How does the proposed program align with the institution’s mission priorities?

The proposed Master of Public Policy (MPP) degree is closely aligned with the mission and strategic
priorities of the campus as set out by the UMass Amherst mission statement: “The University's
mission is to provide an affordable and accessible education of high quality and to conduct programs
of research and public service that advance knowledge and improve the lives of the people of the
Commonwealth, the nation, and the world.”
     As with our MPPA degree, the MPP will allow us to attract new students from Massachusetts
         as well as other states and countries.
     The MPP provides the analytical skills and experience to improve the lives of people through
         public policy at all levels, from the local to the global.
     We will be able to provide this graduate degree at an affordable cost to students, the
         University, and the Commonwealth.
     As with our MPPA alumni, our MPP students will be in demand and wind up in influential
         positions in the Commonwealth and elsewhere. They are important decision-makers or key
         staff in the State House, in Congress, and in cities and towns, as well as in positions in
         international agencies. Some of these positions have the potential to influence UMass
         resources and our reputation in very direct ways.

The MPP also serves several strategic priorities at the campus level, most directly those of
expanding the number of graduate students and professional programs, promoting diversity,
facilitating the development of interdisciplinary teaching on campus, and being a world-class

Expanding the number of graduate and professional students: The campus Framework for
Excellence sets out a goal of increasing the number and quality of graduate students on the UMass
Amherst campus. In addition, campus leaders have called for the expansion of professional masters
programs for a variety of reasons, ranging from the development of distinguished alumni to the more
efficient use of campus faculty and other resources.
Diversity: Creating effective public policies requires not just an understanding of problems and
solutions, but also an understanding of how to put those solutions to work in culturally diverse

national and global arenas. Our currently diverse student body includes people from all over the
world. Our curriculum includes the study of diversity in the context of both public management and
public policy. Adding the MPP will enhance our diversity by giving us new sources of students.
Interdisciplinary teaching: The MPP will strengthen the development of a focal point for students
who want to engage in the serious interdisciplinary study of public policy. The understanding of policy
problems might involve applying tools from economics to understand market failures, from sociology
to understand inequality, from psychology or biological sciences to understand health implications, or
from political science to understand policymaking institutions. Adding the MPP will strengthen the
demand for and the supply of interdisciplinary policy courses, which will be available to the wider
UMass graduate student population and other emerging professional masters programs.
World-class university: The MPP degree fits into the flagship role of UMass Amherst. The
Amherst campus has both the resources and research base to expand its policy education into this
new realm. Public flagship institutions across the nation are leading sites of training and granting of
MPP degrees, and UMass Amherst will improve its position by adding the MPP to its offerings. Policy
programs at such distinguished flagships as University of Minnesota, University of Maryland-College
Park, UC Berkeley, and Rutgers offer MPPs.

   B. Alignment with System Priorities
1. Will this proposed program address a regional/local/state workforce shortage? Explain.

Outstanding employees in government, non-governmental organizations, and policy-related fields like
science and technology are always valuable. By expanding our range of students who can earn a
master’s degree in public policy, the proposed program increases the likelihood that top talent will stay
in-state to fill policy-related job needs in the Commonwealth and New England. As discussed in more
detail below, opportunities in the federal government suggest a substantial need for graduates with an
MPP, with between 200,000 and 300,000 hires expected by the federal government within the next
few years.

3. How will the proposed new academic program broaden participation and completion at the
institution by underrepresented and underserved groups?

Our admissions decisions and recruiting strategies reflect the University of Massachusetts’s goal of
diversity and equal opportunity for all applicants, regardless of their race, creed, sex, or sexual
orientation. The current MPPA student body includes people from all over the world. Our curriculum
includes the study of diversity in the context of both public management and public policy. Adding the
MPP will enhance our diversity by giving us new sources of students from the Five Colleges. CPPA
research and teaching initiatives include social justice and inequality, environmental policy, family and
care policy, and science and technology policy, all of which should increasingly attract diverse
students to the program.

The existing MPPA program has made many efforts to increase the representation of traditionally
underrepresented populations. CPPA has participated in the Public Policy and International Affairs
Program (PPIA), a national initiative dedicated to increasing diversity in public service. We attracted
several students with diversity fellowships from the Graduate School, and in 2005 we received a grant
from HUD’s Community Development Work Study Program. The HUD program funded three minority
or economically disadvantaged students with an interest in community development for two years.
HUD did not renew this opportunity, unfortunately. CPPA has a Diversity Committee made up of
students, faculty and staff which is looking at issues relating to recruitment and retention of
economically disadvantaged, minority, and otherwise underrepresented students. We received an

internal grant in 2007 to recruit minority students, and have used the funding we received to attend
targeted recruitment events.

   C. Overview of Proposed Program
1. Context. Describe the program’s development, as well as its proposed administrative and
operational organizational structure.

Development: This proposal for the Master of Public Policy program was developed by the
Curriculum Committee for the existing Masters Program in Public Policy and Administration (MPPA).
A subcommittee of the Curriculum Committee conducted research on other 36-credit or lower public
policy degree programs in the U.S. to determine common curriculum components and core
requirements. The proposed 36- credit program is very closely related to our current 48-credit
MPPA, and, with the exception of the management and administration courses, will retain most of the
content of the MPPA. The proposal was approved by the Curriculum Committee and was
unanimously approved the MPPA Faculty.

In addition, the external reviewers in the MPPA’s recent AQAD review encouraged the creation of an
MPP degree. The reviewers recommended a program “different in its requirements from the current
MPPA, with a smaller number of courses, especially in the fields of specialization.” The distinguished
external review team noted that an MPP would also offer the opportunity to provide for qualified and
exceptionally motivated students to earn, in a continuous plan of five years of study, both a
bachelor's degree and an MPP degree.

Administrative and Operational Organizational Structure:
The MPP would also be housed in the Center for Public Policy and Administration (or CPPA, part of
the College of Social and Behavioral Sciences). The Director of CPPA is responsible for direct
administration of the current MPPA Program and will be responsible for the proposed program. A
faculty member will serve as MPP program director for the proposed program, advising prospective
and current students and overseeing all start-up phases of the MPP program. The Dean of the
College of Social and Behavioral Science has ultimate authority over the MPP degree and CPPA.

Current MPPA committees will also oversee the administration and operation of the MPP program.
All MPPA committees are made up of program staff and faculty. Committee membership and chairs
rotate on a regular basis. The Personnel Committee, made up of approximately three faculty, is
responsible for personnel decisions. The Curriculum and Student Affairs Committee, composed of
faculty, the Associate Director, and two graduate students, is responsible for issues related to the
curriculum including course changes, specializations, and teaching. The Curriculum Committee is
chaired or co-chaired by core faculty members. The Admissions and Recruitment Committee,
composed of approximately two faculty and the Associate Director, makes admissions decisions and
works to develop the Program's recruitment strategy. The Associate Director for academics chairs
the Admissions and Recruitment Committee.

While the Director has primary authority for most administrative activities, the Associate Director, the
Faculty, and the program’s Curriculum Committee all play a significant role in decisions involving
general program policy and planning.

2. Description. What is the intent /purpose of the program? What knowledge and skills will students
acquire? For what careers will graduates be prepared?

Purpose of the program: For forty years, the Amherst campus Master of Public Policy and
Administration program has educated individuals to work in international and domestic nonprofits,

government (at all levels), private sector consulting, education, environment, healthcare, policy
analysis, homeland security and much more. Our alumni work worldwide, serving important causes
and making a difference in many ways. Our program integrates theoretical learning with opportunities
for practical applications, giving students a “master’s in relevance.”

With the rising visibility of difficult public policy problems and a new optimism about the role of public
policy in finding solutions, public service careers are becoming increasingly attractive to students.
The proposed Master of Public Policy degree will greatly expand the pool and breadth of policy
students at the Amherst campus by offering a more focused 36-credit master’s degree. For some
prospective graduate students, the existing 48-credit, two year MPPA program is an appropriate
option. For others – particularly those whose interests lie primarily in the public policy area rather
than the broader policy and management focus of the MPPA – the campus offers too little flexibility.
The 48-credit MPPA also does not lend itself to accelerated completion by highly motivated
undergraduates who wish to combine a baccalaureate degree with graduate study.

In contrast, the MPP will utilize a subset of the MPPA curriculum to provide a more focused policy
program. An MPP in this credit range is common in the field. As at other schools, the UMass
Amherst MPP will be attractive for those seeking to complete public policy-focused graduate training
in a shorter period of time.

The MPP will also allow us to tap into an emerging group of students who seek a combined 5-year
baccalaureate/Master’s path. We believe that providing the opportunity for a five-year program of this
kind will inspire our best undergraduates, undergraduates at the other Five Colleges, and perhaps
even prospective undergraduates to stay at UMass for an additional year of training that will enhance
their professional career prospects significantly at a much lower cost than two-year full-time

Knowledge and Skills: Completion of the required courses for the MPP degree will contribute to the
growth of students’ knowledge and skills in critical reading, data collection, quantitative analysis,
problem solving, and collaboration. Successful policy analysts and managers in the public and
nonprofit sectors must be versatile thinkers, with a wide range of skills. Communication skills are a
major focus across all core courses.

      Critical reading is a major component of Politics of the Policy Process (PUBP&A 601), as well
       as the other core courses. Frequent memo assignments require students to synthesize what
       they have read and, in many cases, to judge which of several competing interpretations
       makes the most sense.
      MPP students will learn data collection and analysis in Policy Methods (PUBP&A 607). The
       instructor who teaches this course engages students in surveys, interviews, and case study
       research on issues relevant to CPPA and/or to the campus as a whole.
      Quantitative analysis is a requirement in Statistics (PUBP&A 608). One challenge that will
       face the MPP program is that many students arrive not thinking of themselves as “numbers
       people,” and some arrive without an extensive or recent background in mathematics or
       economics. The program makes several kinds of support available to these students,
       including recommending a review text to all incoming students and providing faculty and
       teaching assistants who work closely with students to ensure that they develop quantitative
      Students will learn to bring their reading, data collection, and quantitative analysis skills
       together in the service of public policy problem solving. Case studies are a frequent exercise
       in Politics of the Policy Process (PUBP&A 601), Public Management (PUBP&A 602), Policy
       Analysis (PUBP&A 603), and Microeconomics and Public Policy (PUBP&A 605). The main
       focus of Policy Analysis is developing the skills to recommend answers to complex policy

       problems by identifying criteria for choosing among these alternatives and assessing the
       likely future consequences of alternative courses of action. Policy Analysis students work in
       groups to provide analyses of actual problems facing a variety of government and nonprofit
      Collaboration is a skill developed throughout the program. Most MPP courses will require
       one or more group projects, and faculty encourage students to be reflective about the
       characteristics of effective collaboration. Students in Policy Analysis usually work with a
       client on their group project, which gives them training in a different, but equally important,
       form of collaboration. Some students also work with clients for their Capstone projects.
      Some MPP courses will have community service learning components where students work
       directly with clients on projects defined by the client organization. For example, recent clients
       of the policy analysis course include:

In all of their courses, MPP students will communicate their learning to faculty, project clients, peers,
and other audiences in writing, oral presentations, and in visual formats. The small size of MPP
courses permits faculty to require a great deal of writing and class discussion.

In combination with the knowledge and skills above, MPP students gain policy-oriented skills that will
prepare them for careers in a variety of public service fields and in all levels of government. Students
work with quantitative and qualitative information and data to develop, assess, and evaluate
alternative approaches to current and emerging issues. They gain a solid foundation of analytical
skills that help them examine all sides of an issue -- political, social, and economic-- in order to
recommend effective solutions.

Career preparation: Graduates of the MPP program will pursue careers in public service similar to
the graduates of the current MPPA program. They will find employment in government and nonprofit
organizations as well as in the private sector. Typical jobs include policy or budget analysts in
government agencies and private sector consulting firms, program officers in international
organizations, town managers for local communities, and research analysts in private think tanks and
nonprofit organizations. A few examples of positions held by alumni include the following:

MPP Curriculum

The MPP is an interdisciplinary degree that draws on such disciplines as political science,
economics, anthropology, sociology, and statistics for understanding the policy process, identifying
policy problems and assessing potential solutions, developing appropriate research methods, and
using quantitative tools. Many different majors can prepare undergraduates for graduate work in
public policy, and the sharpening of their intellectual tools in the MPP program will prepare them for
leadership in many public settings, ranging from international NGOs to government service to social

As noted earlier, the MPP will draw heavily on the public policy courses that are currently part of the
MPPA program. The only new course being developed for the MPP is the “Policy Seminar,” which
will bring MPP students together to apply interdisciplinary tools to analyze possible solutions to a
broad contemporary challenge in public policy, such as climate change. All of the other core courses
and program elective courses in the program already exist as part of the MPPA program. Students
in the MPP will be required to take all core courses in the current MPPA program except for the
Capstone course and the Public Management course, and they will be required to take three
program electives, one from each of the groups below. They will also be expected to take an
additional graduate level elective or CPPA program elective that would count toward the MPP.

Internships: Students in the MPP program will be required to complete a three-credit summer
internship, usually in the first summer after they enroll in the program. The internship will be
integrated into the current curriculum in a meaningful way and will be guided and supervised by a
CPPA faculty member. As in the existing MPPA program, internship placements will be based upon
student interests, and assistance will be given to students utilizing our current network of alumni and
organizations, as well as the networks of the five colleges. As in the MPPA program, we expect that
internships will be completed in organizations in Massachusetts, the rest of the United States, and
internationally. We expect that many of the internships will be paid, as in our current MPPA
program. The students and their internship supervisors will be required to complete an evaluation of
the internship experience as well as another product under the supervision of CPPA faculty in order
to earn the three credits.

Describe role and membership of external advisory committee:

The MPPA program has a small but expanding advisory board made up of alumni and other
influential individuals with an interest in promoting policy-related research, service, and teaching.
The board has no direct oversight responsibilities for the current MPPA and would also have no such
responsibilities for the MPP. The primary role of the advisory board is to promote the external
visibility and overall development of the academic programs. We will involve board members in
providing career advice to MPP students and in providing advice to staff and faculty about the skills
and knowledge that MPPA and MPP graduates will need to be professionally successful.

4. Students. For first year and transfer students, outline requirements for admission and graduation,
expected time from admission to graduation, projected degree completion rates, and transferability of
program participants’ credits to other institutions.

Admission requirements: Admission requirements to the MPP program will be the same as those
for the existing MPPA Program:

    Completed application form
    Statement of purpose
    Transcripts for all undergraduate and graduate work
    Official Graduate Record Examination (GRE) scores
    Two letters of recommendation
    International students must submit an official TOEFL score report as well as the GRE
    Recommended preparatory courses include courses in economics, political science, statistics,
     computer science, accounting, writing and other communication skills, undergraduate internships,
     and related work experience.

As found in other accelerated programs, our requirements will be slightly different for those students

who are applying in their junior year of college to complete their Bachelors and MPP in five years.
For those students, who will be enrolled as undergraduates either at UMASS or at one of the area’s
other Five Colleges, the GRE will not be required. In those cases, applicants would be of junior
standing, have a strong cumulative grade point average, and gain admission to the MPP program
contingent on maintaining their high GPA during their senior year. Applicants to the program will also
be expected to have demonstrated a strong commitment to public service through internships,
research, or employment or volunteer experience with policy-oriented organizations. We will rely on
evidence of academic strength from their GPA and letters of recommendation rather than GRE

Graduation requirements: In order to graduate, students must complete all required coursework
and meet the internship requirement. As in our current MPPA program, students must have a
minimum grade point average (GPA) of 3.0 in each semester of study in their graduate courses. If a
student’s cumulative GPA falls below 3.0 in any semester, the student may be dismissed from the
Program. If the student is permitted to continue, s/he will be placed on probationary status. A
minimum grade of B- is required of all core and program elective courses. Any course in which a
student receives a grade below a B- must be re-taken. These courses may only be repeated once.
Students must maintain a minimum GPA of 3.0 in the courses required to graduate. Core and
program elective courses in which a student receives an “incomplete” must be completed by the end
of the subsequent semester; otherwise, at the discretion of the instructor the grade will be converted
to an IF.

Expected completion rates: The competitive admissions standards and strong support system in
place for the program should guarantee very high completion rates. As mentioned earlier in this
report, the MPPA program has had very low attrition rates and we expect the same to be true in the
case of the proposed program. In the past ten years, approximately one student per year who leaves
the MPPA program on average. However, the vast majority of the students who have left have done
so during the first few weeks of their first semester. Thus, the attrition rates are lower than five
percent, and after the first year of the program closer to one percent. As the purpose of the proposed
program is to graduate students after approximately one to one and a half years of full-time graduate
study, the expected time from admission into the program to graduation of a successful student
would be less than two years. For students admitted into the accelerated BA/MPP program, expected
time of completion of both degrees would be five years.

Transferability: Some or all of the graduate credits earned by MPP students would likely be
transferable to other programs should the student decide to complete her or his degree elsewhere.

5. Feasibility. Describe faculty, staffing, library and information technologies, facility (including lab
and equipment), fiscal and or other resources required to implement the proposed program.
Distinguish between resources needed and on-hand. Complete faculty form (page 8). Display
positions to be filled with qualifications. Attach vitae for current faculty.

From a resource perspective, the essential feature of the proposal is that students would be taking
the same courses already regularly offered for the MPPA program. In effect, the MPP is a subset of
the MPPA, so the curriculum is already in place and requires no additional investment. The
exception is the Policy Seminar course, which would be developed for the MPP program. This single
course, however, can be easily supported within the extensive group of faculty participating in the
MPP program.

To start, the goal would be to admit 5-10 students per year with the hope to eventually admit 15-20
students per year. At this level of enrollment, the additional students could be accommodated in
existing courses. It is important to note that, because of the almost complete overlap between the

MPP and a subset of the MPPA, it will be possible to keep enrollment in balance with resources by
managing admissions across both programs. Therefore, almost all of the resources required for the
MPP are on hand. Very few new resources will be necessary for the program, and we expect that
the revenue generated by the program will be sufficient to support any necessary expenses. Below
we detail the categories of resources and note where new expenses may be incurred in italics.

Faculty: The current MPPA faculty are shared with a home department, and the same faculty would
also teach and advise the MPP students. As a result of agreements with departments, as of AY
2011-12 the MPPA program will have the potential to offer at least 28 courses each year for both
programs, or 7.0 FTE (with one FTE equal to four courses). These courses will include the same
core courses, program electives, and electives for the MPP and the MPPA. As the MPP program’s
size approaches the target of 15-20 students per year, we will keep existing class sizes to a
manageable level (where necessary) by adding additional sections to particular core courses that
require intensive writing and grading by professors. Those additional sections will be possible by
reallocating existing faculty resources from electives to core courses. Enrollment in existing core (i.e.
required) MPPA courses rarely exceeds 20 students in required courses, providing room for another
15 or so students in most courses without adding additional sections.
The faculty will also oversee the MPP in the same way as the current MPPA, through a standing
curriculum committee and admissions committee (among others). As part of his or her service
obligation, a current faculty member will be assigned the role of MPP director to assist the staff in the
operation of the MPP program, including the advising and recruiting of students. The MPP director
will receive a course load reduction, tapping into the existing courses available to the two programs,
as noted above.
Staff: The MPPA program also has a director and 3.6 FTE staff members. Two associate directors
(for academics and for research) make possible the intellectual, recruiting, and organizational
activities for the MPPA program and other center activities. The center staff also includes two
clerical staff (1.5 FTE) and a professional staff member in charge of communications (currently 0.5
FTE). The economies of scale involved in the staff duties will allow the staff to accommodate the new
MPP students with the help of the faculty director of the MPP program. We anticipate no new
staffing needs with the new program.
Library, information technologies, and facilities: The MPP program will also be housed in
Gordon Hall, the current home of the MPPA program. The recent move into Gordon Hall expanded
available space for the MPPA program—space that will easily accommodate the MPP students.
Student office space and the shared spaces in Gordon Hall are sufficient for students in both
programs. The MPP program will require the purchase of approximately 5 additional computers
given the current ratio of students to computers in the MPPA program. MPP students will use the
existing library resources at UMass Amherst, which include the staff member who is the existing
library liaison to the MPPA program.
Fiscal resources: The College of Social and Behavioral Sciences provides an annual allocation of
approximately $49,000 in general operating funds (GOF) to CPPA for the center and the MPPA
program. Those funds are used primarily to provide operating support for the center (such as hiring
an undergraduate work study student to support administrative needs), for recruiting students (such
as sending an associate director to public policy recruiting fairs), for building intellectual community
(such as bringing in outside speakers and supporting meetings to discuss research), and for
maintaining a healthy community for students (such as holding social events). Since those
expenditures are fixed costs for the Center in that they are not dependent on the number of students,
the current level of funding would be sufficient. There will be an increase in some variable costs,
such as the amount of money spent on some events (e.g. holiday parties and graduation).

6. Licensure and Accreditation. Is this program intended to prepare students for licensure? If yes,

name licensure organization and licensing exam. Project student passing rates. What professional
or specialized accreditation will be pursued for the program? Project accreditation timelines.

Licensure: The MPP will not prepare students for licensure. Licensure is not required for entering
public service, either in the public sector or in private non-governmental organizations.

Accreditation: CPPA, the administrative home of the MPPA program, is a member of two disciplinary
associations: the Association for Public Policy Analysis and Management (APPAM) and the National
Association of Schools of Public Administration and Affairs (NASPAA).

APPAM is the association for programs that focus on the teaching of interdisciplinary public policy
analytical skills and knowledge, which fits most closely with the CPPA mission. There are 81 degree-
granting institutional members with similar programs, including Harvard, UC Berkeley, Duke, Indiana
University, Ohio State, University of North Carolina-Chapel Hill, University of Texas-Austin, and
University of Michigan. APPAM does not have an accreditation process and does not rank

NASPAA has 253 members, including most APPAM members, but is a broader association that also
includes many public administration programs that are quite different from the proposed MPP and
current MPPA. While CPPA emerged from a public administration program housed in the political
science department, our current curriculum and mission is much closer to the APPAM program
model – with its emphasis on public policy – than to the bulk of NASPAA programs – which tend to
focus more narrowly on public administration. NASPAA offers accreditation to member programs,
although many prestigious public policy programs are not accredited, including those at Brown,
Columbia, UC Berkeley, UCLA, Wisconsin, Michigan, Duke, Johns Hopkins, Chicago, Georgetown,
Penn, and Princeton. The MPPA program at UMass Amherst is not accredited by NASPAA.

Our standing in the profession does not appear to be diminished in any way by the lack of
accreditation. The fact that many prominent public policy programs are not accredited by NASPAA
suggests that the NASPAA stamp is not necessary for a strong and publicly respected program. The
quality of our applicant pool for the MPPA remains strong, and the size of the pool and our yield track
trends for other APPAM members, all signs that our reputation has not suffered among prospective
students. Accreditation is a lengthy, expensive, and ongoing investment with a payoff that could be
quite small in terms of student recruiting and an enhanced reputation. Indeed, the external AQAD
review team (which included a recent member of the NASPAA accreditation committee) that
assessed the MPPA program last year concluded: “We see little reason to [seek accreditation] at this
time. The strength of the University of Massachusetts means that the credibility of the MPPA
program is not in doubt, and NASPAA accreditation is not likely to help marketing efforts much.”
Given that advice, we have no current plans to seek accreditation for either the MPPA or the MPP.

7. Program Effectiveness Goals, Objectives, and Assessment. Linked to each goal should be
measurable objectives – such as job placement rates, faculty additions, facility or programmatic
enhancements, etc. – timetable, and, if applicable, strategies for achieving them. Attach goals table
(see page 4). (Please note that this section is intended to focus on overall effectiveness, not student
learning, which is addressed elsewhere.) Describe program assessment strategies that will be used
to ensure continuing quality, relevance and effectiveness. Include plans for program review including
timetable, use of assessment outcomes, etc.

The overarching mission of the MPP program is to train effective and skilled public leaders and
managers. In this section we outline some more specific goals and the measurable objectives
related to those goals. A thriving, effective program will be one that attracts highly qualified students
who succeed in their coursework, successfully complete an internship, and is offered a professional

position after graduation.

1. Attracting and admitting highly qualified students. Our eventual objective is to enroll 15-20 new
students per year. Our strategies for achieving this objective are the following:
     Continuation and expansion of marketing efforts related to the MPPA
     Development of closer ties with faculty in Five Colleges to assist with identification of highly
        qualified students.
     Attendance at graduate school recruiting fairs in Five Colleges
     Presentations in feeder courses
     Development of marketing materials

2. Successful completion of an internship. The internship is an important step in the professional
education of MPP students. “Success” means having a position with meaningful responsibilities that
will expand the student’s knowledge and application of policy analytical skills. Strategies for meeting
this objective include:
      Develop closer ties with local organizations that CPPA works with
      Use Springfield Initiative to create new opportunities
      Use alumni network to place MPP students and identify new opportunities
      Tap into existing Five College internship offices and staff for ideas and contacts for students.
      Development of an online course to monitor and enhance the learning from the internship.

3. Graduates will receive offers of professional positions upon graduation with the MPP. Our
objective here is to equal the excellent placement rate for the MPPA program, although in this case
graduates with the MPP might also pursue graduate education in other fields, such as business
administration, public health, or law. Our strategies for achieving a high placement rates include:
     Offer professional development opportunities to MPP students
     Expansion of alumni network as the number of alumni increase
     Tapping into Five College alumni networks for professional policy connections

We will frequently review the progress toward meeting these goals. Each year we will review
admissions, internship, and placement data for progress toward our goals. Our advisory board will
provide feedback on an annual basis, as well. We will include MPP students and alumni in our
annual (current and graduating students) and periodic (alumni) surveys for evidence of the relevance
and quality of the knowledge and skills provided by the programs.

  D. External Review.

  E. Market Analysis
1. Need for graduates. What is the local/regional/state labor market outlook for graduates of the
proposed program? Include data and data sources that form the basis for need assessment.

The market outlook for graduates of the MPP should be similar to our current MPPA program. Our
MPPA graduates have excellent placement in all sectors--government, nonprofit and for-profit--and
at the local, national and international level. Since the program was founded in 2000, nearly 100%
of the students actively looking for work in the field have found a position within three months of
graduation. Typical positions include policy or budget analysts at government agencies and private
sector consulting firms, directors and program managers in nonprofit organizations, town managers,

and program officers at international organizations. Recent survey data from alumni show that 34%
are employed by government, 17% are in the private sector, 14% work in education, 23% in not-for-
profits, and 12% in international NGOs.

External data sources suggest the demand for our graduates will continue to be strong. For MPP
graduates the federal government will likely be the largest source of new jobs. The Partnership for
Public Service, a nonprofit, nonpartisan organization, estimates that the federal government will add
270,000 employees in 2010-2012. Those jobs will not be just in Washington, D.C., but all over the
U.S. and across the world. According to the Bureau of Labor Statistics, this expansion is related to
the economic stimulus legislation, as well as a substantial number of expected retirements over the
next decade.

In the nonprofit sector, which is where many of our MPPA graduates are employed, the U.S.
Department of Labor (DOL) expects the number of jobs to increase. The industry “Civic and Social
Organizations” is number 67 on the Department’s list of industries with the largest employment.
Furthermore, the Bureau of Labor Statistics (BLS) reports that there are 1.3 million jobs in an
industry called “Advocacy, Grantmaking, and Civic Organizations,” also known as nonprofit
organizations. BLS projects this industry to grow by 14% by 2018, compared with the average of all
industries at 11%.

The nonprofit sector has remained strong even during the recession. According to a recent study by
Johns Hopkins University’s Center for Civil Society Studies, nonprofit employment actually grew by
an average of 2.5 percent per year during the worst part of the recent recession in 2007-2009, even
while for-profit employment in the 21 states studied fell by an average of 3.3 percent per year.

2. Student Demand / Target Market. What is the student market for the proposed program?
Discuss demographics, location, proposed market share, etc. Provide data, e.g., survey results,
etc., that form the basis for enrollment projections (see page 4)

Student Market: An increasing number of students hope to pursue practical graduate studies in
these and other policy areas. The current MPPA program attracts students from a wide range of
disciplines, and offers electives in areas such as environmental policy, science and technology
policy, social justice and inequality, food science policy, global governance, and education policy.
The proposed MPP would also allow students to take electives in these areas, although on a more
limited scale. The MPP could be attractive to a similar and widely dispersed pool of individuals
around the United States and the world who are interested in policy-related careers and would prefer
to focus on policy analysis rather than management and administrative courses.

The primary market for this program, however, will be highly qualified undergraduate students from
the Five Colleges who want to accelerate their progress and complete both a bachelor’s degree and
the MPP in five years. Directors of several interdisciplinary programs at UMass, including Social
Thought and Political Economy (STPEC), the Bachelor’s Degree with Individual Concentration
(BDIC), and Women, Gender, Sexuality Studies have indicated that their students are likely to be
interested in a five-year degree option. In addition, we believe that students in other social and
behavioral science departments, as well as other departments such as Resource Economics and
Natural Resources Conservation, will be interested. Numerous conversations with faculty and
administrators at Amherst, Hampshire, Mount Holyoke, Smith, and Five Colleges Inc. reveal strong
interest in a five-year option for those students, as well.

Market Share: Adding the 36-credit MPP will expand the Amherst campus’s ability to attract
prospective graduate students with policy interests, adding to our current market share. This
program is likely to be seen as distinct from the 48-credit MPPA in the current marketplace and is

likely to be very competitive in attracting students.

First, the number of 36-credit programs similar to this MPP is smaller than the number offering 48-
credit programs, so we will be entering the market at an early stage. We researched MPP and MPA
(Master of Public Affairs) programs and found that several prominent universities are now offering
graduate programs with similar credit options. The University of Colorado Denver (more information
below) has an MPA (Affairs) worth 36 credits, the University of Texas at Dallas has an MPP with 36
credits, American University's MPP has 39 credits (three of which are an internship), and the Andrew
Young School of Policy Studies at Georgia State has a 36-credit MPP which also includes a three-
credit internship. In New England, the University of Vermont has a 36-credit MPA program.

Second, we contacted two of the schools that have successful MPP or MPA programs in the 36-
credit range and found that there has been significant demand for each of these programs. The
University of Colorado at Denver has had an accelerated MPA (Master of Public Affairs) program for
eight years and has consistently enrolled between 10-25 domestic students and five international
students per year. The Program in Public Policy at the Batten School at the University of Virginia
has been established to prepare students for careers in both domestic and international policy
arenas. Open to current UVA undergraduates from all majors, the program enables students to
complete both a bachelor's degree and a master of public policy degree in five years, rather than the
normal six. The program has been very successful and has enrolled over thirty students/year since
its inception. Representatives from the Batten School and the University of Colorado said that the
programs have had high rates of placement, usually equal to placement rates at full time two-year

Third, directors of several interdisciplinary programs at UMass, including Social Thought and

Women, Gender, Sexuality Studies have contacted us to say that their students are likely to be
interested in the proposed program. In addition, we believe that students in other CSBS
departments, as well as Resource Economics and Energy Conservation (and perhaps other
departments around the university) will be interested.

The MPP program will have courses in a wide variety of policy areas that will attract students from a
broad range of disciplines outside of CSBS, and students will have an opportunity to take two
electives in their primary area of interest. These electives could include environmental policy,
science and technology policy, social justice and inequality, food science policy, and education
policy. These specializations are likely to attract strong students from many undergraduate majors,
since our existing master’s program has long drawn students from a wide variety of majors ranging
from English to engineering.

Fourth, one indicator that the 36-credit MPP program will attract students is the success of our
Undergraduate Certificate in Public Policy. The certificate was developed in 2004 and we have had
an increasing number of students enrolled each year, with 25 students completing the certificate in
2010. The students came from a wide variety of majors including Resource Economics, Public
Health, Natural Resource Studies, Political Science, Journalism, Biochemistry, Psychology and
BDIC. The interest in the certificate is growing despite the certificate's extensive requirements that
include a written statement demonstrating an interest in public policy as well as courses in statistics,
economics and public policy. This group of students also constitutes a potential pool of applicants to
a 36-credit program.

Finally, as discussed below, one particularly attractive feature for students is likely to be the cost
savings for students who participate in this program. The students in the program will earn a
Master’s degree with approximately one additional year of study and a summer internship,

decreasing their graduate school tuition costs by one or more years. This cost savings is likely to be
particularly appealing in the current economic climate. Students in the program will have access to
all of the benefits our current graduate students in public policy and administration have, including
internship and job connections, professional development, and a supportive faculty and staff.

3. Duplication. Identify existing public and private programs/institutions in the region or state that
offer the same or similar programs. Discuss size / enrollment trends for these programs.

Adding the MPP to the MPPA degree and creating the accelerated option will put the Amherst
campus in a unique position in the state and region. No other campus in the region provides that
combination of offerings to prospective students. In addition, the connection to the other Five
Colleges also places us in a unique marketing position (discussed further below).

While some universities in the region offer both full-time public administration and public policy
programs, none provide the range of programs that UMass Amherst currently offers and seeks to
offer. For example, the University of Vermont has a two-year Master of Public Administration degree.
The most recent data indicate that 9 degrees were awarded in 2008-09. The University indicates
they offer an accelerated program but it does not seem to be emphasized. The University of
Connecticut offers a Master of Public Administration (not an MPP) that includes a “fast track” but
tailors the fast-track to the individual undergraduate student interested in the program. The most
recent enrollment data indicates there are 6 fast track student, 49 full-time students, and 26 part-time
students. Brandeis University offers a recently implemented Master of Public Policy in Social Policy
degree, a 2-year program with 42 students enrolled. Brandeis currently has no accelerated
program. The University of Maine offers a Master of Public Administration degree with 38 students
currently enrolled. They also provide a fast-track MPA only for undergraduate students majoring in
Public Management. Outside the New England area, SUNY Albany offers a Master of Public
Administration degree. The program currently enrolls 151 master’s students. Albany also offers a
dual BA/MPA degree.

To our knowledge, none of the UMass campuses have or are planning to develop similar programs.
The McCormack Graduate School of Policy Studies has a Master of Science in Public Affairs that is
a two-year graduate program designed for working adults. UMass Dartmouth has a 39-credit Master
of Public Policy Degree. However, that program differs from ours in that it is a full two-year program,
and does not have options which would make it possible for current undergraduate students to
complete the Masters degree with only one additional year of graduate study at the university.
4. Competitive advantage. Apart from the obvious pricing advantage of public institutions, what will
distinguish the proposed program in the academic marketplace?

UMass Amherst is in a unique position with respect to the quality and location of the new MPP
program. An important advantage for the new MPP program is the campus’s proximity to and
integration with the other members of the Five College Consortium. Part of the impetus for the new
program comes from explicit consultation and conversations with faculty, students, and alumni of
Amherst, Hampshire, Mount Holyoke and Smith Colleges, who have been clear that inadequate
resources exist on their campuses to satisfy student interest in public policy-oriented academic work.
Indeed, an MPP program would even enhance their competitive advantage (as well as that of
UMass Amherst) in recruiting undergraduates who see the ability to get a master’s degree with just
one additional year of course as a major selling point. The advantage and ease for students in our
area to spend an additional year earning a graduate degree with demonstrated market value makes
the new degree program likely to enjoy success and the participation of very strong and diverse
students soon after its establishment. The synergy involved with creating a program that also helps
Five College faculty by providing them with enhanced prospects to collaborate, teach, and advise on
policy-related work has the potential to make the program grow in quality and size rapidly at a time

when representatives of the different Four Colleges have made clear that their students seek
affordable and manageable options for useful graduate degrees.

6. Marketing Plan. Describe the institution's marketing plan, including time lines, for the proposed

Part one of our marketing plan is to continue our current marketing efforts for the MPPA, which
involve attending recruiting fairs and advertising the program in other locations. We have been
attending graduate school fairs to recruit for our MPPA program, and will plan on attending all
graduate school recruitment events that take place at any of the Five College campuses. In addition
we will attend majors fairs at UMASS and other campuses, and will make advisors at relevant
departments on all five campuses aware of the degree and its requirements.

Part two of the marketing plan is new and will draw on our comparative advantage with the Five
Colleges. Given the apparent appeal of the new degree to university and area college
administrators, and the supportive structure of Five Colleges Inc., some marketing has already
occurred and will continue to occur through word of mouth and the efforts of colleagues, current
students and alumni. Indeed, part of the effort to develop the new degree program has involved
working with the senior staff of Five Colleges, Inc. to create a Five College working group in Public
Policy that has inspired significant faculty interest, led to a presentation to the Five College Deans,
and generated the possibility of Five Colleges Inc. funding for activities related to public policy
research and teaching in the area. We are also engaged with Commonwealth College’s structural
and curricular changes to attract CHC students to the new program and establish additional links
with this unit. The fact that MPPA faculty generally have their lines based in a wide range of
university departments means that there is a wide base on the Amherst campus for recruiting
students and spreading information about the new program nationally and internationally.

F. Budget Projection
a. Budget Narrative. Explain assumptions underlying expense and income projections, e.g.,
instructor status, enrollment projections, field and clinical resources, etc. Describe additional
cost/revenue impacts within the broader departmental/institutional budget.

In the ramp-up period we assume 5, 10, 12, and 15 students entering each year initially as
quasi-part-time students taking MPP courses as undergraduates or as new graduate students,
followed by a year of full-time study. That translates into totals of 5, 15, 22, and 27 students for
years 1-4, respectively.

As mentioned earlier in the Feasibility section, the core budgeting assumption is that the
increase in expenses will be minimal since the MPP will take advantage of economies of scale
to use existing resources more efficiently. The fixed costs related to faculty, library resources,
and facilities, have enough capacity to accommodate the relatively small influx of 15-20
students per year. The additional expenses that we expect to increase come from four

1. Administrative and faculty expenses: We will grant a faculty member a release from
teaching one course per year to administer the MPP program, including advising and recruiting
students. The cost of replacing that faculty member’s course will be approximately $7,000 per
year. We also received funds from the campus for a part-time graduate assistant (1.5 FTE) to
work on the start-up phase of this program. We will also pay a faculty member approximately
$4,000 to teach an online course related to the summer internships.

2. Equipment: We provide computers for student use in Gordon Hall. Over the four year ramp-
up period, we expect to purchase 5 computers to accommodate the increased demand by
students in CPPA. The cost of each computer and software will be approximately $2,000 for a
total expense of $10,000 over 4 years.

3. Student program costs: Some costs of orientation and social events will increase as a result
of having more students in the program. Those costs will be approximately $200/student each
year they are enrolled in the graduate program, and $100/year that they are taking courses as

program, including brochures and other materials for use at recruiting fairs. These materials will
be prepared at the beginning of the four year start-up period and are not likely to need to be
updated. We assume that these materials will cost approximately $2000 to design and print.

a. The Amherst campus has announced its intention to share revenue earned from new
graduate programs (see campus memo in appendix). Since the formula depends on the number
of students and the proportion who are out-of-state students, as well campus revenue sharing
policies, it is difficult to predict exactly how much revenue will be returned to the college that
houses the MPP program. However, the College of Social and Behavioral Sciences is
committed to returning at least 80% of the revenue returned to the college with CPPA (see letter
from Dean Robert Feldman, to come). Given that our main pool of recruits will come from the
Five Colleges, a pool of mostly out-of-state students, the revenues shared could be substantial.
The break-even amount of shared revenue that would be sufficient to cover our costs is the
equivalent of $8,000 per year for the first four years. Even a small number of out-of-state
students, such as 4 per year generating $2,000 each in returned revenue, would be sufficient to

fund the program. Given that the amount per student could be substantially more than $2,000
per year, we should be able to fund the necessary expenditures outlined above (excluding
teaching of the online course).
b. In addition, we will receive some revenue from the online course that will accompany the
summer internship. (That revenue will largely go to pay the faculty instructor for the course.)
b. Program Budget. Submit a line item income and expense budget for the proposed program
for the first four years. Budget categories include facilities, library, faculty, staff, field/clinical
experiences, revenues from grants, tuition or other sources, etc. Reallocated funds should
specify reallocations from existing campus resources to support the proposed program,
including funds reallocated from discontinued or downsized programs. Indicate one-time/start-
