22 2. Public Comments/Presentation:
23 Mike Stuart with the Gleaners – would like to host another clean up day in the City of Clio in
24 the Spring 2012.

26 Chris Sheppard, 105 N. Mill St. Clio, MI 48420 – Opened new business in town behind Clio
27 Computers. Explained what his business is and what they do. It is non profit. Will look into
28 changing the sign on outside of building.

30 3. Approval of Agenda
31 Motion by Mayor Pro Tem Waner, second by Commissioner D. Mosher to approve the
32 agenda with the addition of New Business - 7 D. Sign Ordinance discussion and E.
33 Amphitheater discussion.

38 15, 2011 regular Commission meeting minutes.

3 Motion by Commissioner D. Mosher, second by Commissioner Kovl to solicit bids for the
4 purchase of radio read meters and to come back to the commission at a later date with bids.

8 A. Special Events Application – Gleaners concert at Amphitheater
9 Motion by Commissioner D. Mosher, second by Commissioner Bare to approve the Special
10 events application for the Gleaners concert at the Amphitheater on September 28, 2011, which
11 will be a concert to help area food pantries, $100.00 deposit required, deposit to be refunded
12 after clean up is done.

19 B. Special Events Application for Clio High School – Homecoming Parade October 7, 2011

21 Events Application for the Clio High School – Homecoming Parade October 7, 2011.

24 C. Rescind payment agreement for 210 Bluff St.
25 Motion by Commissioner D. Mosher, second by Commissioner Kovl to rescind the payment
26 agreement for 210 Bluff Street.

29 D. Sign Ordinance Discussion
30 Sign Ordinance is almost ready to go to the planning commission. But until we get the new
31 sign ordinance in place, there should be a moratorium on digital signs. Will be added to the
32 next agenda.

34 E. Amphitheater Discussion
35 Commissioner Kovl brought up the fact that the Amphitheater bylaws are unclear and need to
36 be revised. There is no mission statement, no authority and minutes are not being delivered to
37 the City Commission. Tacoma Productions bylaws state that they will book the shows for the
38 Amphitheater. Contracts were only signed by Robert Smith, need two signatures to make it a
39 legal City contract.

41 8. Staff Reports:
42 City Administrator – Allen Street fence is on the home owners property. City limits end
43 where the street sign is. Tree in the parking lot of the north alley project is going to be
44 removed. Roots are cut and it will come down on its own if we don’t take it down. Eric would
45 like to attend the MML annual conference. Will be willing to pay for his own hotel if the City
46 will pay for the conference.

1 City Attorney – Martin’s pig sign issue will be going to court on September 16 for pretrial
2 conference.
3 City Clerk – 4 people are running for 3 seats in the November election.
4 Chief of Police – Police Department has been getting beat up over the fire inspection and raffle
5 at the Amphitheater. Police are only doing their job. Seniors have been complaining that the
6 Amphitheater is not ADA compliant.
7 City Engineer – Paving on north alley will start on 09/07/11
8 Treasurer – Nothing

13 Motion by Commissioner Bare, second by Commissioner D. Mosher to excuse Commissioner
14 Marshall from tonight’s meeting.
