DESCRIPTION:

Responsible for capital projects (CIP), fixed assets, grant accounting, internal controls

documentation and risk assessment, and financial reporting. Assists in preparing the

Comprehensive Annual Financial Report (CAFR) document and Single Audit Report. Ensures

accounting and finance activities are in compliance with gernerally accepted accounting

principles with regards to internal control, financial reporting, records management and legal

disclosures. Assists with cash management and investment closing, and filing insurance claims.



EXAMPLES OF DUTIES:

1. Maintain accounting and reporting for Capital Project Funds including preparation of the

monthly CIP Reconciliation, review and data entry of budget transfers, preparation and data

entry of the annual budget rollover, and preparation of audit work papers for capital projects.

2. Reviews the fiscal portion of CIP agenda items.

3. Maintain accounting and reporting for grants including preparation of requests for

reimbursement for selected grants, preparation and data entry of the annual budget rollover,

and preparation of audit work papers for grants and other Special Revenue Funds. Responsible

for preparation of grant walk forward for Single Audit Report.

4. Maintains the Town's fixed asset inventory, including annual audit work papers, journal

entries, walk forwards, and tracking of asset additions, disposals, transfers, and depreciation.

Coordinates with GIS and Engineering to capture infrastructure asset details.

5. Responsible for coordinating the internal controls risk assessment function between Financial

Services, other departments and divisions, and the Town's consultant.

6. Responsible for coordinating the Town-wide insurance renewal process for both general

liability and property insurance. Serves as back up for filing of insurance claims.

7. Evaluates proposals received for audit services. Prepares audit schedules, work papers and

year-end reconciliations working with the external auditors. Assists in producing the

Comprehensive Annual Financial Report (CAFR) document and Single Audit Report.

8. Serves as back up for daily cash management and preparation of monthly cash and

investment closing.

9. Adheres to departmental, personnel, and safety policies and procedures.

10. Informs supervisor of all work activities.

11. Performs other duties as assigned.



MINIMUM QUALIFICATIONS:

Must have a Bachelor's Degree in Accounting, Finance, Public Administration or a related field.

Two years of public sector (or non-profit) related finance, budget, or accounting experience is

required. May substitute Master's Degree in a related field or Certified Public Accountant (CPA)

for two years of public sector (or non-profit) related finance, budget, or accounting experience.

Must have a valid Texas driver's license and driving record must be in compliance with Town

policy.



SUPPLEMENTAL INFORMATION:

Must have an extensive working knowledge of governmental accounting, and accounting

principals and practices. Must have good communicative skills, both oral and written, to include

grammar, punctuate, sentence structure, and public speaking. Must have excellent mathematical

skills; analytical; organizational and leadership skills; and accurate and speed 10-key skill

operation. Must be skilled in the use of personal computer, including spreadsheets and word

processing (Microsoft Excel and Microsoft Word). To perform the essential functions of the job,

must be able to see, talk, hear, write; have good hand/eye coordination for data entry and 10-

key operations; able to exercise good judgment; make competent decisions; handle multiple

projects; prioritize and organize work assignments; meet deadlines; and work well under

pressure and stress. May work evenings and weekends, as needed.
