Scholarship
When Julian Stanley Wise was 9 years old, he was in a crowd of people when two men drowned in the
Roanoke River. He said the he felt so helpless and that someone should have been able to help. That scene
made an everlasting impression on him. Nineteen years later, in May 1929, Mr. Wise and nine other men
formed the Roanoke Lifesaving and First Aid Crew. This was the First Volunteer Lifesaving and Rescue
organization in the world. He dedicated his entire adult life to helping others. Mr. Wise passed away at age 85
on July 22, 1985.
In order to perpetuate his memory the Julian S. Wise Scholarship was formed in 1987, $1,000 in scholarship
money is given each year to a member of a Volunteer Rescue Squad, a Junior Squad, Auxiliary member or a
dependent of a member.
The Julian S. Wise scholarship money comes from donations. We ask for donations from Squads,
Auxiliaries, Jr. Squads, Districts, Companies and individuals. We need donations each year so that we may
continue to award this scholarship.
Chesterfield Insurers, Inc. has provided services to Volunteer Rescue Squads in Virginia for over 35 years.
Fred E. (Freddy) Weymouth, II, passed away in May, 2004 after a brief illness. In order to perpetuate
his memory, the Fred E. Weymouth Scholarship was formed in 2006 by the Weymouth family and the staff
of Chesterfield Insurers. $500 in Scholarship money is given each year to a deserving member of a
Volunteer Rescue Squad, a Junior Squad, Auxiliary member or a dependent of a member to advance their
education. The award will be made in accordance with the guidelines and policies of the Julian Stanley Wise
Scholarship Committee.
Applicants may use the same application for both the Julian S. Wise Scholarship and the Fred E. Weymouth
Scholarship. Please check the appropriate box on the application indicating the scholarship for which you are
applying.
To be eligible for the scholarship:
You must have been a member of the VAVRS, AVAVRS, the VAJVRS for at least 2 years, or be
a dependent of a person who has been a member for 5 years.
You cannot have turned 30 years old before August 1 of the year for which you are applying.
You must be accepted at a fully accredited college or University or awaiting acceptance at an institution
that meets these criteria. (The scholarship will not be awarded until you have been accepted.)
You may not have received this scholarship before.
Application must be received by July 1. The committee of 6 decides the winner at the August State Officers’
meeting each year. The winner is announced on Saturday night at the convention. The check is mailed to the
college in December.
