Council Fellowships Programme
“The aim of the programme is to promote study and
research leading to publication in areas of particular
interest to the Organisation, primarily Alliance
security and political issues”
The programme comprises of:
Individual Fellowships
Institutional Fellowships
Last deadline for applications: 3.12.1999
Subjects of research
• The Washington Summit and its ramifications,
particularly regarding the Euro-Atlantic partnership
Council and PfP enhancement processes
• NATO’s relations with Russia and Ukraine
• Transantlantic link, European security and defence
identity
• NATO’s new Strategic Concept, and the new Command
Structure
• Weapons of mass Destruction Initiative
• NATO’s Mediterranean dialogue and security
implications in the region
• Peace-keeping operations and NATO’s role in the
Security Architecture of International Organisations
Administration
• Applicants must be nationals of a EAPC member
state or of the Mediterranean Dialogue country
• Applicants should pursue their work in 1 or more
member countries of NATO in close liason with
recognised academic institutions
• Each fellow will be awarded the sum of 240,000
Belgium francs
• Candidates will be selected on the basis of their
academic qualifications, professional achievement
and published research
Manfred Worner Fellowship
Elements of the Fellowship:
• Annual Fellowship of BF 800.000
• Open to candidates from the academic community
and the media
• Granted to individuals/institutions on the merit of
the proposal for future work to be completed
within 1 year
• Winner of the fellowship will be announced during
the Spring Ministerial meeting

•Basic Fellowships, for those who have a first university
degree and wish to further their education
•Advanced Fellowships, for scientists with a Ph.D or
sufficient research experience to conduct independent
research
•Senior Fellowships, for senior scientists to lecture or
pursue research in institutions
In Poland only Advanced Fellowships are
supported
Administration
• Candidates must hold a Doctors degree
• The age limit is 40
• For Polish scientists to study outside Poland,
candidates must be of Polish nationality
• Fellowships are offered in all fields of science
• The fellowship lasts from 6 to 12 months
• Fellowships are normally not renewable
• The fellowship covers travel costs,
accommodation and subsistence for the fellow
only

Partner countries”

Organisation
• Internships, for training Partner government officials in national
institutions, Departments or Ministries in NATO countries
• Graduate scholarships, offered to young scientists from
partner countries, for studying leading to graduate degrees in
S&TP from educational organisations in NATO countries
• Consultants, from NATO countries may be requested by Partner
countries to assist with reviewing their S&TP organisation and to
develop proposals
• Advanced Training Courses in Science Policy, for
practicionors of S&T in NATO countries to share their expertise
• Forums, on the needs of Partner countries

NATO Science for Peace Sub
Programme
“Aim is to offer support to partner countries
in their transition towards a market
oriented, environmentally sound economy”
Characteristics:
•High quality applied R&D with a potential for commercialisation
•Contribute to the solutions dealing with industrial or
environmental issues with multilateral ramifications
•Promote collaboration among scientists, industry and end users
•Promoting the integration of the country’s scientists into the
international R&D community
•Participation of young scientists

Selection criteria:
• Duration from 3 to 5 years
• Well define objectives
• Well define workplans
• Well define budgets
• Cooperative projects between NATO and Partner
countries
• Projects take place in partner countries
• Projects involving more than 1 partner country are
encouraged
Deadline for receipt of Initial applications is
1.06.2000. A further call is expected on 1.03.2000
