Q & A Session
1. Q: Can you give approximate milestones for the regulatory actions associated with
Vermont Yankee relicensing?
A: The 2009 Legislative Session in Vermont opens in January and ends in May. At
the end of the 2009 session, the legislature may or may not have answered the
question of whether Vermont Yankee can continue to operate beyond March 21,
2012. If the 2009 session ends without resolution, then the legislature can pick
up the issue again in its 2010 session which ends in May, 2010.
After the legislature makes a decision the Vermont Public Service Board (PSB)
must decide whether to issue the required Certificate of Public Good, which is
also necessary for the plant to continue operations after March 21, 2012. The
PSB decision could take a couple months after the legislative decision comes
down.
The VT Utilities may or may not have negotiated a new contract for Vermont
Yankee by the time the legal issues are resolved. The VT Utilities cannot predict
whether or not Vermont Yankee will be permitted to operate beyond its current
license period.
2. Q: Given that you have two concurrent RFPs running (VT Utilities’ RFP and
Contingent-Need RFP) are the methods for evaluating proposals the same or
different for each RFP?
A: Our evaluation methods are the same. Both price and non-price factors will be
evaluated. To the extent a proposal meets our objectives in reducing portfolio
volatility and evaluates favorably in non-price categories, it’s possible that a
higher cost proposal could be more attractive than a lower cost proposal. Note
that as discussed in the RFP, 60% of the weight will be placed on economics -
cost and volatility (CVPS only). See Section 4.2 Evaluation Principles in the RFP
for more information about proposal evaluation.
3. Q: Refined proposals are due May 1, 2009 but there’s no mention of when Bidders
will be notified about proposal selections.
A: We’ve since revised the Contingent-Need RFP. We will notify Bidders by June
15, 2009 of whether their proposal was selected to receive an award contingent
on the resolution of the open Vermont Yankee questions.
4. Q: If a Bidder is participating in the VT Utilities’ RFP, can the Bidder also participate
in this Contingent-Need RFP?
A: Sure. Since the VT Utilities’ RFP will be finalized prior to the Contingent-Need
RFP, a Bidder may participate in both RFPs. If a Bidder is made an award on the
VT Utilities’ RFP and the proposal submitted in the Contingent-Need RFP is
identical, the Bidder must notify the VT Utilities to pull the proposal from the
Contingent-Need RFP. It’s possible for a Bidder to receive awards in both RFPs
for different projects.
5. Q: Are the Expression of Interest (Appendix A) and Confidentiality Agreement
(Appendix B) available in an editable Word format?
A: Yes. They are now available on our website and also inside the RFP document.
Note that no changes to the Confidentiality Agreement will be accepted.
