This is an opportunity for the Board to solicit and review testimony from the

public regarding whether each pupil in the District has, or will have, prior to the

end of fiscal year 2003-2004, sufficient textbooks or instructional materials, or

both, in each subject that are consistent with the content and cycles of the

curriculum.

Administration is seeking authorization to obtain bids related to dairy products,

paper products, and food products.

5.1 Public Hearing – Certification of Provision for Funds Received Under the

Description:



The Board of Trustees is required to conduct a public hearing regarding whether each

pupil in the District in Kindergarten through grade 12, has been provided with a

standards-aligned textbook or basic instructional materials or both prior to the end of

fiscal year 2003-2004, in each subject that are consistent with the content and cycles of

the curriculum framework adopted by the State Board.



A public notice has been posted at three places; the District Office, San Jacinto High

School Library, and the City of San Jacinto. This is the time and place designated for

the public hearing, during which the Board may receive input.

PUBLIC HEARING NOTICE



PUPIL TEXTBOOK AND INSTRUCTIONAL MATERIALS





NOTICE IS HEREBY GIVEN that the Board of Trustees of the San Jacinto Unified

School District will, at its meeting to be held on June 8, 2004, encourage participation by

parents, teachers, members of the community interested in the affairs of the School District.

The School District would encourage community participation in determining whether each pupil

in the School District has, prior to the end of the fiscal year, sufficient textbooks or instructional

materials that are consistent with the content of the curriculum framework and Education Code

Sections 60119, 60422 (b), and 60451.



The June 8, 2004, meeting of the Board of Trustees of the San Jacinto Unified School

District will begin at 4:30 p.m. in the Board room of the District located at 2045 South San

Jacinto Avenue, San Jacinto, California. Questions and/or comments should be directed to

Myrna Rohr, Assistant Superintendent, Educational Services, at 909 929-7700, X-4259 on or

before June 8, 2004.

6.1 Approve Declaration of Need for Fully-Qualified Educators



Description:



Title V Regulation 80026, which went into effect July 1, 1994, requires that a

“Declaration of Need for Fully-Qualified Educators” be submitted to the California

Commission on Teacher Credentialing as a prerequisite to the issuance of any

Emergency Permit for the District. This declaration is one of the requirements

governing the issuance of Emergency Teaching Permits and the orientation, guidance

and training of Emergency Permit holders. The District has historically hired teachers

on Emergency Permits to fill partial mathematics, science, or areas of statewide

shortage, such as the English Language Learner Program and Special Education. In

addition, due to the implementation of class size reduction throughout the State of

California, Multiple Subject elementary teachers have been added to this Declaration of

Need document. By identifying specific “teaching need areas” on the document to the

California Commission on Teacher Credentialing, the Commission keeps current on

individual district shortage areas. The District will continue to pursue fully credentialed

teachers.

Description:



Commencement ceremonies will be held on June 9, 2004, at Mt. View High School and

June 10, 2004, at San Jacinto High School. The attached is the official list of those

students who will graduate, contingent upon their completing all high school graduation

requirements, for the Class of 2004. It is recommended that the Board approve the

graduates for the Class of 2004.

Description:



Attached is a resolution and certification adopted by the State Board of Education calling

for the determination as to whether each pupil in the District in Kindergarten through

Grade 12, has been provided with a standards-aligned textbook or basic instructional

materials or both prior to the end of Fiscal Year 2003-2004, in each of the following

areas: history/social science, mathematics, reading/language arts, and science.



 Grades K-8 instructional materials were purchased from an approved standards-

aligned State adopted list as required by CCR, Title 5, Section 9531.



 Grades 9-12 instructional materials were adopted by the Board of Trustees

following District review of the materials and their alignment with State content

standards as required by CCR, Title 5, Section 9531 and Education Code

Section 60451.

RESOLUTION FOR PUPIL TEXTBOOK AND

INSTRUCTIONAL MATERIALS COMPLIANCE

PURSUANT TO EDUCATION CODE SECTION 60119, 60422(b), and 60451

FOR FISCAL YEARS 2003-2004





WHEREAS, the Board of Trustees, in order to comply with the requirements of

Education Code Sections 60119, 60422(b), and 60451 held a Public Hearing on June 8, 2004;

and



WHEREAS, the Board of Trustees provided at least ten days notice of the Public

Hearing posted in at least three public placed with the District that stated the time, place and

purpose of the hearing; and



WHEREAS, the Board of Trustees encouraged participation by parents, teachers,

members of the community interested in the affairs of the School District, and bargaining unit

leaders; and



WHEREAS, information provided at the Public Hearing and to the Board of Trustees at

the public meeting detailed that sufficient textbooks and instructional materials in all subjects

consistent with the cycles and content of the curriculum frameworks were provided to all

students in the District;



NOW, THEREFORE, BE IT RESOLVED, that the San Jacinto Unified School District

has for the 2003-2004 School Year, that each student has been provided with sufficient

textbooks and instructional materials consistent with the cycles and content of the curriculum

frameworks adopted by the State Board.



PASSED and ADOPTED this 8th day of June, 2004, by the San Jacinto Unified School

District Board of Trustees, San Jacinto, Riverside County, California.

The local Governing Board hereby certifies that as of this date, each pupil in the District, in

Kindergarten through Grade 12, has been provided with a standards-aligned textbook or basic

instructional materials in each of the following areas:



 History/Social Science

 Mathematics

 Reading/Language Arts

 Science



For students in Grades K-8, the instructional materials were purchased from an approved

standards-aligned State adopted list as required by CCR, Title 5, Section 9531.



For students in Grades 9-12, the instructional materials were adopted by the local Governing

Board following District review of the materials and their alignment with State content standards

as required by CCR, Title 5, Section 9531 and Education Code Section 60451.



Certification was approved by the local Governing Board at a public meeting held on June 8,

2004.



This certification is required before IMFRP funds may be spent on other adopted instructional

materials.



Your signature and date at the bottom of this form shall serve as notification to the

Superintendent of Public Instruction and the County Office of Education that the governing

board of your district has complied with the requirements of Education Code Section 60422(a)

and 60119. This certification must be kept on file in the District for auditing purposes.

6.4 Approve Upward Bound Summer 2004 Enrichment Program for Mountain View

High School



Description:



A Summer Enrichment Program will be held on the Mt. San Jacinto Community College

Campus for six weeks beginning June 21, 2004 through July 30, 2004. Mountain View

students in this summer program may take up to six classes; high school level math,

English and Spanish as well as study skills and two high interest elective classes. High

school elective credit will be awarded toward a student’s graduation from Mountain View

High School. Credit will be awarded using the same criteria required for District credits.

6.5 Authorization for Food Services to Advertise for Bids Related to Dairy Products,

Paper Products, and Food Products for the 2004-2005 School Year



Description:



Next fiscal year, the Food Services Department expects to spend approximately

$170,000 on milk and other dairy products, approximately $300,000 on food products

and approximately $70,000 on paper products. The District has the option under

Education Code and Public Contract Law to bid perishable food stuffs. The Food

Services Department has recommended that their perishable items be bid this year.

With the opening of two new schools, the cost of paper products related to Food

Services will exceed the current State bid limit. Consequently, staff is recommending

that perishable food stuffs, milk and dairy products, and other food products be bid in

addition to the paper products.



Fiscal Implications:



Food Service Funds.



Recommended Action:



That the Board authorizes Food Services to advertise for bids related to dairy products,

paper products, and food products for the 2004-2005 School Year.
