REQUIREMENTS             : An appropriate three year Bachelor’s
                         Degree/Diploma or equivalent qualification.

RECOMMENDATION           : Good knowledge of HIV/AIDS, counseling skills,
                         employee      health    and    wellness.    Good
                         communications (verbal and written) and public
                         speaking skills, strong interpersonal and liaison
                         skills, highly motivated, ability to work
                         independently, well developed planning and
                         organizing skills.

KEY RESPONSIBILITIES     : Facilitate the implementation of the
                         departmental policy with regard to the HIV/Aids
                         and Employee Health and Wellness to ensure
                         adherence and compliance to the policy;

                         Assist the line functionaries with the
                         implementation of the HIV/Aids and Employee
                         Health and Wellness policies to ensure
                         integration of the policy guidelines and strategies
                         into the existing departmental strategy;
                   Contribute to the compilation of the Operational
                   Plan of the Sub directorate to ensure that
                   activities outlined on the departmental strategic
                   plan are being achieved;

                   Initiate, facilitate and co-ordinate matters
                   relating to HIV/Aids and special projects in the
                   Department to ensure that the quality of projects
                   and matters relating to HIV/Aids are up to
                   standard;

                   Provide counseling services to the HIV/Aids
                   infected and affected employees of the Provincial
                   Treasury to ensure that they receive emotional
                   and psychological support and provide support
                   to Management to sensitize them on issues of
                   HIV/Aids by ensuring that there is empowerment
                   of all the vulnerable groups (infected and
                   affected people);

                   Organise and facilitate departmental HIV/Aids
                   programmes (eg workshops, seminars and
                   information sessions) to ensure awareness,
                   education and wellness around HIV/Aids issues;

                   Compile monthly reports on all activities of
                   HIV/Aids for presentation and progress made on
                   all activities.

REQUIREMENTS             : An appropriate three year Bachelor’s
                         Degree/Diploma or equivalent qualification with
                         at least Accounting II as passed subject.
                         Extensive experience with financial statements or
                         articles completed.

RECOMMENDATION           : Experience of Accrual Accounting. Knowledge of
                         Accounting Standards. Accounting as a major
                         subject.

KEY RESPONSIBILITIES     : Ensure that training is provided to all SCOA
                         items users within the Free State Provincial
                         Administration to ensure capacity building to
                         enhance effective and efficient accounting
                         system;

                         Evaluate and perform analyses of Departmental
                         and Public Entity Financial Statements, Audit
                         Reports and compile Consolidated Financial
                         Statements to report on the financial positions of
                         the Province;

                         Compile provincial policies and procedures in
                         order to ensure implementation and adherence
                         by all provincial departments as well as the
                         amendment and implementation of National
                         Treasury prescripts and approved accounting
                         Standards;

                         Ensure the compilation of monitoring reports
                         (KPI’s) to promote accurate and credible
                         accounting information;
                   Monitor all bank accounts utilized by
                   Departments and Public Entities and exercise
                   control over the evaluation of SCOA items, and
                   any new financial system to ensure adherence to
                   Provincial and National Norms and Standards;

                   Contribute to the sub-directorate’s budget and
                   operational plan to ensure that objectives
                   outlined in the department’s strategic plan are
                   achieved;

                       amendment and implementation of National
                       Treasury prescripts and/or approved Accounting
                       Standards;

                       Checking of monitoring reports (KPI’s) and
                       utilization of all SCOA items to promote accurate
                       and credible accounting information;

                        Evaluation of all accounts utilized any new
                       financial systems or accounting procedure to
                       ensure adherence to Provincial and National
                       Norms and Standards.

RECOMMENDATION          : Appropriate experience in Budgeting, Financial
                        Management and Public Sector environment.
                        Knowledge of Treasury Regulations, PFMA, and
                        DORA will be an advantage. The candidate will
                        travel from time to time.

KEY RESPONSIBILITIES    : Monitor and report on the progress made with
                        regard to the implementation of Strategic Plan
                        and Free State Growth and Development
                        Strategy and Projects;

                        Analyse, interpret and report on the monthly
                        expenditure trends and variances;

                        Assess and report on the alignment of actual
                        expenditure trends with the non-financial data
                        (outputs);

                        Monitor and report on quarterly basis compliance
                        with regard to conditions of the conditional
                        grants;

                        Present and prepare quarterly budget outcomes
                        on the state of the department’s budgets;

                       reforms agenda at local sphere of government
                       and MFMA. Officer will be required to travel from
                       time to time depending on the needs.

KEY RESPONSIBILITIES     : Monitor and analyse monthly
                         expenditure of all Municipalities and
                         promote accurate and quality
                         financial reporting;

                        Implement new financial reforms to promote
                        credible Municipal annual adjustment budgets,
                        financial statements and monthly, quarterly,
                        bi-annual and annual financial reports;

                        Develop and ensure payment schedules are
                        published and monitor outcomes against the
                        schedule of payments;

                        Evaluate monthly, quarterly, bi-annual and
                        annual financial outcomes report to National
                        Treasury on Municipal Finances;
                        Monitor and evaluate on PROPAC resolutions
                        on Municipalities;

                        Monitor and analyse the Municipal budget
                        processes;

                        Monitor compliance of the Municipal Finance
                        Management Act;

                       Monitor and ensure Supply Chain Management
                       prescripts are implemented at all Municipalities.

                       Thorough knowledge of the Public Finance
                       Management     Act   (PFMA)  and   Treasury
                       Regulations. Experience in a Treasury/Audit
                       environment.

KEY RESPONSIBILITIES   : Give guidance and advice to Provincial
                       Departments regarding the implementation of
                       the PFMA;

                       Monitor and evaluate compliance with the PFMA
                       by Departments/ Provincial Public Entities;

                       Exercise control over the implementation of the
                       PFMA by Provincial Departments/ Public Entities;

                       Evaluate monthly reports in preparation of the
                       quarterly reports to the Executive Council on the
                       progress made regarding compliance with the
                       PFMA;

                       Handle of Provincial Public Accounts Committee
                       (PROPAC) Resolutions;
                                   Prepare guidelines, norms and standards to be
                                  issued in the Provincial government;

                                  Manage the employees within the Sub-
                                  directorate.
