                                B.      OVERVIEW OF THE ACHIEVEMENTS

B.1 - Past activities (maximum 1 page, no more than 2000 characters).

WP 1 Co-ordination
The project management visited their partners during sept. – oct. 2005. The agenda for the meetings:

In the meeting in Aarhus Dundee collage participated. This meeting was the first step to make a version of the
common structure of the regional system with focus on the two main target groups.

The first Joint-meeting was arranged 07.12.-09.12.2005 in Skien. The goal for this meeting was to
anchor the project, distribute work and roles, routines for evaluation and reporting and establish networks.

On the basis of the meeting the partners could start the work with the work packages and operationalize the
national organisation according to the project plan.

The procject management found it necessary to start with coordinator meetings. The project is complexed and
we found out that there was need of coordinator contact. There has been 3 co-ordinator meetings:
02.02.06 in Copenhagen
06.06.06 in Brussels
30.11.06 in Vienna

The web site was established in November 2005. www.gatewaytoguidance.com was meant to be source of
information and communication and a site were useful knowledge and project results can be reached.
Experiencies so far indicates that we have succeeded, but communicating on the web site is difficult and
unsufficient as the only means of communication.

Work Package 2: To develop a new method for businesses to plan reskilling(retraining) or upskilling
(new training) to meet the needs of the businesses/ industry and their employed

There has been a few problems to get in contact with employers that are willing to participate in the project.
The Norwegian business partner, Hydro IS-Partner, has had a great influence on WP 2 and presented their
way of thinking to stimulate the process abd to motivate the partners. However, because of the problems
getting in contact with employers, the project is a bit behind the time-schedule.

The meeting in Ireland 4th and 5th of September had WP 2 on the agenda. That meeting was very important for
the progress in the project. In addition to Hydro IS Partner, 4 other business-partners attended the meeting
and a concrete plan of progress was made as a result of the meeting.

Based on group activities in Tipparary, relevant literature and discussions/work in the project management, the
necessary documents for the process have been worked out. These documents are:


    -   Disposal/framework for working out a handbook/method which shows how career guidance can be
        integrated as a structure and a system in businesses
    -   Complementary comments to the framework

    These documents are sent to the partners.

    Summing up the all partners work:
    Ireland:
    Contact was established with three potential business partners, one of which agreed to be involved in the
    project. The name of the company is Procter & Gamble.
    Target group of team leaders has been surveyed in relation to their training and career development
    needs. There is still some clarifications to make.

    England:
    Bradford Career have for a long time made efforts to get in contact with an employer without succeeding.
    They continue to seek employers but time is about to run out. It is an alternative to involve employer
    support organisations and that might be a good supplement to the employers who have joined the project.

    Slovakia :
    Slovakia has signed an agreement with Vitis Pezinok. Vitis Pezinok is the greatest producer of wine in
    Slovakia and have 240 employees. The Then the company participated in the Tipparary meeting 4th and
    5th of september. There has been meetings between the company and OLSAF (Office of Labour, Social
    Affairs and Family). The first meeting took place in march 06. In july/august there was consultations and
    meetings with focus on spesifications of roles in the project

    Denmark :
JVCU made a contract with Falck in February 2006. Falck is a Nordic-based organisation that provides
assistance, rescue, healthcare and training to the public sector, private members, business subscribers,
insurance companies, pension companies and international clients.
During the spring of 2006 there were 2 meetings with H.R. manager from Falck. From these meetings 2
papers were produced:
-A company survey of Falck describing their recruitment and career guidance policies and mutual reflections
on these
-A paper pointing out dilemmas and reflections for further discussions with the partners and businesses from
the project.

The Municipality of Aarhus – the Placement Service- was involved in the project in june 2006. There has been
produced a paper on their activities and career guidance strategies.

Main points of interest for the project/wp2:
    tools for clarification of employability
    working with employability within the municipality and outside
    the Placement Service work with a target group that could be considered “unregistered unemployed”
       and their work is therefore of interest for both wp2 and wp3

Both business partners joined the Tipperary meeting with the transnational partners and contributed to the
discussions on methods for businesses regarding career guidance, recruitment, in-company mobility,
development of competencies and interaction between existing public career guidance system and in-
company HR development.

Work Package 3: About the target group ’Non-registered unemployed’. To develop a two step method:
1) a method for approach and 2) a method for career guidance – New practice!

WP 3 was on the agenda on the Joint meeting in December in Skien and in the meeting in Bradford 1 st and
2nd of march 2006. In Bradford we agreed to this guiding model for the work with th target groups:

The main target group is “non-registered unemployed” people, and the partners have chosen different groups
that are non-registered unemployed.

The labour market situation in the countries involved is very different. The need of manpower and the rate of
unemployment had influence on the selection of target groups.

 The partners processes up to now:

Slovakia:
The target groups are young adults preparing for the labour market and women on maternal leave. In June 06
there was an introductory meeting with 2 selected vocational schools located in Modra and Malinovo. In
September 06 there has bee consultations and meetings with the secondary school that are selected in this
project. A detailed plan of activities in the school in Modra is in course of preparation.

England:
Bradford Careers target group is young adults in need of guidance services who are not in contact with the
guidance service but who are in contact with other support services/community centres.

The locations and services chosen are targeting a mixture of groups including the Asian community, young
adults leaving care, young adults working in the sex industry, and young adults who have been in trouble with
the police.

Meetings have been arranged and a co-operationgroup is activ. In addition a document describing the target
group and the partners has been worked out.

Ireland:
The target group for WP3 was also identified and researched. Plan agreed with the national advisory body on
agriculture to proceed with surveys and testing of career guidance tools and methods January – February 06.
Examples of best practice and corresponding tools and methods have been researched, identified and
selected for WP4.

Denmark:
JVCU we pointed out two subgroups under the target group “Unregistered Unemployed” – namely:
1. part-time workers not registered as part-time job seekers
2. people working at levels under the formal level their education should lead to – the so called
“underemployed”

Meanwhile, during the analysis work they found interesting statistics on what they choose to call “the residual
group”. They decided to include this group in their work too.

With statistics analysis of data from Statistics Denmark they have found several points of interest related to the
aims and objectives of this WP. A working model and an analyse has been worked out.

Norway:
An analyse and a working model for these target groups have been made:
-Part-time employed people with demand for more job/competence
-Disability Pensioners with demand for reactivating

A plan/system for career guidance for the target groups are fulfilled and the testing of the system is remaining.

Work Package 4: Work out a professional plan for the regional system for career guidance: On
methods, working tools such as mapping tools, interview templates, use of ICT, tests, etc.

WP 4 is very linked to WP 2 and WP 3, but we will give a report about the status for career guidance system.
The work with WP 2 has not come so far that we can talk about a concrete guidance system. A frame-work is
made with complementery content within this subject. That means that we have a model on which the career
guidance system will be worked out. The process is similar for all partners

The work with WP 3 has its ground model that a system for career guidance is built upon. That model includes
a plan for career guidance system. The partners have different target groups. Some the partners must adjust
the model.

A few comments describing the process for all partners concerning WP 3:
England
Career Bradford have a close cooperation with support services/community centres and will use the guidance
model in the community as a method of reaching unemployed clients.
Ireland

Examples of best practice and corresponding tools and methods have been researched, identified and
selected.

Slovakia
Slovakia has started the work with the preparations for adjusting the model to their selected target groups.

Denmark
JVCU has worked out a plan and a system for reaching the target group concerning WP 3

Norway
The Career Center of Telemark was opened 1st of November 06. 5 persons are working there and they will be
responsible for career guidance for our target groups in the project.

Work Package 5: Test a comprehensive regional system for Lifelong Career Guidance with special
focus on employed and non-registered unemployed.

The testing period has not yet started.


Work Package 6: Dissemination

The web-site has been established according to the plan. The web-site have been used for presentation of
results and information. Communication within the project have mainly been done by E.mail.

We have create a master brochure about the project in English. Text and graphics are available to all
partners.

The project has bee presented at a conference in Copenhagen. The project management attended a regional
conference in Telemark about international projects and presented the project.

WP 1
Planned activities for the rest of the period are:

WP 2
After the coordinator meeting in Vienna the process for WP 2 is as follows:
The process for WP 2 after this meeting will be:
     The partner who is responsible for a subject can activate other partners. Needs of support from other
         partners ought to come before the end of this year.
     Partner support must be sent before the end of February 07.
     The partner who is responsible for the subject must be prepared for a presentation on the meeting in
         Slovakia 8th and 9th of march 07
     After the meeting the project management collect all available documents including comments from
         the meeting. Project management will work out/put together a total method/system for WP 2.
     Project management send this total method/plan to the partners
     When the partners have given their final comments, the project management complete this work with
         WP 2.

When the job with the system/method is completed, the content will be the material for making an educational
programme for national ant international use. Project management is responsible for this job that must be
finished before the final conference in Aarhus in September 2007.

WP 3

All partners are now prepared for the testing period. According to the plan of progress the testing period lasts
to 31st of May 2007. In the 2nd joint meeting in Slovakia the partners will report their system/method for
approaching the target group and experiences so far regarding the testing of their career guidance system.
The system for approaching and strategy for how the target groups can take advantage of career guidance will
be presented on the web-site.

WP 4
All plans that the partners have made about systems/methods will be presented in joint meeting I Slovakia and
be a part of the final report .

WP 5
Some partners have started the testing period. The testing in WP 3 will must be ended 1 st of June 2007. In the
joint meeting in Slovakia all partners will give a status. In the coordinator meeting in Brussels our experiencies
will be discussed and we will make preparations for the final report.

WP 6
A closer plan for dissemination must be made. In the meeting in Slovakia all partners must show how they
intend to publicise the project in their own country. That task is a bit late according to the progress plan, but we
are more experienced and have a better overview. That will make the presentations more professional.

A detailed plan for presenting the project in appropriate arenas must be worked out before 1st of June and
discussed in the coordinator meeting in Brussels 7th of June.

B.3 - Indicate changes in past project activities (max. 1 page, no more than 2000 characters).

The time limits in the progress plan have been adjusted. The main reasons are the illness of the project
manager, Terje Lønnebakke, late deliveries of tasks from the partners and that the project is more complexed
than expected.

Coordinator meetings were not planned, but this contact is necessary in order to get an overview and make it
easier to follow the progress in the project.

WP 1
According to the project plan

WP 2
3 partners had difficulties getting a local business partner. This problem has had influence on our progress
plan, but is under control now. Most tasks in WP 2 differ from the progress plan, but as we see it today, we will
manage to finish according to the final time limit.

WP 3
Except of a few delays this work package is under control. Because of different target groups the
system/method will be different. We have a common basic model.

WP 4
The work with a professional plan for career guidance such as methods, tools and templates has not been
done in right time according to time limits. But when the testing starts within short time, the partners are
prepared.
WP 5
The work with testing a system for lifelong career guidance with focus on our target groups will take place as
we planned. It was the intention that one person from the project team should take part in a start-up meeting in
each country. We find that unnecessary.

WP 6
We have to restructure the plan of dissemination. This work has been done, but not in the scale that we have
planned. This will have priority in the Slovakian meeting in March 07.

The process after the meeting in Vienna 30.11.06 will be:
    The partner who is responsible for a subject can activate other partners. Needs of support from other partners ought to come before the end of this year.

1        All partners had a presentation about own organisations and their region. Creating web site was on the agenda. The work packages were discussed and the
         plan for evaluating the project was presented by external evaluator Lise Vinde Roth. We visited Norsk Hydro and Hydro IS partner was our host and presented
         career guidance in their organisation.
2        All partners gave a status about their process in the project. Project management had an introduction to WP 2 and WP 3 about approaching the target groups
         and system/methods to analyse the target groups. The evaluation process was an important subject concerning the stage in the project between start-up and

     delivery. The external evaluator also evaluate the partners status according to the plan of progress in the project. A parallel session regarding WP 2 was on the
     agenda. WP 2 was discussed in connection with the feedback from the sessions.

3    This meeting was mainly about WP 2 and businesses from Slovakia, Denmark and Norway attended the meeting. The businesses presented their recruitment
     policy and career guidance. The process for WP 2 was the subject for workshop sessions. 4 groups presented their conclusions and the total WP 2 process was
     discussed and conclusions were made regarding the process with WP 2.

4    This coordinator meeting summed up the 1. joint meeting and a status after that meeting and a strategy for the further process. Planning the next joint meeting
     in Bradford was on the agenda. The Web site was presented and the use of the web site was discussed.
5    WP 2, WP 3, WP 4 and WP 5 were discussed and each partner gave a status for this work packages. The project was behind the time schedule and new time
     limits were discussed.
6    This coordinator meeting had WP 2 on the agende. A working model with complementary comments was discussed. As a result of that all partners agreed to
     subjects they were responsible for. In the meeting in Slovakia in march 07 the partners shall give a presentation for their subjects. A status for the process for
     WP 3 was also on the agenda.

1       The external evaluator attended the meeting and presented at the end of the conference each partners
        status according to the plan of progress. The external evaluator also evaluated the partners understanding
        of quality measures in the project work.



                                   F. GENERAL COMMENTS and ANNEXES

F.1 – Please describe briefly any difficulties encountered in undertaking the project and what
solutions were found to overcome the difficulties (maximum 1 page).

Dundee collage refuses to go on in the project due to internal changes. We decided to go on without Dundee
Collage.

The project manager was sick in the spring 06 and we have to reorganise the project roles and responsibility.
That meant problems with the time schedule, but we are still working for ending the project according to the
original plan.

Some partners have problems with the progress plan and must make efforts to do the tasks that are
necessary. So far we mean that the objectives of the project can be reached within the project period.

Dissemination activities have been few, and we must motivate and activate all partners for that job.

We have made some changes in the time of limits and tasks, but that has been a natural consequence of our
experience in the project.

It is a complex project with many work packages and tasks. The partners have that opinion, but at the same
time they want to be a part of it. It remains hard work to reach our aim, and it have been and will be a difficult
task to make all the partners deliver their part of the project work.
