					                                         Terms of Reference

                               Support to Government of Moldova
                       to Strengthening Strategic Planning Capacity in the
                       Economic Policy Sector (Real Economy Consultant)




Background
The Republic of Moldova has undertaken a number of structural reforms, among which the
regulatory reform project leading to eased administrative burdens and more transparent regulation
of the entrepreneurs; the central public administration reform project leading to a more effective and
efficient governance; and the public finance management project aiming at increased accountability
and transparency with regard to public finances. Besides these important projects, the Republic of
Moldova has to strengthen its capacity to respond to the challenges of European integration. At the
end of November 2005, the Government has identified the need to increase coordination and
strengthen the strategic planning capacity.
Creation of the new post of the Deputy Prime Minister responsible for economic policy area
requires establishment of a policy coordination system in this area and capacity building to ensure
effective functioning of this system. The need for creating of such coordination system has been
also recognized by the recent review of decision making process in Moldova. In this review, the
lack of central coordination capacity is seen as one of the key bottlenecks of the current policy
planning system, which at the moment tends to be more focused on micro management and less on
strategic issues. The need to deal with this problem is also recognized in the new draft Strategy of
Public Administration Reform and its Implementation Plan.


Objectives
The objective of the exercise is to provide the necessary advice on real sector issues to the Deputy
Prime Minister in creating and ensuring effective functioning of the system of strategic planning
and policy coordination in the area of responsibility of the Deputy Prime Minister. Real sector
issues are defined as laws, by-laws, policy papers, activities, working plans concerning Agriculture,
Industry, Infrastructure (including Transportation and Communication).


Inputs
The Consultants working as part of the Policy Advice team are expected to provide ongoing advice
and assistance to the Deputy Prime Minister in fulfilling the following tasks:
           i.    Contribution to the preparation of a document setting out main strategic short to
                 medium-term priorities for the Government’s economic policy sector on the basis of
                 analysis of existing policy commitments of the Government (as set out in the
                 EGPRSP, EU-Moldova Action Plan and other key horizontal documents), their
                 stage of implementation and changes required;
           ii.   Preparation of annual inter-ministerial activity plan for the ministries and agencies
                 in the policy making and implementation in the real sector. The plan will detail
                 specific actions to be taken by the ministries of the real sector in order to implement
                 strategic short to medium-term priorities;

          iii. In parallel and in close collaboration with the Government Office, the Team will
               prepare proposals for streamlining the current priority planning and reporting
               system of the Government. The desired system should become the main avenue
               through which ministries – part of this sector - plan their strategic priorities,
               coordinate their activities and are held accountable for their delivery;
          iv. Support the ministries of the real sector prepare proposals for the Deputy Prime
              Minister that would ensure that the priorities of the economic policy sector are
              reflected in the medium term expenditure framework. If required, this advice shall
              include proposals for specific changes to the existing structure of expenditure in
              ministerial budgets;
          v.   Support the ministries prepare quarterly reports to the Deputy Prime Minister on the
               delivery of activities included in the annual inter-ministerial activity plan (this
               exercise should be carried out as a capacity building process/transfer of knowledge
               for line ministry officials involved)
          vi. In close collaboration with the Government Office, support the development of the
              concept of ministry / sector level strategic planning;
          vii. Provide advice and guidance to the ministries of economic sector in implementing
               the ministry/sector strategic planning. As part of that, provide advice to the
               ministries as well as to the Deputy Prime Minister on ensuring coordination of
               ministerial priorities and programs included in their sector strategic plans. Assess
               the quality of ministerial strategic plans;
          viii. As part of the strategic planning exercises in the Ministries of Agriculture and Food
                Processing Industry, Industry and Infrastructure, Transportation and Road
                Administration, and Informational Development and its subordinated bodies review
                all existing policy documents/commitments and identify those that need to be
                abolished, thus allowing to focus on priority programs and activities;
          ix. When required, support the development of new policy papers and setting up of
              inter-ministerial working groups required for implementing main strategic
              priorities;
          x.   Make an assessment against the main strategic priorities of all draft policy papers
               and legislative acts prepared by ministries of real sector. Advise the Deputy Prime
               Minister on supporting these documents in the Cabinet of Ministers;
          xi. Provide advice necessary for setting up the Cabinet Committee for Economic Policy
              that under the chairing of the Deputy Prime Minister will coordinate the formulation
              of main strategic priorities for economic policy, assess their implementation,
              discuss and approve for submission to the Government draft policy proposals and
              legislative acts in the economic policy area;
          xii. Support the preparation of the Operational Activity Plan for the Bureau of the
               Deputy Prime Minister reflecting also specific deadlines for implementation of
               tasks included in these Terms of reference.


Results
The consultant in the real sector policies will work in a team with the consultants for other
economic policy sectors and will deliver the following results:
               - A reduced number of strategic policy priorities in the economic policy area
                   identified and agreed within the Government;

                - The agreed strategic policy priorities are allocated resources and respective
                     ministries implement them.
                - A strategic planning system in all ministries of the economic policy area is
                    established and reflects the strategic priorities of the economic policy;
                - A Cabinet Committee for Economic Policy is created and functions;
                - The Government benefits from improved quality of policy advice in the area of
                     economic policy.


Deliverables:
The consultant in the real sector should deliver the following papers:
           a. A chapter setting out the main strategic short to medium-term priorities for the
              Government’s real sector policies designed to be a part of a larger paper setting out
              the main strategic short to medium-term priorities in the economic policy sector;
           b. Assessments of draft policy papers and legislative acts prepared by ministries of real
              sector in the context of the agreed economic policy strategic priorities.
           c. Contribute towards the preparation of a template for the annual inter-ministerial
              activity plan for the ministries and agencies of the real sector policy area;
           d. Provide quantifiable targets and planned actions for the templates for quarterly
              progress reports to the Deputy Prime Minister on the annual inter-ministerial activity
              plan;
           e. Contribute towards an improved template of the annual work plan for the Bureau of
              the Deputy Prime Minister.


Time frame
The timeframe for the work of the policy advice in the real sector field to the Deputy Prime
Minister is April 01, 2007 until December 31, 2008.


Requirements:
       •   University Degree in economics, finance, law, public administration or other related
           field;
       •   At least five years of progressively responsible professional experience in public
           administration, economics or finance;
       •   Previous work experience in conducting policy analysis with central government
           institutions is a strong advantage;
       •   Excellent analytical and writing skills.
       •   Fluency in both oral and written English and Romanian.


Institutional arrangements
The team will work under the leadership of the First Deputy Prime-Minister of the Republic of
Moldova. The First Deputy Prime-Minister will periodically review the performance of the
consultant and inform the UNDP /Moldova Office accordingly.
