1. Identify all of the dummies, players with veto power, and dictators (if any) for each of the
following weighted voting systems.

2. Use the idea of the Banzhaf Power Index to compare the powers of the players in the following
voting situation. A mayor and a three-member city council govern the city of Podunk. In order for a
measure to pass, two of the three council members must vote for it, and then the mayor must approve
it. The four players in this system are the council members and the mayor.
a. Write down all of the winning coalitions, and underline the critical players.
b. Find the Banzhaf Power Distribution for this system.
c. Find a weighted voting system written in terms of quotas and weights, that behaves in the same
way as Podunk’s city council and mayor.
