                  ENGINEERING DEPARTMENT OF BIKANER DIVISION
                     IMPLEMENTATION OF RIGHT TO INFORMATION ACT, 2005


(i) The particulars of its organization, functions and duties :

       Civil Engineering organization of the Railway in the Division deals with construction,
maintenance and renewal of Civil Engineering structures / assets on the Railway e.g. Track
including Bridges etc, buildings, sheds, steel structures, water supply, sewerage disposal, etc.

       The connected responsibilities also include preparation of drawings, works programme
for track and other works, management of Civil Engineering Contracts and Land Management etc.

      Civil Engineering department in the Division is headed by Senior Divisional
Engineer(Co-ord) and at present assisted by two Sr. Divisional Engineer & other two
Divisional Engineers. There are 9 subdivisions – 2 with each sectional Sr.DEN/DEN and one
ADEN/HQ directly reporting to Sr.DEN/Co. ADEN/TMC & ADEN/Track posted at BKN, responsible
for working of Track machines & USFD testing on the division. There are several field units with
independent in-charges at the grass root level of the division for smooth functioning and
efficient management of the system.

       Thus, Civil Engineering       department     in the division   is basically responsible for
implementing various instructions issued by Railway Board through HQ at the field level. It draws
action plan to achieve various goals and objectives set for the Division and monitor the
activities of day-to-day maintenance and execution of various related works. Civil Engineering
Department is also responsible for submitting the proposal to Headquarters for improving the
Railway system based upon feedback from the users and experience gained in the division.


(ii) The Powers and duties of its officers and employees:

       The powers and duties of officers are framed by HQs / Railway Board. Officers
exercise powers as laid down in various Schedule of Powers on works, establishment,
stores & miscellaneous matters.

       It is the duty of the officers to arrange for proper execution of works in the Division and for
maintenance of different Civil Engineering assets of the Division for smooth working. It is the
duty of officers and employees to see that the periodical maintenance and renewal works are
planned properly and executed at the field.


       The branch officer will co-ordinate all the activities pertaining to the department and
organize various activities as per the codes, manuals, circulars & instructions issued by HQ
and Railway Board from time to time. The officers are responsible for getting instructions of Railway
Board implemented in their jurisdiction, framing action plans and monitor their implementation.
Since the department does not have direct interface with the public, elaborate statement of duties /
powers are not relevant.
(iii) The procedure followed in the decision making process including channels of supervision and
accountability :
       The decision making process in the department is multifarious and vests upon
various authorities. These are basically assigned to different levels keeping in view its importance
and implications. The decisions which have wider implications are taken at the highest level
in line with Railway Board’s plan / instructions. The decisions on normal working and for local
issues are taken by Divisional Authorities and in certain cases of greater importance at HQ
level in the form of approval / acceptance or in the form of a committee nominated /
appointed for the purpose. The facts collected at field / assistant levels are investigated,
complied and analyzed at the Divisional level and the decisions are taken at HQ.
       The officers and staff are accountable to their superior officers and also to the
extent as laid down in Codes and Manuals on technical and financial subjects.


(iv)The norms set by it for the discharge of its functions :

       The basic norms for disposal / processing of cases are governed by different codes,
Manuals and Technical Circulars framed by Headquarters / Railway Board, which in turn help to
monitor and maintain efficient working of the Civil Engineering Wing in the division and to assist
/ give feed-back to the establishment in Headquarters so as to ensure the Railways objective of
safe and smooth running of trains, to monitor the activities of day-to-day maintenance and
inspection of Civil Engineering structures as laid down in Codes and Manuals at various levels
and to conform schedules of action plan assigned to the department.
(v) The rules, regulations, manuals and records held by it or under its control or used by its
employees for discharging its functions :
       The rules & regulations are uniform for all the departments. The manuals & records referred
by the department for discharging its functions are as under :-

                    (2)     Indian Railway P.Way Manual.
                    (3)     Indian Railway Works Manual.
                    (4)     Indian Railway Bridge Manual.
                    (5)     USFD Manual.
                    (6)     LWR Manual.
                    (7)     Track Manual Vol.I & II.
                    (8)     Thermit Welding Manual.
                    (9)     Track Machine Manual.
                    (10)    Schedule of dimension.
                    (11)    Schedule of Rates.
                    (12)    General Conditions of Contract.
                    (13)     RDSO Ballast Specification.

(vi)   A statement of the categories of document that are held by it or under its control :
       Codes, Manuals, Specifications, Drawings, Records / files pertaining to inspections at
various levels and remedial actions, finalization and execution of contracts related to Civil
Engineering works. The policy guidelines and instructions from Railway Board, correction slips to
various Codes & Manuals. Internal correspondence to carry out official jobs, which is not relevant to
public at large.

(vii) The particulars of any arrangement that exists for consultation with, or representation, by the
members of the public in relation to the formulation of its policy or implementation thereof :
        This being a technical department and a service wing of the Railways and maintaining the
infrastructure and supporting the Railways from back end, there is no machineries / arrangements
for consultation with the public in formulation of its policy or implementation thereof. However,
suggestions given by Station Consultative committee and through Public Grievances are given due
consideration by the department in the Division.
(viii) A statement of the boards, councils, committees and other bodies consisting of two or more
persons constituted as its part or for the purpose of its advice, and as to whether meetings of those
boards, councils committees and other bodies are open to the public, or the minutes of such
meetings are accessible to public :
        There are no boards, councils and other bodies for any advice to the Department. The
working is already well defined by various Codes and Manuals, annual budget and action plans of
Ministry of Railway and Railway Board’s instructions issued from time to time. Only committees are
formed consisting of 1, 2 or 3 members as and when required in internal discharge of functions /
duties e.g. inquiry into accident cases, Works contracts, Arbitration etc.


(ix) A Directory of its officers and employees :
    Information available in Telephone directory.
(x) The monthly remuneration received by each of its officers and employees, including the system
of compensation as provided in its regulations :
    This is as per Central Government VIth Pay Commission.
(xi) The budget allocated to each of its agency, indicating the particulars of all plans, proposed
expenditures and reports on disbursements made :
     Works are executed as per Works Programme which include Works in progress and new
works sanctioned, based on the throw forward liabilities of old works. The funds available are
specified by Railway Budget every year. Works programme booklets of various Volumes circulated
by Headquarters are adhered to in executing the works in the Division. Works are also executed
chargeable to revenue estimate / expenditure. The budget allocations for revenue as well as capital
expenditure are published every year after the Railway Budget is passed by the Parliament.
                         OVERVIEW OF BIKANER DIVISION

BRIEF HISTORY
   The first Railway link to Bikaner was established on 9th Dec.,1891 as a part of Jodhpur State
    Railway. In 1924, Bikaner State Railway came into existence. Direct Rail link between
    Bikaner-Delhi was established in 1941. In 1952, at the time of re-organization of Railways,
    Bikaner Division was formed and took over Bikaner State Railway and part of Delhi-Rewari-
    Fazilka section.
   Initially it was an MG Division with over 1800 route Kms. covering the States of Rajasthan,
    Haryana, Punjab and Delhi.
   Presently, the total route Kms. are 1772.824 with following break up of BG & MG

   BG conversion started on this division in 1978. After conversion, Kotkapura-Fazilka section
    was transferred to Firozpur Division to maintain BG continuity.
   Conversion of Bathinda-Rewari section to BG in 1994 has opened an alternate, shorter BG
    route connecting Ambala & Firozepur Divisions with Western & Central Railways, thereby,
    decongesting Delhi Area.
   Similarly conversion of Bikaner-Merta Road route to BG, has opened an alternative North-
    South route viz. Bathinda - Lalgarh - Bikaner - Merta Road - Jaipur and Bikaner - Merta Road -
    Ahmedabad.
   Steam traction operation on MG was discontinued in Jan.,1994 and all the steam sheds have
    since been closed and all the services dieselised.
   After formation of North Western Railway, section form Rewari to Delhi Sarai Rohilla has been
    transferred to Delhi division and the section from Rohtak to Bhiwani has been taken over from
    Delhi division w.e.f. 1/4/03.
   A New Broad Gauge rail link between Kolayat – Phalodi (112.09 Kms.) has been established
    on 18.06.2007.
   Newly converted Rewari – Sadulpur section has been opened for passenger / freight operation
    w.e.f. 17.9.08.
   Newly converted Sadulpur-Hisar section has been opened for passenger / freight operation
    w.e.f. 26.1.09.
   Newly converted Sadulpur-Ratangarh section has been opened for passenger / freight
    operation w.e.f. 1.8.10.
   Bikaner – Ratangarh section has been closed for Gauge Conversion work since 1.8.10. with
    completion of track linking. Trial engine has completed it run successfully on 03.11.10.
                    INTRODUCTION OF ENGINEERING DEPARTMENT
1. ORGANISATION

             Sr.DEN/Co-ord. is overall incharge of Engineering branch. Besides him, there are
      two sectional SrDENs and two sectional DENs in divisional office. There are
      9 subdivisions – 2 with each sectional Sr.DEN/DEN and one ADEN/HQ directly
      reporting to Sr.DEN/Co. ADEN/TMC & ADEN/Track posted at BKN, responsible for
      working of Track machines & USFD testing on the division. There are 23 SSE/SE
      (P.Way) in-charges (including one SSE/P.Way/Track depot/SDLP) and 10 SSE/SE
      (Works) in-charges on the division.
             A training school at Lalgarh headed by SSE/P.Way is functioning which is
      imparting regular training to Engineering field staff.
