A Few Words About Us :

Regional Development Agency with Business Support Centre for
Small and Medium-sized Enterprises works for the regional
development of Plovdiv Region, improvement of the economic
environment, creating a local mechanism for development and
support the sector of small and medium-sized business.

Plovdiv RDA with BSC for SMEs was established in 1996 as a non-
governmental, non-profit organization, and is registered in Bulgaria
under the new Act for non-profit organizations with socially useful
activities.
A Few Words About Us :

RDA with BSC for SMEs is an active participant in the processes of
creating the economic and social policy in the region.

RDA representatives participate in the development of the Plovdiv
Municipality Development Plan 2007 – 2013, in the planning of the
local economic development of the Municipalities of Saedinenie,
Kaloyanovo and Krichim and in the development of their
Communication strategies.

They take part also in the Plovdiv District Council of Tripartite
Cooperation, Employment Commission at the Plovdiv District
Council for Development, Municipal Councils of Tripartite
Cooperation – Plovdiv and Rhodopi municipalities, Councils for
Cooperation at Labour Offices – Plovdiv and Rhodopi.

RDA with BSC for SMEs is a full member of BARDA (Bulgarian Association of
Regional Development Agencies and Business Centers) which is member of
EURADA.

 “Formation and implementation of a policy of balanced and
 sustainable development of administrative territorial units, united in
 planning regions”

 The Regional Development is determined by:
  The accession of Bulgaria to the European Union and the
 corresponding requirements to the development of the regions;
  The understanding that at regional level the national and local
 interest could be met successfully;
  The insurance of the independent development and activation of
 their potential;
  The crescent understanding of the meaning of the public-private
 partnership at regional; and local level;
  Activation of the civil participation.

 National Strategic Reference Framework :

 Vision:
 Bulgaria – a country with high quality of life, sustainable social-
 economic development within the process of entire integration in the
 European Union.

 Strategic Objectives:
 Realization and maintenance of high economic growth through
 dynamic economy of knowledge in relation with the principles
 of sustainable development.
 Increasing of the potential of the human resources and reaching the
 levels of employment, incomes and social integration securing of high
 quality of life.

The Regional Policy in Bulgaria :

 For the programming period 2007-2013 within the National
 Strategic Reference Framework have been developed eight
 operational programmes:

 OP “Development of the Competitiveness of the Bulgarian Economy”
 OP “Transport”
 OP “Environment”
 OP “Human Resources”
 OP “Regional Development”
 OP “Administrative Capacity”
 National Strategic Plan for Agricultural and Rural Development
 Programme for the Bulgarian Fisheries Sector
Structures on the Local and Regional Level :
PLANNING REGIONS:

 For the planning purposes, programming, management, resource
 provision, monitoring and evaluation of the regional development were
 differentiated regions divided into levels in relation with the
 requirements of the general classification of territorial units for strategic
 objectives applied within the European Union.

 The Regions at NUTs 1 level do not represent administrative-territorial
 units and include the following territories:

 BG3 - North and South-East Bulgaria (includes North West Planning
 Region, North Central Planning Region North East Planning Region and
 South east Planning Region)
 BG4 – South West Bulgaria and South Central Bulgaria (includes South
 West Planning Region and South Central Planning Region)

The Regions at NUTs 2 level do not represent administrative-territorial units and
include the following territories:

BG31 - North West Planning Region: ( Vidin, Vratsa, Lovech, Montana and Pleven)
BG32 - North Central Planning Region : ( V. Tarnovo, Gabrovo, Razgrad, Ruse and Silistra)
BG33 - North East Planning Region : ( Varna, Dobrich, Targovishte and Shumen)
BG34 - South East Planning Region: ( Burgas, Sliven, Stara Zagora and Yambol)
BG41 - South West Planning Region: ( Blagoevgrad, Kyustendil, Pernik, Sofia and Sofia City)
BG42 - South Central Planning Region: ( Kardzhali, Pazardzhikq Plovdiv, Smolyan and Haskovo)

               MUNICIPALITY MAYOR :

    Organizes the elaboration of the Municipal
    development plan and the Programme for its
    realization and proposes them for discussion and
    acceptance by the Municipal Council;

    Manages, organizes and controls the activities for
    implementation of the programme and realization of
    the Municipal development plan;

    Presents annual and final report on implementation of
    the programme for the realization of the Municipal
    development plan for approval by the Municipal
    Council;
    Provides publicity and transparency of the Municipal
    development plan as well as the activities for its
    realization.

 MUNICIPAL COUNCIL:

    Discusses and accepts the Municipal Plan for
    Development and the programme for its realization;

    Approves the reports on implementation of the
    programme for realization of the Municipal
    Development Plan at the proposal of Mayor of the
    Municipality.

     PUBLIC PRIVATE PARTNERSHIP

    Common activity between the public and private
    sectors based on the mutual interest and expert skills
    of the partners for the achievement of certain public
    needs through appropriate distribution of capital,
    risks and benefits.

    FUNCTIONS IN THE CONTEXT OF REGIONAL
                  DEVELOPMENT
    Increasing of the opportunity of successful realization
    of projects and programmes;

    Opening a road to private co-financing for provision of
    additional resources for local and regional projects;
    Increasing of the administrative and managerial
    capacity for regional development;
    Provision of opportunity for generation own resources
    and their management by the managers.

  REGIONAL INNOVATION STRATEGY OF SOUTH CENTRAL
  PLANNING REGION

  •   The initiative was realized during the period October 2001 – May 2004,
      as a pilot Regional Innovation Strategy in Bulgaria
  •   With the support of:
      –   District Administrations
      –   Regional Council for Development
      –   Non-profit organization
      –   Business and Research organizations
      –   With the participation of more than 120 experts from the region
      –   Supporting the economic development of the region
Some good practices from Plovdiv Region :
  MUNICIPAL PLAN FOR DEVELOPMENT OF PLOVDIV 2005-2013

  Basic principles grounded in the development of the plan:
  partnership openness and voluntarily participation of all parties,
  involving of the citizenship, non-party cooperation and
  collaboration, supplement, reality.

  116 representatives were involved in the process of the
  development of the plan, allocated in 13 working groups of
  expertise and interests from:
  Municipal Council, Municipal administration, business, business
  and branch associations, structures of civil society, experts from
  state institutions, public acknowledged people, young people.

  MUNICIPAL GUARANTEE FUND FOR SMEs SUPPORT

  The Fund at present has available 1,8 million BGN.

  The Municipal Guarantee Fund and the Regional
  Development Agency with BSC fro SMEs have signed an
  Agreement for cooperation in implementation of the aims
  and activities of the Fund in accordance with its rules and
  procedures.

  MOMORANDUM AND REGISTRY OF NGOs WORKING ON THE
  TERRITORY OF PLOVDIV MUNICIPALITY

  Memorandum for cooperation between Plovdiv Municipality and non
  profit organizations on the territory of the Municipality with the
  following main objectives:

  •   To support and protect the main human, political, economic and
      cultural rights of the citizens from Plovdiv Municipality;
  •   To encourage and strengthens the development of civil society and
      participation during the formation, implementation and control of
      the public policies for the development of Plovdiv Municipality;
  •   To mobilize internal and attract external resources for the public-
      economic, social and ecological development of the municipality;
  •   To develop the European integration, to encourage the inter-
      municipal and international co-operation including transborder and
      regional development.
  •   To work for the local and regional development.
