            THINK SAFETY AT P.D.S.C.

The club urges members to participate in club
activities in a safe manner, and without jeopardising
the safety of others.

If you spot a hazard, please attend to it promptly, and
where required refer it to a club official.

There are risks in sailing and water sports generally,
and members are reminded that they participate at
their own discretion.

The club has various processes and rules in place to
minimise such risks, and compliance is of the utmost
importance.

Examples that are detailed in the following pages
include:
    Sign on for a race
    If retiring from a race, report to or message the
     finishing box
    Compliance with YA (Yachting Australia) safety
     regulations
    Familiar with club emergency plans, use of
     safety equipment

HOUSE RULES
All members are requested to adhere to the following rules and to assist officials in their
enforcement.

VISITORS: Members are most welcome to bring guests into the club. Members must
also ensure that their guests are conversant with and abide by club rules.

SAFETY: Members shall abide by the safety directives of any officer of the Club. Failure
to do so may result in the member being called before the management committee of
the club to explain their actions.

EVACUATION PROCEDURE: In the case of an emergency leave the P.D.S.C. Clubrooms via
the closest exit door and assemble at the north side of the public car park near Mounts Bay
road (muster location).

SMOKING POLICY: Smoking is not permitted anywhere inside the P.D.S.C. Clubrooms or on
the Balcony area. Smoking must not occur within 5 meters of an entrance to the Clubrooms.

BEHAVIOUR: Where incidences of abusive and offensive language are bought to the
attention of the Management Committee, the offending member may be bought before the
committee to explain their actions and appropriate disciplinary actions will be taken.

ANNOUNCEMENTS: Members and visitors are asked to remain quiet during presentation and
announcements by Flag Officers.

PARKING: No vehicle shall be permitted on grassed areas within the club boundaries without
the express permission of the Officer of the Day. On race days, unloading of boats and gear
adjacent to rigging areas shall be carried out as quickly as possible and all vehicles must be
removed to an appropriate parking area outside the club grounds. Approach/reversing area
adjacent to boat ramp to be kept clear except when launching or retrieving trailer borne craft.
Marked access way on western lawn to be kept clear to allow passage of boats to and from
the water. No trailers are to be left on club lawns and No vehicles are to be left in the
University Boat Shed carpark or the P.D.S.C. carpark on race days.

LITTER: All litter (including plastic tape) to be deposited in bins provided.

DOGS: Dogs are not permitted on club grounds or premises.

DRESS IN THE HALL AND LOUNGE/BAR AREA: Suitable attire and footwear must be worn
at all times. Wet clothes, singlet or other inappropriate apparel shall not be permitted. Hats
are not permitted to be worn after the completion of racing for the day.

TABLES: Members are requested not to sit on club tables.

CHILDREN: Conduct of children within the club grounds and premises is the responsibility of
parents.

CHANGE ROOMS AND SHOWERS: Changerooms and showers are to be left clean and tidy
after use. Wetsuits and other sailing gear shall not be worn/washed under showers and
members are requested to conserve the amount of water used in showering. All sailing gear
must be removed from changerooms at the conclusion of each sailing day.

LOST PROPERTY: Items left in the changerooms, clubhouse or on the club grounds shall be
placed in a lost property box located in the boatshed and if remain unclaimed for four
consecutive weeks shall be disposed of at the discretion of the Management Committee.

BAR: Patrons are requested to return glasses and jugs to the bar after use.

SAFETY/POWER BOATS: No member (or their guest) shall use a club safety powerboat
without the express permission of the Safety Captain, Officer of the Day or member of the
Race Committee.

HOSING OF BOATS: Hosing of boats is to be carried out only on grassed areas. Members
are requested to conserve the amount of water used for this purpose.

BOAT STORAGE: Any boat which occupies storage space in the club boat shed and remains
unsailed for four consecutive sailing weeks, shall forfeit the right to use that storage space
and may at the discretion of Management Committee be removed from the boat shed.
No maintenance is to be carried out in the boatshed without the express permission of the
Management Committee.

The Perth Dinghy Sailing Club and its officials accept no responsibility for the safe keeping
of any boat or its equipment stored within the club grounds.

PERTH DINGHY SAILING CLUB SAILING
INSTRUCTIONS
1.   RULES:
     1.1  All races will be governed by the ‘rules’ as defined in the Racing Rules of
          Sailing (RRS).

     1.2     The prescriptions and safety regulations of the Yachting Australia and the
             respective Class Measurement and Technical Rules (including changes of
             sails. spars and hull) apply, except where they are altered by these Sailing
             Instructions.

2.   ENTRIES:
     2.1   A boat shall be eligible to race if the appropriate race fee as determined per
           boat per season has been paid to the Perth Dinghy Sailing Club ("the Club")
           or the boat is competing by invitation from the Club.

     2.2     All competing boats must be nominated before each race on the Race Entry
             Sheets. Any change in crew must be notified in writing to the Officer of the
             Day at least one hour prior to the commencement of the race.

     2.3     All skippers and crews must be financial members of the Club unless:
             (i) dispensation has been granted by the Officer of the Day, or
             (ii) the skipper or crew is competing at the invitation of the Club.

     FAILURE TO COMPLY WITH RULE 2.1, 2.2 OR 2.3 SHALL RESULT IN
     DISQUALIFICATION.

3.   RACE COMMITTEE:
     The Race Committee shall be the Sailing Committee of the Club (made up from the
     Flag Officer in charge of sailing and the appointed Class Captains from representative
     classes) and shall comprise the Officer of the Day, Chief Starter and such other
     officers as the Management Committee of the Club shall from time to time appoint.

4.   NOTICES TO COMPETITORS:
     Notices to competitors will be posted on the Sailing Notice Board located at the
     Southwestern end of the flag deck in front of the canteen.

5.   COURSES AND START TIMES:
     Start times will be displayed on the Sailing Notice Board. Course sheets for each class
     are available from the Officer of the Day and shall be deemed to form part of the
     Sailing Instructions.

6.   SCHEDULE OF RACES:
     6.1  Racing is scheduled as specified in the Perth Dinghy Sailing Club Sailing
          Programme (this book).
     6.2  If a Club Championship Heat is rescheduled a Notice to competitors will be
          posted on the Sailing Notice Board.

7.    CHANGES TO SAILING INSTRUCTIONS:
      Any change in the sailing instructions will be posted on the Sailing Notice Board
      before 0900 hours for a scheduled morning race or 1200 hours for a scheduled
      afternoon race on the day it will take effect, except that any change to the date on
      which a race is scheduled to be sailed will be posted by 1730 hours on the day before
      it will take effect. It shall be the responsibility of all competitors to check the Sailing
      Notice Board for any changes.

8.    SIGNALS MADE ASHORE:
      8.1   Signals made ashore will be displayed from the Starters Box flagstaff.

      8.2     If a black flag is hoisted due to severe weather conditions, no boat shall leave
              the beach (penalty may be disqualification/exclusion from future races as
              directed by the Sailing Committee).

9.    VISUAL SIGNALS:
      The I.S.A.F. RACE SIGNALS shall apply except as modified below.

      9.1     Code Flag "S" Shortened Course
              When displayed at a rounding mark means "course shortened - after
              rounding this mark, proceed directly to the finishing line and finish in the
              prescribed direction."

      9.2     First Substitute - General Recall Signal
              When signalled in multiple fleet starts means "The class is recalled for a
              new start following the start of the last class". (see Rule 11)

10.   COURSE FLAGS:
      Will be displayed from the mast on the Start Boat (or if a Club start, Starters box
      flagstaff below the respective Class Flag as follows:

      Course No. 1 - Numeral Pendant No. 1
      Course No. 2 - Numeral Pendant No. 2
      Course No. 3 - Numeral Pendant No. 3
      Course No. 4 - Numeral Pendant No. 4
      Course No. 5 - Numeral Pendant No. 5
      Course No. 6 - Numeral Pendant No. 6
      Course No. 7 - Numeral Pendant No. 7
      Course No. 8 - Numeral Pendant No. 8

11.   CLASS FLAGS:
      The identification flag for each class shall be the Class Flag as prescribed in the
      individual Class Rules.

12.   STARTING PROCEDURE:
      12.1  Races will be started in accordance with RRS Rule 26 with classes starting at
            5 minute intervals.

      12.2    The order of start shall be in accordance with the start times displayed on the
              Sailing Notice Board.

      12.3   Fall of the Class Flag shall be the start signal. Failure of the sound signal
             shall not give cause for redress to the Sailing Committee.

      12.4   In the event of a General Recall, the FIRST SUBSTITUTE shall be displayed
             for 4 minutes, or until all competitors acknowledge the recall, should that be
             sooner. The lowering of the visual signal may not be accompanied by a
             sound signal.

      12.5   The PREPARATORY SIGNAL for the first restart fleet shall be made 1 minute
             after the starting signal for the last scheduled fleet.

13.   STARTING LINE
      Boat Start:
      An imaginary line between the flag mast on the start boat mark (displaying an orange
      flag) and the outer mark. The inner limit of the line may be indicated by a limit buoy
      located near the start boat. Such mark may not be on the line. A boat which passes
      between the start boat and the limit buoy shall not be deemed to have started until it
      has re-rounded the start boat to starboard and sailed between the limit mark and the
      outer mark in the direction of the first mark.

      Club Start:
      An imaginary line between the coloured bar on the Starters Box and Buoy 46A. Boats
      starting must pass between Buoy 46A and the inner limit buoy, which may not be on
      the line.

14.   FINISHING LINE:
      An imaginary line between the coloured bar on the Starters Box and Buoy 46A. Boats
      finishing must pass between Buoy 46A and the inner limit buoy.

15.   KEEPING CLEAR:
      15.1  Boats whose Preparatory Signal has not been made shall keep clear of the
            starting area and all boats whose Preparatory Signal has been made.

      15.2   After starting correctly, boats shall not pass through the Start or Finish line in
             either direction except when finishing.

      15.3   Line in Use. A boat shall not pass in either direction through a start or finish
             line in use, other than her own. A line in use will be identified by a
             conspicuous orange flag. Alleged infringements of this sailing instruction
             may be protested under RRS Rules 60.2 as a result of a report from any race
             committee. The onus of satisfying the protest committee that she did not pass
             through the line shall be with the protested boat.

      15.4   Boats returning to shore first shall proceed to the rear of the rigging area to
             make way for other boats.

      15.5   Boats shall give way to Safety Craft bearing the green and white rescue flag.

      15.6   Boats leaving the beach shall keep clear of the Mudlark fleet.

      15.7    Boats shall keep clear of the Jet Ski area to the South East of Quarry Spit.
              The Jet Ski area marked by a line of yellow marker buoys to the South of
              Quarry Spit and to the East of Heron Buoy shall be deemed an obstruction in
              accordance with RRS Rules 18 and 19.

      FAILURE TO COMPLY WITH RULES 15.1, 15.2 AND 15.3 SHALL RESULT IN
      DISQUALIFICATION.

16.   TIME LIMIT:
      The time limit shall be 3 hours from the actual start time. Should the leading boat
      finish within the time limit, the limit is extended by 30 minutes. Should a boat fail to
      finish within this extended time, the boat will be scored "did not finish". If no boat
      finishes within the time limit, the race shall be abandoned and may be resailed at the
      discretion of the Sailing Committee.

17.   DECLARATIONS:
      17.1 Boats crossing the Finishing Line so signify that they have sailed the course
           and complied with the rule in accordance with these Sailing Instructions.

      17.2    Any boat retiring from a race shall notify the finishing box, either personally or
              by messenger, at the first opportunity. Any skipper failing to comply may be
              called upon to give reasons for his/her default to the Sailing Committee and
              may be subjected to a 3 minute handicap penalty.

18.   PROTESTS AND MEDIATION:
      18.1 Protests shall be written on the prescribed forms available from the club and
           shall be lodged with the Officer of the Day within 1 hour of the last boat in the
           respective class finishing or, where multiple races are held, the finishing time
           of the last boat of that class in its last race of the day.

      18.2    Provision will be made for protests to be determined by mediation. Should
              mediation fail to resolve the matter, the protest will proceed to a hearing
              before the protest committee.

19.   PENALTIES AT THE TIME OF AN INCIDENT:
      19.1 RRS Rule 44.1 and 44.2 applies.

20.   SCORING:
      20.1  The Low Point scoring system of Appendix A will apply.

      20.2    Four races are required to be completed to constitute a series.

      20.3    (a) When fewer than five races have been completed, a boat’s series score
              will be the total of her race scores.
              (b) When five or more races have been completed, a boat’s series score will
              be the total of her race scores excluding her worst score.

21.   SAIL NUMBERS:
      21.1  All boats shall display distinguishing numbers on their mainsails in
            accordance with class rules.

      21.2    A boat shall NOT use the distinguishing number or insignia of any other boat
              in the same class in any one race without the express permission of the
              Officer of the Day.

22.   STARTERS:
      A minimum of four starters are required to start in any one race before a trophy can be
      awarded. A minimum of two starters are required to constitute a race.

23.   RESPONSIBILITY:
      All those taking part in club races, and organised training activities do so at their own
      risk and responsibility. The Club is not responsible for the seaworthiness of a boat
      whose entry is accepted or the sufficiency or adequacy of its equipment. The Club
      reserves the right to refuse entry. Attention is drawn to RRS Fundamental Rule 4 that
      states "The responsibility for a boat’s decision to participate in a race or to
      continue racing is hers alone".

24.   SAFETY REQUIREMENTS:
      All boats competing in races conducted by the Club shall comply with the following
      safety requirements:

      24.1    Each competitor must wear a Personal Flotation Device (PDF) that complies
              with the approved standard.

      24.2    All boats shall have fitted at the bow a towing fairlead, capable of withstanding
              loads normally generated under tow, through which a towline may be passed
              to a strong point aft.

      24.3    The mainsail on each boat except Mudlarks shall be capable of being lowered
              easily by hand with the boat in both the upright and capsized position.
              Mudlarks shall have the forestay able to be disconnected without the use of
              tools to lower the mast and mainsail.

      24.4    Centreboards and rudders shall be positively secured to the hull so they
              remain in position in the event of a capsize.

      24.5    All boats shall have placed on the hull externally, at or near the transom, in
              legible letters and figures of :-
              (a) The name of boat - not less than 50mm height and not less than 8mm
              thickness.
              (b) The registered sail number - not less than 50mm height and not less than
              8mm thickness.
              (c) The club name i.e. P.D.S.C. - not less than 20mm height and not less than
              4mm thickness.

25.   EQUIPMENT CHECKS:
      A boat or equipment may be inspected at any time by the Officer of the Day for
      compliance with the prescriptions and safety requirements of the Perth Dinghy Sailing
      Club sailing instructions and the respective Class Measurement and Technical Rules.

      FAILURE TO COMPLY WITH RULE 25 SHALL RESULT IN THE BOAT INELIGIBLE
      TO COMPETE IN PERTH DINGHY SAILING CLUB RACES UNTIL RECTIFIED.

26.     ON THE WATER COACHING:
        On the water coaching shall be allowed during races held for the Jay-Dee and
        Mudlark classes, except in any Championship series conducted by the Club, only
        when carried out by a YA accredited coach or other persons authorised by the Officer
        of the Day.

        The Safety boats have the authority to abandon any Mudlark / Jay Dee race in any
        conditions as they see necessary.

27.     TROPHIES:
        Subject to Sailing instruction 20 above, trophies will be awarded to handicap winners
        as set out in the season's Sailing Programme and to overall winners as set out in the
        Perpetual and Memorial trophies list.
