                                 Monday, September 22, 2008
                            6:00 p.m. – District Office Board Room

                                         MINUTES
  I.   Call to Order
               The Rock Hill School District Three Board of Trustees met this date at 6:00 p.m.
       with members present as follows: Bob Norwood, Chairman; Walter Brown; Mildred
       Douglas; Ann Reid; Mikki Rentschler; Jason Silverman; and Jim Vining. Mr. Norwood
       called the meeting to order and asked Jason Silverman to say a prayer. He noted that the
       local news media had been notified about the meeting, in writing, on Thursday,
       September 18, 2008. Shawn Cetrone was present from The Herald. The agenda was
       amended to add one field trip request and corrected minutes for the August 25, 2008
       business meeting were submitted. A motion was made by Walter Brown, and seconded
       by Mikki Rentschler, that the agenda be approved. The agenda was unanimously
       approved as amended.

 II.   Citizen Participation - None

III.   Special Business
               Aaron and Sheila Fields, representing the Rock Hill Elks Lodge, discussed their
       dictionary project. Through the generosity of the Elks Lodge, all third-grade students,
       third-grade teachers and principals will receive a complimentary dictionary for their
       school and personal use. A dictionary was also presented to each board member and
       Dr. Moody.

                Bryan Coburn, District Teacher of the Year, was recognized by the York County
       Regional Chamber and Family Trust Federal Credit Union. Bryan was presented with a
       complimentary year’s membership to the Chamber by Rob Youngblood and Robby Belk;
       and a $250 check from David Casey with Family Trust. Mr. Youngblood also read a
       letter from Wayne Wingate, Chairman of the Regional Chamber, thanking the board for
       its consideration of small businesses during the budgeting process.

               Richmond Drive Elementary School was recognized for receiving the 2008
       Healthy School award from the S.C. Department of Education and the S.C. Department
       of Health & Environmental Control. There were seven awards given to schools across
       the state and Richmond Drive received the only award in York County. Principal Pat
       Maness accepted a Certificate of Achievement from the board.
IV.   Consent Action Agenda
              Upon a motion by Jason Silverman, and seconded by Mildred Douglas, the
      following topics on the consent action agenda were unanimously approved: the minutes
      of the August 25, 2008 business meeting as amended; the minutes of the September 8,
      2008 work session; the Personnel recommendations submitted by the administration; six
      overnight field trip requests; the 2008-09 Focused School Renewal Plan; distribution of
      Jim Vining’s September compensation to The Children’s Attention Home Charter
      School.

V.    Communications
              David Petro and Josh Tucker with Northside Baptist Church made a request to
      host a weekly Good News Club at Northside Elementary after school hours during the
      school year. The board will discuss the request at its next work session on October 13.

VI.   Report of the Superintendent
            A. Announcements
                 Superintendent Moody made the following announcements:
             The school board’s next work session will be held at 5:30 p.m. on Monday,
                 October 13, in the media center at York Road Elementary School.
             The four York County school boards will meet on Tuesday evening,
                 September 23, at the Tega Cay Golf Club where State Supt. Jim Rex will
                 speak.
             The dedications for Mt. Holly Elementary School and Dutchman Creek
                 Middle School are scheduled for Sunday afternoon, October 5, 2008. Mt.
                 Holly’s dedication will be at 1:30 p.m. in the cafeteria. Dutchman Creek will
                 hold its dedication at 3:30 p.m. in the school gymnasium.
             Monday, October 13, and Friday, October 24, will be “teacher days” in Rock
                 Hill Schools. On October 13, many of our teachers will participate in staff
                 development opportunities with teachers from other York County school
                 districts in conjunction with the Olde English Consortium.
             Wednesday, October 8, will be the second of six late start dates this year so
                 that teachers can participate in staff development activities.
             As we approach the November 4 election date, all citizens are reminded that
                 they should register to vote. October 3 is the deadline to register.
             Thanks to the writing talents of Instructional Specialist David Norton, Rock
                 Hill Schools recently received a grant in the amount of $25,000 for Project
                 Lead the Way from AdvanceSC, which was established by Duke Energy in
                 2004. Through Project Lead the Way, our high school students are given
                 exposure and experiences in pre-engineering.
             Finley Road Elementary was selected as one of 10 elementary schools in S.C.
                 to receive a grant award on formative assessments from the Educational
                 Testing System.
             Sandra Lindsay-Brown, principal of The Children’s School at Sylvia Circle, is
                 one of 36 educators nationwide to be awarded a scholarship from the Horace
                 Mann Educators Corp. for continuing education classes.
                 The South Pointe Stallion Corral Concert Choir has been invited to sing at the
                  S.C. Music Educator’s Conference in February. Directed by Beverly Laney,
                  the choir is one of only two choirs invited to perform.

              B. PACT Scores
                 Dr. Harriet Jaworowski made a presentation on District PACT Data. Dr.
                 Jaworowski noted the progress made at each elementary school and
                 mentioned district-wide overall weaknesses and strengths. She recognized
                 Sunset Park and The Children’s School for notable improvement.

              C. Early Childhood Report Card
                    Dr. Jaworowski introduced Jackie Chumley, Director of Early Childhood
                 Education, who presented the district’s new Early Childhood Report Card,
                 which will be provided to parents for the first time on October 30.

              D. Enrollment Report
                     Dr. Luanne Kokolis gave a report on enrollment, stating that between the
                 135-day enrollment in March 2008 and day 15 of the new school year
                 (Sept. 10), the increase in enrollment was 549 students for a total enrollment
                 of 17,720.

              E. Back the Pack
                     Serena Williams, Coordinator of Community Services, reported on the
                 “Back the Pack” initiative which will kick off on Friday, October 3. The goal
                 of “Back the Pack” is to provide backpacks filled with nutritious snacks to
                 identified elementary students on Friday afternoons as they leave school.

VII.   Review of Work Session
             Mr. Norwood reviewed, for the viewing audience, discussions from the
       September 8, 2008 work session held at Castle Heights Middle School.

VIII. Action Agenda
             A. Approval of Policy GCO – 1st Reading
                   Upon a motion by Jason Silverman, seconded by Walter Brown, Policy
                GCO – Evaluation of Professional Staff was approved on 1st reading.

              B. Approval of Policy JBCC – 2nd Reading
                    Upon a motion by Walter Brown, seconded by Jason Silverman, Policy
                 JBCC – Local School Choice was approved on 2nd and final reading.

              C. Approval of Policies JKD, JKE, JICI – 2nd Reading
                    Upon a motion by Jason Silverman, seconded by Walter Brown, Policy
                 JKD – Suspension of Students was approved on 2nd and final reading.

                     Upon a motion by Jason Silverman, seconded by Ann Reid, Policy
                  JKE – Expulsion of Students was approved on 2nd and final reading.
                   Upon a motion by Jason Silverman, seconded by Walter Brown, Policy
                JICI – Weapons in School was approved on 2nd and final reading.

IX.   Other Business
               As information, Mr. Norwood announced “All Aboard York County”, an
      initiative to combat alcoholic drinking by minors, has received a $100,000 five-year
      renewable grant; and Dr. Moody reminded the board of the joint meeting of the four York
      County school boards on September 23, 2008 at the Tega Cay Golf Club where State
      Supt. Jim Rex will speak.

XI.   Adjourn
             Upon a motion by Walter Brown, seconded by Jason Silverman, the meeting
      adjourned at approximately 8:07 p.m.
