Programs

 A "career and professional academy" is a research-based

program that integrates a rigorous academic curriculum with an

industry-specific curriculum aligned directly to priority workforce

needs established by the regional workforce board.

 14 required elements in the law that define a career and

professional academy.

 s. 1011.62(1)(o) – Calculation of additional full-time

equivalence membership based on certification of

successful completion of industry-certified career and

professional academy pursuant to s. 1003.492

 Student eligibility for additional FTE is based on the following:

 Enrollment in a registered career and professional academy

 Completion of a certification on the approved list

 Receipt of standard high school diploma



 Students earning certification through dual enrollment are not

eligible for the additional FTE calculation

Comprehensive Industry Certification List

 Agency for Workforce Innovation (AWI) creates and

maintains comprehensive list of highest and best industry-

recognized certifications.

 Must be approved by Workforce Florida, Inc.

 Includes certifications that may not be earned by students

at the secondary level, although the student may take

introductory coursework leading to the certification

 Serves as the basis for the annual “Industry Certification

Funding List”

Comprehensive Industry Certification List

 By March 1 of each calendar year, Workforce Florida, Inc.

shall approve the comprehensive list

 This will apply for the subsequent academic year

 Example: 2009-10 list was published by March 1, 2009



Comprehensive Industry Certification List

 Additional industry certifications may be recommended to

the Agency for Workforce Innovation or Workforce Florida,

Inc. by regional workforce boards and career and

professional academies.

 These submissions will be reviewed and, if approved, will

be included on the comprehensive list for that year.

Industry Certification Funding List

 Created by the Division of Workforce Education

 Approved by the State Board of Education each year

 For inclusion:

 The certification shall be on the “Comprehensive Industry

Certification List.”

 The certification shall be achievable by students in a secondary

level program.

 The certification shall require a minimum of 150 hours of

instruction.

 The certification shall have been offered for at least one year in

a school district. (This requirement may be waived by the

Commissioner of Education.)



Industry Certification Funding List

 The DOE will publish the following each year:

 Preliminary “Industry Certification Funding List”

 After this list is published, districts have a window from March 15 to April 15

of each year to request additions to the final list

 Final “Industry Certification Funding List.”

 This list is adopted by the State Board of Education in the June/July meeting



Registration of Career and Professional

Academies

 DOE will maintain a website for school districts to register

career and professional academies that meet the

requirements of s. 1003.493, F.S.

 The reporting window will be available from July to

September 15, annually.

 The required information will include, but is not limited to,

the following:

 Academy name and school.

 List of industry certifications offered to students in the academy

selected from the final “Industry Certification Funding List.”

 Superintendents must certify that each academy meets all

of the requirements of s. 1003.493, F.S.

 Eligibility for funding is limited to academies registered

with the DOE under s. 1011.62(1)(q), F.S.

Academies

 Academies must be registered by September 15 of the

reporting year for their students to be eligible to generate

bonus funding based on the completion of industry

Certifications (e.g. 2008-09 Academies must be

registered by September 15, 2008; bonus funding would

be received in 2009-10 fiscal year).

Guidelines for Reporting

 GUIDELINE 1 -- Data on industry certifications is reported

on the Vocational Student Course format (Survey 5).

Data on students in registered career and professional

academy is reported on the Federal State Indicator Status

format for Surveys 2, 3, and 5.

 For industry certifications, districts will have until the final close

date for Survey 5 to update these records. For example, in the

2007-08 reporting cycle, Survey 5 was closed on February 28,

2009. The survey period dates are approved and published by

the Department on an annual basis.

Guidelines for Reporting

 GUIDELINE 2 -- Districts must report on all industry

certifications taken, including those which a student did

not successfully complete.

 There are two elements that must be reported: Industry

Certification Identifier and Industry Certification Outcome.

 GUIDELINE 3 -- Districts must report all industry

certifications taken and/or passed with a linkage to a

career and technical education course and a career and

technical education.

 Districts may report certifications earned through dual

enrollment on Vocational Student Course (Survey 5). These

certifications may count for the high school grades calculation.

Department MIS representative for details.

Guidelines for Reporting

 GUIDELINE 4 -- Districts should report an industry

certification for a student during the academic year in

which the student took the coursework that lead to the

certification.

 For purposes of the additional FTE membership, a student may

not complete all of the requirements in a single year. The

Department plans to check all students who graduate with a

standard diploma against a multi-year file of students earning

industry certifications and enrolled in a registered career and

professional academy.



Miscellaneous Additional Information

Performance Criteria

 Performance criteria as specified in s. 1003.493(5), F.S.,

must be calculated as follows:

1. The denominator is the number of students in the career course

who took the industry certification examination or who earned

college credit for enrollment in the career course.

2. The numerator is the number of students in the denominator

who successfully passed an industry certification on the

“Industry Certification Funding List” or who earned college

credit.

3. School districts that do not meet the performance criteria

specified in s.1003.493(5), F.S., may not offer that Industry

certification in the academy in the subsequent year.

4. In the annual registration process for the academy, the school

district can no longer report an industry certification that fails to

meet the performance criteria in the academy and will not be

eligible to receive bonus FTE for that industry certification under

the requirements of s.1011.62(1)(q), F.S.
