COUNTRY OF ASSIGNMENT:


   1) GENERAL BACKGROUND

   The Africa Adaptation Programme (AAP) is a two year, $92.1 million project funded by the
   Government of Japan operating in 20 countries across Africa. It has been designed to support the
   long-term efforts of targeted countries to further develop their capability to successfully identify,
   design and implement holistic adaptation and disaster risk reduction programmes that are aligned
   with national development priorities. In this regard AAP is not a traditional adaptation programme
   per se – but a strategic initiative, aimed at creating an environment for more informed and capable
   adaptation decisions and practice in each country.

   The expected outputs of the AAP include: Dynamic, long-term planning mechanisms to manage the
   inherent uncertainties of climate change introduced; Leadership capacities and institutional
   frameworks to manage climate change risks and opportunities in an integrated manner at the local
   and national levels strengthened; Climate-resilient policies and measures implemented in priority
   sectors implemented; Financing options to meet national adaptation costs expanded at the local,
   national, sub-regional and regional levels; and Knowledge on adjusting national development
   processes to fully incorporate climate change risks and opportunities generated and shared across
   all levels.

   One of the priority activities under the AAP is capacity building of climate change ministerial and
   departmental focal points to mainstream climate change adaptation into policies and planning.

   UNDP is on behalf of the IMPLEMENTING MINISTRY looking for a climate change consultant to
   facilitate the above mentioned activities and technically advise UNDP on the way forward.


   2) OBJECTIVES OF THE ASSIGNMENT


   The objectives of the assignment are to build capacity of climate change ministerial and
   departmental focal points to mainstream climate change adaptation into policies and planning.
   The consultant will be required to work with IMPLEMENTING MINISTRY , UNDP and the newly
   appointed Project Management Unit (PMU) of the AAP to successfully deliver on these activities.



   3) SCOPE OF WORK

This activity will consist of four distinct sub-activities, namely:

       A two day Inter-Ministerial Climate Change Adaptation Inception workshop with line
        ministries to agree on formulation of action plans;

       The workshop is aimed at creating a platform of engagement between ministerial focal
        points and strategic partners/donors willing to give technical advice and to allocate
        funding to the various ministries in the context of the overall climate change strategy for
        Kenya. An invitation will thus be extended to relevant strategic partners for them to part
        take into this process.

       Most importantly, the intent of this workshop will also be to train two selected individuals
        within the IMPLEMENTING MINISTRY /AAP Project Management Unit to facilitate such
        processes. These two individuals will thus work closely with the facilitator who will be
        tasked with imparting them facilitation skills.

5) FINAL PRODUCTS

Outputs:

    1. Preparation and facilitation of the workshop:
          o Focal points should be well briefed on the core objective of the workshops;
          o Supportive documentation and facilitation tools should be prepared prior to the
              workshop;
          o The workshops should be structured in such a way that climate change related
              challenges, opportunities and needs are clearly defined for each line ministry in
              order to assist line ministries in formulating their own strategies and sharing them
              with other ministries, and also to facilitate interactions between line ministries and
              strategic partners.

    2. The outputs of the workshop should be a report outlining:
          o A training needs’ inventory of the focal points;
          o Strategic recommendations for mainstreaming climate change into the key sectors
              under which the line ministries fall.
          o Key bankable projects to be taken forward by the AAP and strategic partners;
          o Listing of programmes (in the form of projects and/or technical advice) that
              strategic partners commit to financially support.

    3. The consultant should facilitate the process of engagement between line ministries and
       strategic donors. A key output in this respect will be the listing of programmes (in the form
       of projects and/or technical advice) that strategic partners commit to financially support.

    4. The consultant is expected to design this process and to assign time frames to it. He/she

       will get the assistance of the PMU/AAP team with regards to logistical arrangements and
       liaising with the line ministries. He/she will be expected to work closely with two
       individuals from the PMU and impart facilitation skills.

Outcome:

The following milestones should be reached by the consultant:

      Active participation of line ministries in defining climate change challenges, opportunities
       and training needs;
      Technical support provided to help line ministries mainstream climate change into national
       projects for the Africa Adaptation Programme in the formulation and implementation and
       monitoring and evaluation stages;
      Facilitation of key partnerships to be entered into between line ministries and strategic
       partners;
      Demonstrated capacity building in facilitation for two PMU team member individuals.


6) PROVISION OF MONITORING AND PROGRESS CONTROLS


Monitoring and progress tools will consist of the two reports submitted by the consultant.
The consultant will report to the AAP UNDP coordinator, Mr David Githaiga.


7) DEGREE OF EXPERTISE AND QUALIFICATIONS

The consultant should possess the following knowledge and skills:

      PhD in Social Sciences, Business or Environment Sciences.
      20 years of relevant professional experience including at least 10 years of experience in
       climate change or environment.
      Proven track record of results-oriented facilitation assignments and consultancy
       experience.
      Demonstrated solid knowledge of climate change issues;
      Excellent analytical, research, writing and communication skills;
      Full computer literacy and fluency in English – both written and spoken – are essential.
      Prior experience with United Nations agencies is an advantage, as is knowledge of UNDP
       policies and procedures



8) REVIEW TIME REQUIRED


The report to be submitted by the consultant will be reviewed by UNDP within seven working days,
after which the consultant will be granted one additional man day to finalize the report in question.

     10) PAYMENT TERMS


      UNDP’s consultancy payment rate will apply (see below). Additional costs incurred by the
     consultant during the course of his/her contract (substance and travel costs) will be refunded,
     provided the costs were agreed upon by UNDP in advance. The consultant will be paid on a daily
     rate, following the submission of deliverables.

The consultant is expected to dedicate 2 days of preparation for the workshop. The workshop will run over a
2 day period. 1 day is required in engaging with strategic stakeholders following the workshop. 1 day is
expected to be required in formulating the report. 1 day additional work will be required to refine the
reports following feedback from UNDP.
In total, therefore, the consultant will be contracted for 7 days’ work.
Payment will be made following the submission of each of the final report.
