recycling, or composting.
HB 2541 – Bexar County
Requires:
– recyclers to recycle or transfer half of the material
received every six months.
– additional levels of facility authorization based on the
volume of recyclable materials received.
– fire lanes and buffer zones.
Limits facility – width, length, & height of material
Puts limits on Recycling and other MSW facilities
located over the Edwards Aquifer.
CHAPTER 305/330
REVISIONS
Adoption scheduled for May 2008
Revisions allow submittal of a limited application for
certain substantive changes to an MSW permit.
Applications limited to the requested change and
related materials.
Rulemaking also requires posting of signs for new
permits and major amendments and increase the
distance requirement for providing mailed notice to
¼ mile.

Adoption Date: Nov 2008
Will consider revisiting the total petroleum hydrocarbon limit for
contaminated soils and solid waste regulated by the Railroad
Commission of Texas to establish a health-based limit on these
wastes when used at an alternative daily cover in a Type I MSW
landfill.
