Subgroup
Terms of Reference
Overall objective
The group is a standing subgroup of the LSCB. It is tasked with producing a multi-
agency strategy to reduce:
The number of children (0-18 years) suffering accidents in any setting
The incidence and impact of self-harm (0-18)
The number of avoidable admissions to Accident & Emergency (0-18)
The strategy will be based on a needs analysis around the performance measures
and indicators listed below. It will identify gaps in the available data and make
recommendations for improving our data systems. The strategy will include an action
plan for achieving it targets and objectives.
Remit
The subgroup’s remit is set out in the LSCB Business plan. This includes the
proposed timescale for the groups work. The group will need to make the timescales
more specific once its action plan is in place.

Target/Indicators
The targets and indicators below will direct the work of the group. They also serve as
the criteria by which the success of the strategy will be judged.

Within the single set of national indicators the following targets will apply to the
group’s work:
NI 47 People killed or seriously injured in road traffic accidents DfT DSO
(average over 3 years, includes 16-18 year olds)
NI 48 Children killed or seriously injured in road traffic accidents DfT DSO (0-
15 year olds)
NI 49 Number of primary fires and related fatalities and non-fatal casualties,
excluding precautionary checks CLG DSO
NI 70 Hospital admissions caused by unintentional and deliberate injuries to
children and young people
There are also two indicators within the Be Healthy section that will be relevant to the
group:
NI 50 The emotional health of children
NI 51 The effectiveness of Child and Adolescent Mental Health (CAMHs)
services
There are specific targets with regard to road traffic accidents (RTAs). They are:
By 2010 (against baseline of 1994-98):
40% reduction in the number of people killed or seriously injured in road
accidents
50% reduction in the number of children killed or seriously injured
10% reduction in slight casualty rate, expressed as the number of people
slightly injured per 100 million vehicle kilometres
In October 2007 a new PSA for improving children’s safeguarding was agreed. This
includes 4 indicators, 2 of which are relevant to the group:
Hospital admissions caused by unintentional and deliberate injuries
Preventable child deaths, as recorded through child death review panel
processes.
Reporting Arrangements
The group will report to the Management Group of the LSCB. The management
Group is tasked with ensuring all appropriate strategies are developed along with
suitable action plans and for ensuring that strategies and the work on subgroups are
interlinked across the safeguarding agenda.
The Chair of the subgroup will attend the Management Group to report on progress
and help drive forward the work of the LSCB. The vice chair of the group will attend
the Management Group in the Chair’s absence.
The subgroup will require an action plan detailing how it will achieve its goals. A
format for action plans is included in the LSCB Business Plan. The subgroup will
report to the Management Group on the progress of its action plan and ultimately will
submit its strategy to the Management Group before seeking final approval form the
LSCB Executive.

The subgroup may be required to prepare reports for the Management Group and
Executive as required. The group will also need to report its findings to the Children
& Young People’s Alliance.

Specific Tasks
To complete a needs analysis

Monitoring & Review
The group will meet monthly in order to establish the strategy and action plan. Once
this work is complete the group will meet bi-monthly to monitor and review the
implementation of the strategy.
The Chair of the group will report to the LSCB Management Group as required.
The strategy will be reviewed annually and refreshed/revised as necessary.
Quorate
In general the groups work will need to be approved by the LSCB Management
Group. But where a key decision is made by the group there will need to be
representatives from 4 different agencies before the meeting is considered quorate.
The group will be able to meet and progress its work at any one meeting should
there be less than 4 agencies represented.

Links
The subgroup’s work will need to link with that of the other LSCB subgroups. The
links will be managed through the LSCB Management Group.
