Section A

BYLAWS

FOR

Athletics

St. Ephrem C.Y.O. Bylaws for Athletics June 10, 2004

Section A - Bylaws for Athletics

I. Title

This organization shall be known as St. Ephrem C.Y.O. (Catholic Youth Organization).

II. Purpose

The purpose of this organization shall be to provide athletic programs and activities for the children of

St. Ephrem parish.

III. Membership

The Membership shall be open to any child whose family is a member of St. Ephrem parish, or attend

the parish school.

A. Grade School Program

In order to be eligible to play on one of the teams in the Grade School program, a child must

attend the St. Ephrem parish school, be enrolled in the St. Ephrem CCD Program or attend a

recognized Catholic religious education program. The priest moderator determines ultimate eligibility

for any child.

B. High School Program

In order to be eligible to play on one of the teams in the High School program, a child must

be a member of St. Ephrem parish or meet the Region 19 or Archdiocese of Philadelphia CYO

Athletics Handbook eligibility requirements. The priest moderator determines ultimate eligibility for

any child.

IV. Athletic Board

A. Control

The control of this organization shall be vested in the Athletic Board which shall consist of the

following members:

1) Athletic Director

2) Assistant Athletic Director

3) Treasurer

4) Secretary

5) Equipment Manager

6) Soccer Coordinator (2)

7) Intramural Soccer Coordinator

8) Basketball Coordinator (3)

9) Baseball Coordinator

10) Softball Coordinator

11) Cross Country & Track Coordinator

12) Cheerleading Coordinator.

13) Certification Coordinator

The Executive Board shall consist of the Athletic Director, Assistant Athletic Director, Treasurer,

Secretary and Equipment Manager.

B. Active/Inactive Board Member Status -

1. For voting purposes, an Active Board member is defined as a member of the Board

who has attended at least one Board meeting during the 3 months prior to the

current Board meeting.

2. For voting purposes, an Inactive Board member is defined as a member of the

Board who has not attended at least one Board meeting during the 3 months prior to

the current Board meeting. When an inactive board member attends a board

meeting, they are automatically restored to active status at the next Board meeting.

A-1

St. Ephrem C.Y.O. Bylaws for Athletics June 10, 2004

C. Decisions of the Board shall be reached as follows:

1. Each active member shall have one vote.

2. A quorum, consisting of 50% of the Active Board members plus one (1) is

required. (For example, if there are eleven (11) active board members, then a

quorum is seven (7). If there are ten (10) active board members, then a quorum is

six (6).) Inactive board members and associate board members are not counted

when determining a quorum.

3. All decisions shall consist of a simple majority of votes being cast (Abstentions are

not considered votes cast.)

4. During coaches' selections, a determination will be made at the beginning of the

process to make sure that a quorum exists. It will not be recomputed each time a

member or coordinator leaves the room while voting is being done for a position

for which they are eligible or responsible. Thus the number in the room might

temporarily fall below the required quorum but the number participating in the

overall process meets the quorum requirement and the individual votes are valid.

E. Succession of authority if the Athletic Director is unavailable shall be in the same order as

listed in Article IV Section A above.

F. Associate Board Member Status:

Status can be obtained on your third meeting in a six (6) month period. Status is lost when

you have missed three (3) consecutive meetings. If you already have one (1) vote, this does

not give you two (2) votes or qualify you to vote on bylaw changes or coaches selections.

This gives you the right to vote on issues before the board. An Associate Board Member

who has attended at least 6 meetings since the previous election is also eligible to vote in the

annual election.

V. Election of Officers

A. Nominating Committee:

A committee shall be chosen at the April Board meeting of the Athletic Board. The

nominating committee will consist of three Board Members with the Board

member with the longest term on the board chairing the committee.

B. Nominations:

The nominating committee will present their slate of officers at the May meeting,

with the election to take place at the June meeting. At the May and June Meetings

nominations will be taken from the floor.

C. Term of Office:

Officers will be elected to a two (2) year term and will take office at the June

meeting.

D. Elections:

1. At the annual election there shall be elected - on a two (2) year rotating basis the

following:

First Year - Assistant Athletic Director, Secretary and Equipment Manager.

Second Year - Athletic Director, Treasurer and Certification Coordinator.

Each of whom shall be elected by a majority of the votes cast. The athletic director

must be selected from the previous board.

A-2

St. Ephrem C.Y.O. Bylaws for Athletics June 10, 2004

2. In the event that a board position is vacated, a special election will be held on an as

needed basis to complete the remaining term of office.

3. At the annual election the program Coordinators shall be elected on a yearly basis.

E. Balloting:

Voting shall be by secret ballot and no person shall cast more than one (1) ballot. Proxies

and absentee ballots shall not be counted. The Secretary shall record the results of the

election. To qualify to vote you must have attended at least three (3) Board meetings since

the last election and these must be prior to election night. An Associate Board Member who

has attended at least 6 meetings since the previous election is eligible to vote in the annual

election. In the event of a tie vote, the vote shall be retaken one time in an attempt to break

the deadlock. If the vote remains tied, then the Athletic Director will poll those Active

members of the Athletic Board not present at the current meeting to determine the tie

breaker. If the vote still remains tied, then the Athletic Director will poll the members of the

Executive Board to determine the winner.

VI. Duties of the Board Members:

Refer to the Athletic Board section of these bylaws for the responsibilities of each Board position.

VII. Rules of Order:

The Athletic Board may adopt any rule, not inconsistent with the provisions of the Bylaws, and to

provide for the orderly conduct of all meetings of this organization. A record shall be kept by the

Secretary of all rules adopted by the Board. In the absence of such rules, Roberts Rules of Order

revised shall govern the deliberations of this Board and Organization.

Section C

Sport

Activity

Policies

St. Ephrem C.Y.O. Bylaws for Athletics June 10, 2004

Section C - Sport Activity Policies

I. Sign-ups:

A. At the initial sign-up's there is participation on every team - on a first come, first serve basis.

After that any child wishing to participate on a team whose roster is filled will be placed on a

waiting list and then placed on the team if an opening occurs prior to the cut off date. Team

size is described in each sport's set of guidelines, included herein.

B. The cut off date for sign-ups shall be either the first league game or the league deadline for

filing official rosters. Intramural teams shall be eligible on or before the first game or when

the roster is full.

C. No money will be refunded to children who quit at any time after the first practice. Children

who have participated in an activity and have not paid the full cost will not be allowed to

participate in another activity until the fees (registration, fund raising, uniforms, etc.) for both

activities have been paid in full.

D. Any children who register on time for any activity or sport team will be guaranteed a place

on a team, as prescribed in the sports guidelines.

E. Children of board members will have the registration fee waived.

II. Code of Conduct: (as described in the C.Y.O. Handbook Section 1E pages 5 and 6)

A. Please report any disciplinary action taken to the appropriate coordinator so that he/she is

aware of any problems, should any complaints be received.

B. Each adult coach or advisor is required to lead his/her team or group in prayer at the

beginning of every game and practice.

III. Selection of Coaches:

A. The recommended head coaches’ names will be submitted by the coordinator, from the list

of volunteers, for the particular sport. This list is compiled from the names of people who

have indicated that they are interested in being a head coach. This list is submitted to the

Board. This request will be granted by the Board, if in their opinion, the coach is qualified to

do the job and has shown that he/she is able to work within the CYO Coaches Handbook

Guidelines. FIRST PREFERENCE for any specific team will be given to the previous

year's head coach if he/she desires.

B. If there is no head coach from the previous year, then the coordinator looks to see if there is

a head coach from a previous season who is available. Consideration is then given to this

coach.

C. If neither occurs, then the sport's coordinator must examine all candidates and determine

which person would best fit the needs of the children within the guidelines of the Athletic

Board.

D. Assistant coaches are selected by the head coach.

E. All coaches should become accredited by the Archdiocesan classes that are held periodically

during the year. All Junior, Novice, Junior Varsity, Varsity and High School level coaches

must be accredited after one year of coaching.

F. The coordinator determines if he/she wishes to be present during the selection of the coaches.

G. No Board Member may be present when voting for a coach's position that he or she would

like to coach.

H. Coaches are to be responsible for the equipment assigned to them. Loss of equipment

without replacement is grounds for exclusion from future head coaching consideration.

I. "Guidelines for Board Members to help in the selection of coaches": When time permits,

coordinators will interview coaching candidates and share the results of the interviews with

board members on the night that coaches are selected. (These interviews may be telephone

interview.)

C-1

St. Ephrem C.Y.O. Bylaws for Athletics June 10, 2004

The over-riding motivation for the program is the involvement of as many youngsters in Christian activities as

possible. For coaches' qualifications it is recommended that any coach of a parish CYO be a mature, Christian

person. Keeping in mind the enormous influence, which a coach exercises upon the participants in the CYO

program, it is a chief responsibility of the parish CYO organization to properly screen prospective coaches.

CYO sports teams, when left in the hands of irresponsible adults, are more harmful to participants than if there

were no program at all.

A Good Coach

* Knows the rules and sees that the players do too.

* Controls his/her emotions.

* Has a sense of humor.

* Knows when and who to substitute.

* Speaks in a manner and tone becoming a lady or gentleman.

* Does not criticize or praise too much.

* Realizes players never purposely make a mistake and never ridicules.

* Concentrates on coach and lets the officials call the game.

* Is fair and doesn't show favoritism.

* Sets realistic practice and game schedules.

* Never permits an ill or injured player to practice or play.

* Insists a team practice the way it will play.

* Uses all players in practices and in games.

* Never deliberately humiliates an opponent by pushing up the score.

* Insists that players accept victory with modesty and defeat without alibi.

* Does not rehash a game right after the final whistle when emotions are high, but saves detailed comments for

the next practice.

* Realizes a team's reputation is built not only on its playing ability, but also on its sportsmanship, courtesy and

manner."

Therefore if, a board member believes that the previous year's head coach meets the Good Coach guidelines,

then that board member should vote for the individual to again head coach the team. If, on the other hand, the

board member believes that the previous year's head coach did not meet the Good Coach guidelines and that

there is another candidate who does, then the board member should vote for the other candidate.

If there are several candidates applying for a coaching position, and all of the candidates meet the Good Coach

Guidelines and are considered to be comparable in knowledge of the sport and experience, then a previous

years' coach should be selected. On the other hand, if there are several candidates all of whom meet the Good

Coach Guidelines but one of whom is better qualified due to temperament, experience or knowledge, then that

individual should be selected.

The point of giving more consideration to an individual who previously coached a CYO team than to an

individual who did not previously coach a CYO team is to lessen the risk of selecting an individual who has an

unproven track record as a CYO head coach.

IV. Registration Form and Medical Information:

A. Each head coach/advisor will be given a copy of the registration form/information sheet for

each child in his/her activity. These forms MUST BE BROUGHT TO EVERY

ACTIVITY by the adult coach/advisor. If any injury occurs, the adult coach/advisor should

contact either the parents of the child or the alternate contact listed on the form as soon as

possible. If emergency treatment is required, the child should be transported to the nearest

hospital. Either the adult advisor or assistant adult advisor should accompany the child to the

hospital if the parents are not available. Remember, adult advisors, YOU ARE NOT

DOCTORS AND CAN ONLY MAKE JUDGEMENTS BASED ON THE

SITUATION. A stocked medical kit must be brought to each practice and competition.

C-2

St. Ephrem C.Y.O. Bylaws for Athletics June 10, 2004

B. If a child signs-up to participate in an activity and is unable to finish the season due to an

injury or illness, then that child is eligible for all awards that other participants receive as if

that child had participated for the whole season. It is our desire to encourage participation as

much as possible. If a child is unable to participate due to an injury or illness, then we

should encourage that child to participate in some other capacity if possible (i.e. Team

Manager, scorekeeper, timer etc.).

C. Eligibility and participation are covered by the league rules in which the team is

participating.

V. Tournaments:

A. Teams will participate in tournaments, invitational and post season competitions whenever it

is financially feasible. The CYO Board will only pay for one tournament per team.

VI. C.Y.O. Handbook:

The policies of St. Ephrem's Athletic Board are specific to the needs of St. Ephrem. They do

not supersede the Archdiocese of Philadelphia Handbook nor those directed by Region 19.

VII. Equipment and Uniforms:

A. Equipment and uniforms will be distributed to the head coaches at a pre-determined site, date

and time -- at the discretion of the equipment manager. All head coaches should inventory

equipment before signing the equipment forms. It is the head coach's responsibility to give

out the uniforms as well as to return the equipment to the equipment manager. Please

identify any problem areas at the time of return.

VIII. Program Awards:

A. Awards by sport or accomplishment are:

1) Plaques will be provided to athletes advancing to national championships or meets.

2) Novice soccer team or parish level basketball teams players that have an

undefeated, untied season will receive a trophy.

3) Intramural soccer children will receive a small trophy and all star players will

receive a medallion.

4) The CYO will provide an amount equal to or up to $35.00 per region player for a

team jacket of the school colors of blue and/or white. An amount equal to or up to

$20.00 will be provided for a team sweatshirt for a parish player. The jacket is

awarded to region teams that have achieved at least the title of Region 19 champion

or a higher championship rating. The sweatshirt is awarded to parish teams that

have achieved the title of Parish League champion or a higher championship rating.

The head coach of the team will be given a jacket/sweatshirt at no cost. Assistant

coaches must pay half the cost. The maximum number of assistant coaches that

may receive a jacket/sweatshirt are :

Baseball 3

Basketball 2

Cross Country 2

Soccer 3

Softball 3

Track and Field 2

IX. Fund Raising:

Fund raising will take place as needed. We must inspire all coaches and children on the importance of

the fund raising since the registration fee does not cover the cost of operating every sport. Any team

C-3

St. Ephrem C.Y.O. Bylaws for Athletics June 10, 2004

wishing to pursue a goal beyond those normally performed within the CYO or the Archdiocese may

collect funds after approval of the CYO Board to help defray the cost associated with this event. Any

funds collected for this special event will receive 1/2 of the collected funds in additional monies from

the CYO Board to assist in this fund raising.

X. Team Pictures:

The date will be set during the sport season for the purpose of individual and team pictures.

XI. Charter:

Participation of teams in the CYO program requires that a Charter be completed and sent to the

Archdiocese of Philadelphia. Included with the appropriate charter paperwork, a fee (nominal) is

charged for each player. The charter and fee must be sent before November 1 or the teams will not be

able to participate.

I. Teams:

Number of teams will be determined by the total number of children signed-up.

A. Team Selection:

1) Determined by a minimum of two (2) general practices held by the coaching staff.

The best players at any given level will be placed on the "A" team regardless of

grade level (i.e. 5th and 6th graders on the J.V.; 7th and 8th graders on the varsity).

Being 6th grade J.V or 8th grade Varsity does not give a player an automatic spot

on the "A" team. This must be earned through his ability.

2) The "B" team will consist of the remaining players who signed-up to play.

3) If there are enough players remaining after the "A" team has been selected to field

two or more teams at any given level of play, the teams will be divided with equal

talent on each team.

4) There will be a minimum of twelve (12) players on each team and a maximum of

up to twenty-five (25) players on any team.

II. Games and Practice Schedules:

A. Game schedule will be assigned by Region 19.

B. Practice schedules will be handed out by the Spring Coordinator. These will be determined

by field availability. Copies of field permits for practices and home games will be issued to

the head coach.

III. Junior Varsity and varsity Programs:

A. The varsity program consists of 7th and 8th graders.

B. The junior varsity (JV) program will consist of 5th and 6th graders. Should there be enough

interest in other Region 19 schools, St. Ephrem will try to field a JV team. This league will

play under Little League rules.

C. The coaches for each of the "A" teams will be selected before the player evaluation starts.

Working as a group with the other coaches they will select the members of the "A" team at a

given level of play. Each head coach will have the final say where equal talent is involved.

IV. Miscellaneous Information:

A. The season may start on March 1.
