Agree respective roles and areas of work with Lead Departmental Best Value
Officer
Preparation for Best Value Core Team, Cabinet Committee, Scrutiny, and so on.
Advice on Project Management
Nominated Best Value Consultant to undertake central liaison with the Audit
Commission around the Inspection process.
Help to prepare for external inspection.
Consultants will make a direct link with the Investment Strategy and assist
with identifying and securing resources
Information sharing
Ensuring that everyone is kept fully informed about Best Value
Dissemination of useful information, sharing of knowledge, toolkits,
web sites, and data
How
The Best Value Communications and Consultation Strategy will be used to ensure
effective involvement and feedback with everyone affected by the Best Value
process. (Strategy attached for information)
Briefing sessions for Lead Departmental Best Value Officer and appropriate
staff e.g. Review Leaders. Trades Union representatives to be invited where
appropriate.
Visits to teams, staff groups, or other forums that might be helpful in order
to help to build Best Value into the day job.
Involvement in the New Century Management Programme to improve knowledge and
effectiveness regarding Best Value throughout the Council, and to help to embed
Best Value principles in everyday work.

Drawing together the picture across all Departments (e.g. crosscutting
reviews, training issues).
Being in touch with Departmental Lead Officers if issues are likely to
be arising from Corporate Management Team, Best Value Core Team, and
Chief Officer Best Value.
Co-ordinate overall reporting programme to the Leader and members.
Working with Strategic Human Resources on issues relating to Trade Union
consultation.
How
Through routine meetings, and contact as and when needed, with Departmental
Lead Best Value Officer.
Setting up a quarterly networking forum for all Best Value Departmental Lead
Officers to meet with each other and all the Best Value Consultants to
facilitate dialogue and feedback.
Incorporating the principles embodied in the IDeA document 'Working Together’
as a framework to promote employee and Trade Union involvement regarding Best
Value.
Guidance
Practical consultancy support to Review teams, especially at the
beginning of Reviews.
To offer intensive support to get reviews off the ground.
Assistance with implementation.
Guidance regarding templates, pro-formas, plans, and Best Value policy
Benchmarking advice
Access to expertise relating to procurement
How
One to one meetings with Departmental Best Value Lead Officer.
Setting up workshops for appropriate staff.
Talking to those engaged in the process, and those who might be able to be
engaged.
Departments can be linked up to a Best Value Consultant with specialist
procurement knowledge through their Lead Best Value Consultant.
Library access and access to databank.
Provision of toolkits
Setting up lunchtime seminars
Challenge
Feedback, monitoring and progress chasing to ensure that Best Value is
embedded in everyday Departmental work e.g. appraisal targets,

training, induction, Job Description's, bottom up Best Value processes
for staff etc.
Pilot Years 1, 2, and 3 are still ongoing and awaiting inspection so
Best Value Consultants will link these back into the Department where
relevant, and with the most appropriate person

Direct consultancy input and advice (alongside Strategic HR and Corporate
Finance) with the 5 Year Best Value Plans and all aspects of the Best Value
Framework, notably implementation i.e. act as a critical friend
Best Value Consultants will make a clear link with Departmental and Corporate
Finance Officers when feeding back to Departments
Ensuring feedback to Departmental Lead Best Value Officer is explicitly linked
to improving services to the public, increased efficiency, and supporting the
vision
Strategy and Policy
Strategic thinking around Best Value and corporate change
How
Making links with corporate strategies, and informing them where appropriate
This is not an exhaustive list. There will be other issues that arise where
Best Value Consultants will wish to offer support and help, or could be
approached.
A schedule is attached for your information detailing how the Best Value
Consultants can be reached and what their lead work areas are
Best Value and Corporate Projects Consultants will also provide support
to a range of Corporate and Partnership projects as identified by the Chief
Executive and the Chief Officer. The further development of the capacity
to manage change, respond innovatively to customers needs and continually
improve performance on a range of Corporate Projects is critical. Some
current examples are Health, the East Ham PFI, and the Business Efficiency
Best Value Review.
