting for a qualification
oral board for CICWO, OOD(U/W), SWO or EOOW.
8. Pass (85% or greater) a closed-book LOK exam prior to
sitting for a CICWO, OOD(U/W) or TAO qualification oral board.
9. Pass (90% or greater) an inland/international rules of the
road exam prior to the OOD(U/W) mock oral board.
10. Pass a qualification oral board for CICWO, OOD(U/W), SWO,
EOOW or TAO.
11. Attend the SWOS Advanced Shiphandling and Tactics (ASAT)
course after attaining the OOD(U/W) qualification. The course
may be attended prior to OOD(U/W) qualification at commanding
officer discretion.
12. Obtain SWO qualification within the first 18 months of
shipboard service. See reference (a) for exceptions.
