  •   Initial cost of damages to properties amounted to PhP984,901,955.69, brokendown
      as follows:
           Infrastructures (school buildings)                    - PhP 72,609.250.00
           Agriculture (crops, livestock, HVCC and Fisheries) - PhP912,292,706.69

5. DAMAGED HOUSES (TAB E)
  A total of 4,954 houses were damaged in Regions I, II, III, IV-A, IV-B, V and CAR
  (1,004 totally and 3,950 partially)

6. STATUS OF LIFELINES:
  a. ROADS AND BRIDGES CONDITION (TAB F)
  •   As of 3:00 PM, 28 September 2011, a total of 16 bridges and 64 road sections were
      reported impassable in Regions I, Region II, Region III, Region IV-A, Region V, CAR,
      and NCR

  b. POWER INTERRUPTIONS
  •   National Grid Corporation of the Philippines
      The following provinces experienced power outage due to damaged NGCP
  transmission facilities and / or damaged distribution utilities of electric cooperatives:

   MERALCO Power Situation Update
   •   As of 6:00 AM, 28 Sept 2011, only 18 circuits out of the company’s 698 circuits
       or an equivalent of 2.6% of the total remain without power. This corresponds to
       an estimated 144,000 of Meralco’s 4.92 Million customers or about 3% of the
       total customer count
   •   Areas that remain without power are mostly those with electric facilities that
       have been damaged and restoration is made difficult by obstruction like debris
       and fallen trees
  (7). STATUS OF DAMS (As of 12:00 Noon, 28 September 2011)
   •   The following dams opened their respective gates as the water levels have reached
       their spilling levels: Ipo (2 Gates / 2 m); Angat (2 gates / 2 m); Ambuklao (3 Gates /
       4 m); Binga (5 Gates / 6 m); and Magat (7 Gates / 16 m)
   •   San Roque Dam Management reported that the water level of San Roque
       reservoir as of 12:00 AM is 276.24 m and the spilling level is 280.0 m. The 24-hr
       rainfall at Baguio and Mt. Ampucao stations are 290 and 496 mm respectively.
       The dam is likely to reach its spilling water level if rainfall will continue for the
       next 24 hours

  (8). EMERGENCY INCIDENTS MONITORED (TAB G)
   •   A total of 54 emergency incidents occurred in various regions affected by the storm
       (See Tab E for the details and actions taken per province)

III. EMERGENCY RESPONSE MANAGEMENT

  NDRRMC Response Efforts

   •   The NDRRMC convened at around 10:00 AM of 27 September 2011 that was
       presided over by the SND and Chairperson, NDRRMC attended by all Member-
       agencies. The Executive Secretary instructed the NDRRMC member agencies to
       expedite relief and recovery efforts as well as the rehabilitation of the damages to
       properties incurred from Typhoon “Pedring”
   •   Another NDRRMC Meeting was held at 4:00 PM (27 September 2011) to further
       discuss the effects of Typhoon “Pedring” and the appropriate actions to be
       undertaken by each member agencies
   •   Cost of Assistance Extended: (TAB H)

   •   The following agencies initiated the following relief and rescue responses:

       (1) DSWD DROMIC, through DSWD-FO II prepositioned food and non-food items
           (NFIs) for allocation in five (5) provinces namely, Cagayan, Quirino, Nueva
           Vizcaya, Batanes, Isabela. Breakdown is as follows:

              affected regions; placed on standby medical teams in all CHDs concerned; CHDs
              Metro Manila, V and IV-A activated        their Surveillance in Post Extreme
              Emergency and Disaster (SPEED) program; continuously coordinates with
              Provincial Health Office and RDRRMCs concerned; and provided
              PhP1,059,490.25 worth of assorted drugs and medicines and jerry cans
          (3) Armed Forces of the Philippines (AFP) dispatched the following assets to the
              flooded areas in Metro Manila on 27 September 2011:

            •    Combined DRTU from BNS NCBDE and NRC ARTS with 1 Officer and 10

            •    AFP Rizal deployed the following SAR assets to conduct disaster
                 response operations in San Mateo and Rodriguez, Rizal. Operations
                 troops deployed was supervised by Commanding and Intelligence Officers
                 with staff and vehicles:

         One (1) squad Coy under Lt. del Muro with m450 rubber boats to
         Brgys Wawa and Rosario, Rodriguez, Rizal and another squad led by
         Lt. Alayacyac with m450 rubber boat to Southville Brgy. Pinugay,
         Rodriguez

(4) Bureau of Fire Protection (BFP)
   •   BFP Region IV-A assisted the Rizal DRRMC in evacuating 220 families / 874
       persons from Brgy Burgos and Rosario, Rodriguez; Brgy Banaba, San Mateo
       Rizal and Brgy. Ana, Taytay, all in Rizal Province
   •   Bato Fire Station in Camarines Sur dispatched BFP rescuers and conducted
       SAR operations at Bato Lake for the fishermen declared missing for 2 days
   •   BFP Rescuers, in coordination with LGU Bato and PAF personnel, was able
       to rescue Restituto Bandales y Rafanan, 70 years old
   •   BFP IV-A assisted in the conduct of pre-emptive evacuation of families
       in low-lying areas and near mountain slopes

(5) Department of Public Works and Highways
   •   DPWH Central Office directed all its District Engineering maintenance crew
       to conduct immediate clearing operations at the landslide –stricken areas and
       immediate repair of damaged roads and bridges in all affected areas

(6) Department of Education
   •   DepEd DRRM OPCEN reported that 37 schools in 32 Divisions are being
       utilized as evacuation centers in the following regions:10 in NCR; 3 in CAR;
       8 in Region II; 4 in Region III; 4 in Region IV-A; 8 in Region V, with 1,256
       families/4,971 persons evacuees
   •   UPDATES ON THE SUSPENSION OF CLASSES - Usec. Abigail Valte,
       Presidential Spokesperson, OES announced that classes in Elementary and
       High School in the following areas remain suspended for today, 28 September
       2011: Marikina, Malabon, and Navotas in NCR; San Mateo and Antipolo
       City, Rizal in Region IV-A; Nueva Vizcaya in Region II; Bulacan in Region
       III; and Region 1

(7) Philippine National Police
   •   PNP deployed Reserve SAR Assets; supported other government agencies in
       actual conduct of search and rescue operations in affected areas; provided
       police visibility and security in affected areas and evacuation centers; assisted
       in the clearing of highways and major thoroughfares; and supported other
       government agencies in rehabilitation and recovery efforts
   •   NHQ NDOC assigned 1 PSI and 2 PO1 at PNP-NOC from 0800 to 0800
       the following day (September 28-29, 2011)
   •   PRO 2 dispatched three (3) rescue teams with 5 rubber boats with/
       without outboard motor to rescue isolated residents in Brgy. Rancho,
       Angandanan and Brgy. Mabuhay, Echague all in Isabela; dispatched
       light trucks to Brgys Marana 1st and 2nd in Ilagan, Isabela; tapped SAR
       teams from PCG, TOG2 and PAF to assist in the rescue operations. Four
       SAR teams from the RPSB 2 are enroute to IPPO to reinforce the rescue
       operations. The teams conducted clearing operations along Maharlika
       Highway and other major thoroughfares in Santiago City, Nueva Vizcaya
       and Quirino
   •   Rizal Police Provincial Office PS/INSP Aristone Dogwe led the rescue
       team with rubber boat augmented the SAR operations in San Mateo and
       Rodriguez, Rizal

(8) MERALCO
      •    The Senior Vice President and Head of Customer Retail Services and
           Corporate Communications Alfredo S. Panlilio said that Meralco service
           crews will continue to work round-the-clock until power to the last
           circuit affected by Typhoon “Pedring” has been restored; further
           assures that person are doing their best to be able to restore power the
           soonest possible time and advised affected customers to get in touch
           with Company’s Call Center at Tel. No. 16211 for queries regarding the
           status of restoration work in their respective areas

(9)       Philippine Coast Guard (PCG)
      • PCG dispatched today 2 vehicles, 3 rubber boats and 26 rescuers to
        Nueva Ecija for SAR operations and conducted initial reconnaissance in
        Region III

(10) Department of Interior and Local Government (DILG)
      • LGUs in 5 provinces in Region II and affected cities and municipalities in
        NCR are now conducting damage and needs assessment, deployment of
        manpower with SAR equipment for the conduct of SAR operations and
        clearing operations at the landslide areas / flood stricken-areas,
        evacuation of families to safe areas, and provision of relief services

(11) Philippine Information Agency (PIA)
      • Continuously disseminates all news reports from NDRRMC to all PIA
        Regional/Provincial Offices nationwide and media organizations for
        further dissemination to the general public

RDRRMC’s’ Local DRRMCs Response Efforts

(1) RDRRMC –OCD IV-A
      Quezon
      • PDRRMC through the Infanta Engineering Office, BFP, PNP and BDRRMC
        Comon conducted clearing operations at the two-way lane National Road
        at Brgy. Comon which is blocked by fallen tree; conducted an emergency
        meeting on Sept 26, 2011; WASAR team of Gen Luna and Macalelon
        together with Coast Guard - Marinduque responded and conducted
        rescue operations for the fishermen on board Sydney and Ice Jade
        boats; and response team of MDRRMC San Narciso also conducted SAR
        operations of the two fishermen reported missing
      Batangas
      • PDRRMC coordinated with local DepEd Provincial Office to ensure the
        implementation of SOP on the suspension of classes in all levels;
        recommended to the Provincial Administrator for the suspension of
        office work in the government offices; and deployed the provincial
        monitoring teams to monitor the situations in cities and municipalities
