A MEETING OF THE BOARD OF PUBLIC WORKS & SAFETY OF THE CIVIL
CITY OF NEW ALBANY, INDIANA, WILL BE HELD IN THE THIRD FLOOR
ASSEMBLY ROOM AT THE CITY/COUNTY BUILDING ON TUESDAY,
DECEMBER 23, 2008 AT 10:00 A.M.

PRESENT: Matt Denison, Suellen Wilkinson, Kay Garry, Code Enforcement Officer
Pam Badger, Police Chief Greg Crabtree, Fire Chief Matt Juliot, City Clerk Marcey
Wisman, David Hall, Animal Control

CALL TO ORDER:

Mr. Denison called the meeting to order at 10:01 a.m.

PLEDGE OF ALLEGIANCE:


NEW BUSINESS:

Item #1 - Christian Elslager, ATC Assoc. re: Permit for right-of-way and soil
borings at the Marathon on Vincennes Street.

Mr. Elslager presented a site picture of where they will be boring. He explained that the
Shell station has dirty run-off and he needs to check to see how far this has ran and they
will need to do the boring in the sidewalk area.

Mr. Denison stated that he is not sure where the States right of way ends in this area
because Vincennes is a State Highway. He suggested that the board make a motion to
approve the borings contingent upon Mr. Elslager contacting the state to ensure that he
does not need to have a State permit as well.

Mrs. Wilkinson asked if this was just for the one particular station and what was the
basis of all of this.

Mr. Elslager stated that there is a standard operating procedure on sites that are being
remediated actively or just being monitored to document the natural degradation of
petroleum products in ground water. He stated that this is done quarterly so they will
have two inch monitoring wells in the ground and they sample ground water from each of
these wells and this goes on until the levels in the ground water reach a level that the
State approves and releases them from the obligation to monitor it further.

Mrs. Wilkinson moved to approve the borings with the requirement that he check
with the State and that they keep the city up-to-date, Mr. Denison second, all voted
in favor.

Item #2 - Marcey Wisman, on behalf of St. Mary’s School re: Open house banner
request, to be hung Jan. 12 through Jan. 26 at Spring and 8th.

Ms. Wisman stated that they are having an open house and would like a banner to be
hung at that intersection and she has checked the dates and they are available for this time
period.

Mrs. Wilkinson moved to approve, Mr. Denison second, all voted in favor.

Mr. Denison reviewed the claims to be approved for the time period of November 21
through December 23, 2008 totaling $5,998,223.03, including the following items:

Payroll Claims (bank 2)                              $2,955,485.32
Redevelopment (bank 6, 9, A, G, H, I, T)             $928,400.92
Medical/Drug Claim (bank L)                          $156,428.43
Sewer Utility Claims                                 $308,114.24
Parks Department                                     $97,943.02
Street Department                                    $$98,392.52

Mrs. Wilkinson moved to approve the claims, Mr. Denison second, all voted in
favor.

Mr. Denison stated that he spoke with the State and they are fine with the street light on
Charlestown Rd ad Blackiston Blvd.

Mrs. Wilkinson moved to approve the December 16th meeting minutes, Mr. Denison
second, all voted in favor.
