STANDARD OPERATING PROCEDURE SAMPLE
SEGWAY PROGRAM
INTRODUCTION
The objective of this Standard Operating Procedure (SOP) is to provide an established
list of protocols for selecting personnel and to provide guidance in the operation and
management for successful operation of the Segway Program.
PURPOSE
Customization of the following paragraphs should be based on your specific
objectives and goals in implementing the Segway PT into your department.
The purpose of the Segway Program is to provide an alternative transportation device
to satisfy a recognizable need at (identify the facility or environment).
The Segway PT enables personnel with a quick response tool capable of carrying
supplies and providing emergency warning devises that help reach the scene rapidly,
giving personnel a height advantage as they ride, and providing superior visual
coverage of areas. In addition, personnel riding the Segway PT unit will be able to
cover a greater area more quickly than if traveling by foot.
The use of the Segway PT is to also encourage members of the public to interact with
department personnel and to engage in conversation, share information, present
problems and concerns, which will result in better public relations.
3
POLICY
Customization of these paragraphs is based on customer specific objectives
and goals in implementing the Segway PT into the organizational
environment.
The policy of the department is to provide increased visibility and rapid response times
to request for services. The Segway PT is extremely effective in reducing the time it
takes personnel to cover large areas. The Segway PT provides personnel with the
ability to carry moderately heavy equipment without taxing the user. Officers will also
be highly visible representing a unique ability to reduce the opportunity for illegal
activity in and around their assigned routes.
I. STRUCTURE AND STAFFING
Because the Segway PT is to be used in public settings participants will be
highly visible to the public so this section could be modified to indicate that
those in the program should be highly motivated, professional and willing to
represent the department in public settings.
A. Segway PT Coordinator
It is recommended that a staff member be selected to oversee the Segway
Program. This person would be considered the Segway PT subject matter
expert for the department. Throughout this document that person will be
referred to as the Segway Coordinator. The responsibilities of the Segway
Coordinator should include, but are not limited to:
The selection of personnel who will participate in the Segway program
Overseeing the Training for Segway program participants
Ensuring that only trained personnel operate department Segway PT
units
Ensure personnel proficiency levels are maintained through continual
re-certification and On-The-Job training
The supervision of maintenance and repair of the Segway PT units as
specified in the Preventive Maintenance Guide
Assigning the Segway PT units to personnel, selected posts and special
events
Maintaining the Segway PT inventory
Being the liaison between the department and the Segway Dealer
4
B. Segway Team Personnel
Segway Team personnel are those employees who have volunteered for,
or have been selected for the Segway Program by the Segway
Coordinator, and who have successfully met all of the criteria set forth by
this SOP.
C. Segway Team Personnel Selection Criteria
Segway Team personnel will ride in a variety of lighting, terrain, and
weather conditions and must be willing to ride in these conditions.
Personnel selected for the Segway program should be in good physical
condition and fall within the recommended weight limits for riders and
cargo for the Segway PT to function at optimal levels.
The maximum payload of the Segway PT (rider, installed options, and
other auxiliary equipment) should not exceed 260 lbs. Exceeding the
260 lb payload may decrease rider safety, reduce the performance and
increase the risk of damage to the Segway PT unit.
NOTE: Segway recognizes that riders engaged in first responder,
specialized military, and law enforcement applications may often
exceed the recommended maximum payload weight limit. For riders
engaged in these applications, the benefits of utilizing a Segway PT
may outweigh the risk involved in exceeding the maximum payload. To
minimize this increased risk, riders with heavier payloads should be
especially careful to follow the instructions and warnings contained
within the Segway Certified Training Program.
If the Segway Coordinator has any reservations about a person’s
physical condition or ability to participate in the Segway Program, that
person will not be permitted to participate in the Segway Program until
the issue is satisfactorily resolved with the Segway Coordinator.
5
II. TRAINING AND REQUIREMENTS
A. Segway Training
In order to promote a safe operational environment, avoid accidents,
prevent injuries, and reduce liability:
Segway Inc. recommends Segway Certified Training. For more
information go to www.segwaytraining.com
All new training sessions must include the participants watching the
Segway Safety Video.
All Segway program candidates must successfully pass all
departmental Segway Training Requirements.
For all Segway Training sessions, the Segway PT Wireless InfoKey
should be set to beginner (Turtle) mode until the Trainer signals the
change to standard mode.
Training specific to the facility and/or department plus the rider’s job
responsibilities and implementation of risk management procedures
will be required and facilitated by the Segway Coordinator.
Continuous On-the-Job training may be facilitated as needed by the
Segway Coordinator.
6
III SEGWAY PT EQUIPMENT
A. The Segway PT unit is a battery powered Personal Transporter, and is
classified as an Electric Personal Assistive Mobility device (EPAMD). The
Segway PT unit comes equipped with 2 Lithium-Ion batteries, 2 Wireless
InfoKey ™ controllers, 1 battery charging cable, 1 set of Mats, a 3 mm and
a 5 mm hex wrench, and a full set of documentation which includes the
Segway PT Safety Video, the Segway PT Getting Started Manual, and the
Segway PT Reference Manual.
B. Here, specify how each Segway PT unit and its associated InfoKey will be
identified (by a label, identifying number, etc.) and the location of the
identifying label / number. The units identifying number will be used when
assigning units and for maintenance recording purposes.
C. Here, specify where the Segway PT unit will be stored when not in use.
D. Here, define what the department’s identifying stickers will be, (if any) who
must approve the logo and design of these stickers, and if optional accessories
are allowed on the Segway PT unit.
E. Only department-issued Segway PT units will be utilized for department
use. Under no circumstances will personnel be allowed to use personal or
privately owned Segway PT’s, nor will department issued Segway PT units be
allowed for private usage by any personnel unless approved for Rider Training
hours by the Segway Coordinator.
F. Provision should be made for charging and storage if additional Lithium-
Ion batteries are purchased for each Segway PT unit. Said batteries must be
fully charged and available on location each time a Segway PT unit is deployed.
G. If spare batteries are not purchased; a unit charge cord must be available on
location for each Segway PT unit deployed.

VI UNIFORMS AND EQUIPMENT
Example only, end user is to customize this topic for their specific
application
A. Uniforms
Wear footwear that protects your feet and provides adequate support
and comfort.
Operators should avoid wearing any type of loose clothing, accessories,
or equipment that could become entangled in the Segway PT Handlebar
or LeanSteer Frame and cause a hazard while riding.
If an operator must wear a lanyard to carry credentials or any other
object, a safety lanyard should be used in place of a standard lanyard.
B. Helmets
Segway Team personnel are required to wear a department issued
safety helmet at all times while riding the unit.
10
VII OPERATIONS AND RESPONSIBILITIES
A. Segway PT Operation
Segway PT units shall be operated under control at all times and shall
never be ridden outside of the operator’s capabilities, outside the safety
parameters specified by Segway Training, or on dangerous surfaces.
Using the Segway PT unit for any function except for its intended purpose
is prohibited.

successfully completed the Segway Training Class and who are approved
by the Segway Coordinator.
When operating a Segway PT unit, the rider should always be aware of
his/her surroundings (ground conditions, pedestrian traffic, etc), and
should only ride on approved routes.
Riding a Segway PT unit up or down curbs, escalators or stairs is
prohibited. Riders should always ride around obstacles, not over them.
Operators should always monitor the charge of the Segway PT batteries
and should not allow the batteries to run to depletion. Because of the
duty to respond, when the Info Key Controller indicates the Segway PT
