MEMORANDUM FOR SEE DISTRIBUTION

SUBJECT: Fiscal Year (FY) 2011 Personnel Readiness Summit (PRS) Memorandum of
Instruction (Change 1)

1. The 2011 PRS will be conducted at the Omni William Penn Hotel located at 530 William
Penn Place, Pittsburgh, PA 15219. The PRS will take place between Tuesday, 15 August 2011,
and Friday, 19 August 2011. Travel days will be Monday, 15 August 2011, and Friday, 19
August 2011. The summit will be a joint event of the GSZ and the G1 and will include the
NRRAC and MILPAC. The intent of these workshops is to address End Strength (ES) factors
together as an HR community. Hotel accommodations for GSD/Recruiting and Retention
personnel will be provided by the Omni William Penn Hotel and accommodations for G1 and
MILPAC personnel will be provided by the Doubletree Hotel located at One Bigelow Square,
Pittsburgh, PA 15219. The two hotels are separated by a short outdoor walk of approximately
one block.

2. The PRS will allow for collaboration on several matters pertaining to the FY11 closeout
strategy and FY12/13 end-strength targets for all 54 States and Territories. The PRS will host 3
workshops as well as other events. Each workshop will focus on unique end-strength challenges
and goals. The workshops are as follows:

       1. Accessions
       2. Retention/Attrition management
       3. Incentives Way Ahead

3. States are authorized to send no more than six representatives to participate in the PRS
(includes personnel attending MILPAC events). Recommended attendees are:
       -RRC
       -R&R SGM or CSM
       -OSM
       -Retention SME (subject matter expert)
       -MILPO
       -MILPO SGM

Requests to add additional participants must be approved by ARNG-GSS. The PRS and the 40th
Annual conference of the Enlisted Association of the National Guard of the United States
(EANGUS) will be held simultaneously. For those of you interested in attending both,
EANGUS is being held in Charleston, WV, approximately 230 miles, or 4 hrs driving time, from
Pittsburgh, PA.
4. All attendees must register for the PRS no later than (NLT) 5 August 2011. The PRS is not
designed to be conducted as a round-robin event. Therefore, attendees may only sign up for one
workshop. The registration site is hosted through the ARNG G1 Personnel Gateway at:

Common Access Card (CAC) in order to access the site.

5. GSD/Recruiting and Retention participants should call 800-843-6664 to reserve lodging and
ask for the “NGB-ES Summit”. It is recommended to make reservations NLT 21 July 2011.
Reservations made after 21 July 2011 will be provided on a space available basis. Individual
cancellations must be made at least 24 hours prior to arrival date, in order to avoid being billed
for one night’s lodging and applicable taxes. Check-in time is 1500 hours, Eastern Standard
Time. Please contact the hotel at 1-412-281-7100 to accommodate any late check-in requests or
cancellations.

6. G1/MILPAC participants should call 800-222-TREE to reserve lodging and ask for the
“MILPAC Workshop”. It is recommended to make reservations NLT 21 July 2011.
Reservations made after 21 July 2011 will be provided on a space available basis. Individual
cancellations must be made at least 72 hours prior to arrival date, in order to avoid being billed
for one night’s lodging and applicable taxes. Check-in time is 1500 hours, Eastern Standard
Time. Please contact the hotel at 1-412-281-5800 to accommodate any late check-in requests or
cancellations.

7. All States will be required to participate in a one on one briefing with COL Pheil and LTC
Michel to discuss FY12 missions and plans. These sessions are separate and will be scheduled in
15 minute blocks Tuesday through Thursday. Briefing templates are enclosures 3 and 4 to this
MOI and are TBP. (SLIDE TEMPLATES/BRIEFING TEMPLATES AND SCHEDULE
WILL BE EMAILED AT A LATER DATE)

8. The closest airport to the Omni William Penn and Doubletree hotels is the Pittsburgh
International Airport (PIT) http://www.pitairport.com/. Transportation options from the airport
to the hotels include shuttle or taxi services. Approximate one-way costs are $22 for the shuttle
service and $40 for taxi service.

9. Participants located within neighboring States are highly encouraged to use the mode of travel
most advantageous to the government. Use of GSA vehicles or commercial rental cars secured
through DTS should be considered in lieu of air travel.

10. Parking at the Omni William Penn is $13.75/day (Mellon parking garage) and $15/day at the
Doubletree.

11. Internet access within the Omni William Penn is available for a daily fee of $9.95 or free
when registering as a member of their “Select Guest” loyalty program
http://www.omnihotels.com/Home/SelectGuestProgram.aspx. Internet access within the
Doubletree is complimentary.
12. All attendees are required to check-in with ARNG-GSS staff upon arrival to hotel. There
will be a check-in table located in the main lobby of the Omni William Penn on Monday, 15
August and Tuesday, 16 August. The check-in table will be open from 1300 to 1900 on Monday
and 0700 to 1200 on Tuesday.

13. Uniform for the conference will be the Army Combat Uniform (ACU). Participants for the
out briefs have the option of ACU or business casual. A social event will be held on Tuesday, 16
August from 1800 to 2000. Uniform for this event is casual civilian attire.

14. Workgroup out briefs will be conducted on Friday, 19 August, beginning at 0800. All PRS
personnel are invited to attend. Required participants will be Workshop leads and RRAC
leadership and MILPAC EC members. Out brief attendees should not plan on departing from the
hotel prior to 1200 hours. Uniform for the out brief will be ACU or business casual.

15. All participants will be charged a non-refundable registration fee of $50.00. This will be
directly billed by the hotel, and will show up as a “registration fee” on your final invoice.
