Subject: 2009-2010 Carl Perkins Meeting and Application

Date: August 31, 2009



The Minnesota West Carl Perkins Project has been approved for the 2009-10 school year.

Unfortunately, our consortium received $40,000 less than last year. The reason for the decrease is due

to a federal directive in how MDE must calculate the formula. Census data are used instead of free and

reduced lunch counts to determine poverty. In spite of this reduction in funds, we are committed to

providing the best services possible. I would like to arrange a brief meeting with principals, business

managers, and instructors of approved career and technical programs to discuss the current Carl Perkins

rules and application process.



The meeting will cover:

 Conditions for school districts to access Carl Perkins’ funding

1) All Career and Technical Programs in the Minnesota West Consortium must have

submitted their approval forms to the MN Dept. of Education by December 1, 2009.

2) Courses must be taught by an appropriately licensed staff (i.e. old vocational license or

new standard license)

3) Career and Technical student data is submitted through the district MARSS report

4) An application is submitted to the Minnesota West Carl Perkins Consortium by 11/13/09

5) All bills are submitted to the Minnesota West Carl Perkins Consortium for payment

before 5/7/10

 Examples of appropriate Perkins’ expenditures (See FAQ page)

 Examples of purchases not allowed with Perkins funds (See FAQ page)

 Pre-approval process by MN Dept. of Education for any item over $1,000 or equipment

over $500

 Process for submitting invoices



I will contact your school within the next few weeks to schedule an appointment to review the

application forms and other Carl Perkins requirements. All necessary application forms are enclosed

and will be reviewed at the scheduled meeting. Application forms and other information can also be

downloaded at www.lifetimeoflearning.com.

As a requirement for funding, the SW Minnesota Carl Perkins Consortium must collect and submit data

to the Minnesota Department of Education. Much of the data is now collected electronically using your

school district’s Minnesota Automated Reporting Student System (MARSS) software. Please provide

some additional information using the form below.
