                       Request for Proposal (RFP)
       National Training Board Apprentice and Certification System

1     Executive Summary
The Government of Bermuda, Ministry of Education, National Training Board is seeking
a system for Apprentice and Certification Management

1.1    The following outlines the process that will be followed by the Government of
       Bermuda to seek proposals from potential vendors.

2     Submission Deadline
2.1    Vendor proposals must be submitted by September 14, 2009 4:00pm AST.

3     Submission Delivery
3.1    Vendors may deliver submissions by e-mail or hard copy (3 copies) to:

3.2    Proposals submitted via e-mail must have "ITO 2009/150” in the subject line.
3.3    Proposals submitted in hard copy are to be triplicate (one original and two copies)
       and must be received in a sealed envelope/container plainly marked "ITO
       2009/150”.
3.4    All submissions become the property of the Government of Bermuda and will not
       be returned. All conditions contained in the RFP are considered accepted by the
       vendor in any information submitted.
3.5    All information submitted with the RFP will be kept confidential and access will be
       only by Government of Bermuda employees reviewing the RFP. The Government
       of Bermuda is not obliged to award orders or contracts to vendors based on the
       information received.

4     Vendor Submissions
4.1     The solution is to be delivered as detailed in the attached “National Training Board
        Apprentice and Certification System – Requirements” document.
4.2     Submissions may be from individual vendors or multi-vendor consortiums. In the
        case of vendor partnerships, one vendor must be clearly identified as the primary
        contractor, with all others being indicated as sub-contractors..
4.3     Submissions must include the following information:
      4.3.1   Proposed Solution - A description of the proposed solution that will meet the
              requirements set out in the attachment entitled “National Training Board
              Apprentice and Certification System – Requirements”. The description
              should set out the functions and features of the system and the processing
              logic. A schematic may prove useful with fulfilling this requirement. Changes
              to the existing back office system included as part of the solution must be
              described here. The description should also set out the proposed approach to
              training and documentation.
      4.3.2   Benefit Realisation - A description of the benefits to be realised from
              implementation of the proposed solution.
      4.3.3   Company Information - Including vendor qualifications and experience as
              well as background information on the personnel proposed to work on the
              project.
      4.3.4   Cost of Acquisition - This refers to the total cost to develop and bring the
              new system online. It should include, but not be limited to a breakdown of
              hardware, software, analysis, design and programming, training, project
              management and any other costs (expenses). A payment schedule must be
              included that contains milestones and the associated payment amount. In
              accordance with the Government of Bermuda standard development
              contract, the first milestone and associated payment amount on the schedule
              must be for the Statement of Work. All costs quoted should be “as landed”
              (i.e. including duty and shipping) costs in Bermuda $.
      4.3.5   Annual Cost of Ownership - This should identify the annual recurring costs
              to operate the system. It should include, but may not be limited to a
              breakdown of software license fees and support contracts.
      4.3.6   High-level Project Plan - This will show how the vendor proposes to
              approach the project and will comply with the payment schedule referred to in
              paragraph 4.3.4 above.
      4.3.7   Responsibilities of the Government of Bermuda - Involvement required of
              the Government of Bermuda in terms of staff, office space, training facilities,
              computer hardware, networking, cabling, or other supplies, etc.
      4.3.8   Summary of Proposal – single page on the Microsoft Excel spreadsheet
              provided.

5     Pre-submission Information
5.1    All prospective vendors will be provided with this documentation and the
       opportunity to submit written inquiries to National Training Board. Such inquiries
       will be published, without identifying the source, along with the National Training
       Board response.
5.2    Inquiries regarding this request for proposal must be made by email, with “ITO
       2009/150 Inquiry” in the subject line, by August 21, 2009 to pvglasford@gov.bm
       and copied to ito@gov.bm

6     Vendor Responsibility
6.1    It is the vendor‟s responsibility to ensure its complete understanding of the
       requirements and instructions specified by the Government of Bermuda. In the
       event that clarification is required vendors should submit written inquiries as
       described in paragraph 5 above.

7     Amendments
7.1    At any time prior to the close of the RFP, the Government of Bermuda may alter,
       amend, delete or add to, in whole or in part, any terms or provisions of this RFP.
       The Government of Bermuda may modify, amend or revise any provision of this
       RFP or issue addendum at any time. The Government of Bermuda will publish
       any such modification or amendment, revision or addenda on the Information
       Technology Office web site.

8     Evaluation Process
8.1    The proposals submitted to National Training Board will be evaluated in
       conjunction with the ITO in a two-stage process with the first stage resulting in a
       short list of potential vendors. Subsequently, the short listed vendors will be
       requested to arrange for a demonstration of their product offering, which may
       result in the award of a contract. The only information that will then be released is
       the name of the successful vendor.
8.2    It is anticipated that the short list of potential vendors will be selected by
       September 28, 2009 and that the successful vendor will be selected by October
       20, 2009.
8.3    More detailed descriptions of the evaluation process and criteria for selection are
       available under “General Information” on the Information Technology Office web
       site.

9     Negotiations
9.1    The Government of Bermuda reserves the right to enter into discussions or to
       negotiate with a vendor as it sees fit, or with another vendor or vendors
       concurrently. In no event will the Government of Bermuda be required to enter
       into discussions or negotiations on similar or other terms or offer any modified
       terms to any other vendor prior to entering into a binding contract. The
       Government of Bermuda shall incur no liability to any vendor as a result of these
       discussions, negotiations or modifications.

10 Acceptance and Authority to cancel this RFP
10.1 The Government of Bermuda will not be obliged to accept the lowest price or any
     of the proposals submitted. Each vendor acknowledges and agrees that the
     Government of Bermuda will have no liability or obligation to any vendor, except to
     the party, if any, awarded a contract by the Government of Bermuda in its sole
     discretion and the Government of Bermuda shall be fully and forever released and
     discharged of all liability and obligation in connection with this Request for
     Proposal (RFP). The Government of Bermuda will not make public the vendor
     submissions and reserves the right to cancel this RFP without any obligation or
     reimbursement to vendors.

11 References
11.1 Before awarding any contract the Government of Bermuda reserves the right to
     require the vendor to submit such evidence of qualifications as it may deem
     appropriate. This evidence may be concerning financial, technical and other
     qualifications as well as the relevant experience and skills of the Vendor.

12 Application Delivery
12.1 The solution is considered delivered when the application is running in production
     mode and signed off by the National Training Board and ITO.

13 General
13.1 All proposals will be considered final. No additions, deletions, corrections or
     adjustments will be accepted after the time stated above.
13.2 The Government of Bermuda shall not purchase services from any business owing
     delinquent taxes to the Government of Bermuda.
13.3 Proposals received after the designated time of receipt will be considered as “NO
     BID” and “VOID”. The time stamp for proposals submitted electronically will be that
     of the ITO mail server. It is the vendor‟s responsibility to allow sufficient time for
     electronic transmission and delivery, especially in the case of large files.
13.4 Upon awarding and acceptance of a contract for goods or services, a Government
     of Bermuda Purchase Order will be issued as a guarantee to pay. Payments will
     be authorised on invoices 30 days after receipt of the contracted goods or
     services. All responses must include any proposed variations to these standard
     payment terms for discussion and negotiation.

Scope of Proposed System Defined in the Statement of Requirements
1     Introduction
1.1    The National Training Board has recently received approval to commence a
       project to implement a tracking and reporting solution to support the National
       Training Board function.
1.2    The successful vendor will propose how their solution can satisfy the Statement of
       Requirements for the proposed system, the scope of which is outlined below.
1.3    The Statement of Requirements is attached below.

2     Project Concept
2.1    The Apprentice and Certification tracking and reporting solution will provide the
       next evolution for the NTB to offer quality, effective management of apprentice and
       certification facilities to the public of Bermuda. The Solution will provide the NTB
       with the ability to offer, schedule, track and report on the operations, training,
       development and certification that is available. The solution will increase the
       effectiveness and efficiency of the NTB. Additionally the user experience when
       interfacing with the NTB will be enhanced.

3     Problem/Opportunity
3.1    The NTB currently is responsible for the tracking, management and reporting of
       students vs. the apprenticeships, scholarships, general funding and certification
       that are available. Today, the information is tracked and managed through the use
       of stand alone applications (Excel, Access). The NTB offers local institution-based
       apprenticeship training, decentralized industry-based training, overseas partners /
       apprenticeship training, technical / vocational education and training, bold
       partnerships and social policy based training initiatives. These are offered utilizing
       global marketplace and international standards. The participants and courses are
       currently tracked using numerous Excel spreadsheets and an Access Database.
       The current solution does not provide the NTB with the ability to administer and
       report effectively on the status of the NTB service delivery.

3.2    The NTB views this solution as an opportunity to increase the levels of service to
       the Bermuda public. This solution will allow the NTB to track all aspects of the
       training and certification experience of individuals.

4     Commitments
4.1    It is a mandate of the NTB to effectively administer, deliver and respond to the
       training and certification needs of the public of Bermuda.
4.2    The NTB is committed to offering certification by January 2010.

5     Proposed Solution
5.1    The solution that is being proposed is a database of students, training facilities,
       certifications, funding and scholarships. This solution will provide all encompassing
       tracking and reporting that will allow the NTB to be flexible to the needs of the
       Bermuda market.

7    Scope
      The scope of the project initially is to cover the certification and apprenticeship of
      the following industry types: Welders, Electricians, Automotive Mechanics.

      Other trades and industry types are currently out of scope but will be required to be
      supported by the application as they are taken on by the NTB.

8    Risks
             o    Risk that the incorrect system is chosen and therefore not accepted
             o    Risk that not all requirements are captured or are prioritized incorrectly
             o    Not everyone has access to a computer
             o    Not enough money available to fund the project
             o    How to get existing information „converted‟ into the new system
             o    The application is required to be installed and running by the end of
                  December 2009. The critical time for data entry of information will be
                  from December 31, 2009 – March 31, 2010.
             o    The certification tool is required to be up and running by April 2010.
             o    IT infrastructure not installed to support the new application
             o    Validity of information due to poor accuracy in existing data
             o    Lack of support and cooperation from the industry sectors involved

1 Introduction
 1.1      Document Purpose
This document describes the functional and non-functional requirements for a National
Employee Certification and Apprentice tracking and reporting system. It provides the
foundation upon which vendors should base proposals to provide a solution to meet the
business requirements.

 1.2      Intended Audience & Reading Suggestions
This document is intended to be read by potential vendors who wish to tender a solution
to provide a tracking and reporting application for the National Training Board (NTB).

2 Business Requirements
 2.1      Business Opportunity
Currently the NTB uses a variety of excel spreadsheets and an access database that is
used together with manual processes to manage, track and report on students and the
training and education that is being undertaken.

The proposed system should provide the NTB with the ability to more easily track and
report on individuals who are apprentices or who are certified in given skills. The system
should enable more accurate application of funding and allow individuals to be directed
to the most appropriate areas of training and employment.

 2.2      Business Benefits

 2.3        Critical Requirements
The following is a list of the needs and/or primary concerns of the main stakeholders and
typical users of the system. This list is restricted to the high profile and important
requirements. That is to say that, those needs that, if satisfied, will determine whether or
not the system, when installed and running correctly, is successful.

The following details the main risks of proceeding with the project in terms of user
acceptance, organizational issues, implementation issues, the timing of the project or
any other possible issues that may have a negative impact on the department.

2.4.1    User acceptance
                  i.  Risk that the incorrect system is chosen and therefore not
                      accepted
                 ii.  Risk that not all requirements are captured or are prioritized
                      incorrectly

2.4.2    Organizational issues
                 i.   Not everyone has access to a computer

3 Vision of the Solution
 3.1      Vision Statement
The National Training Board wishes through this project to enable the sustainability of
the Bermuda workforce by offering the right training at the right time from school age,
through apprenticeship to on-going employment history.

The NTB will require support to achieve the objections of the legislation through an
enhanced tracking and reporting application that will enable:-
            o The provision of the right funding at the right time to the right individual
            o The provision of appropriately needed training and certification in
                internationally recognized and accepted standards
            o The maintenance of a living database of skill sets that will assist in the
                eventual upgrading of the skills of the Bermuda workforce in the industry
                types demanded by the Bermuda market place.
 3.2      Major Features
The main features of the system are a system to Manage Applications, Manage
Apprentice Programmes and Manage Certifications through effective Management of
Individuals Education and Employment. These processes will be aided by tracking and
reporting solutions that will allow both operational control and effective management
information to Track and Report on Revenue, Cost and Budget.

It is anticipated that information input will update reports automatically thus enabling
effective statistical, financial and budget reporting. Reporting will be through both
standard pre-defined reports and ad-hoc user created reporting.

 3.3      Assumptions & Dependencies
It is assumed that the IT infrastructure required to support the implementation and use of
the proposed system will be installed by ITO prior to December 2009.

4 Scope and Limitation
 4.1      Scope of Initial Release
The scope of the project initially is to cover the certification and apprenticeship of the
following industry types: Welders, Electricians, and Automotive Mechanics.

 4.2      Scope of Subsequent Releases
Other industry types will be included as appropriate.

 4.3      Limitations & Exclusions
Limitations will be determined during the vendor selection process and conveyed as
necessary.

5 System Context
This section establishes the boundary of the proposed system in terms of clients and
users and how it relates to and/or integrates with other systems. It describes where the
system fits in relation to other systems.
 5.1       Stakeholder Profiles
The following provides a name and description for each class of client or user of the
proposed system. The profile includes an estimate of the number of this type of
stakeholder, main purpose that the system serves for this stakeholder and the critical

All reports that are specified should be available at the „push of a button‟ online and via a
local printer

The response to the requirements will require the vendor to supply software, hardware
and network recommendations. List the hardware, software and network standards that
must be adhered to in order to use the system. Where appropriate, ITO will supply
details of existing standards required
6.4.3 Documentation Requirements
The vendor must ensure technical and administrative manuals, user documentation and
training documents are available.
6.4.4 Training Requirement
Training is required for all NTB staff (currently 10 staff, may increase).

Data must be migrated from the existing spreadsheets and Access database. It is
anticipated that some data migration maybe automated but some will need to be manual
input.
