The Maryland Public Service Commission is seeking a full-time Financial Compliance Auditor Trainee in
the Accounting/Investigations Division. This is an entry-level position whose purpose is to learn to
examine and analyze the business records, accounting systems, and financial statements of utility
companies to verify reliability, accuracy and compliance with generally accepted accounting principles.
Excellent communication skills, both oral and written, are required.
Job duties:
Analyze and audit public utility financial statements, revenue requirement calculations, costs allocation
manuals, rate tariffs, demand side management costs, fuel/energy cost, customer bills, stranded cost
filings, codes of utility conduct, and utility returns in various forms, including Commission-docketed
hearings and other administrative proceedings.
Prepare written work products in support of findings and recommendations made to the Commission
concerning accounting and rate-making issues in docketed proceedings, items on Administrative agenda,
and other forums as necessary.
Respond to inquiries from management, technical staff, and stakeholders regarding regulatory
financial/accounting matters in an accurate and timely manner.
Prepare work plans based on sound audit techniques.
Monitor and research emerging regulatory issues at federal, state, and industry levels concerning
accounting/financial issues regarding the development of competitive energy markets to ascertain the
impact on the utility companies and customers.
Testify in simple fuel rate cases.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Education: A bachelor's degree in Accounting from an accredited college or university or a
bachelor's degree from an accredited college or university with 30 credit hours in
Accounting and related courses, including or supplemented by 3 credit hours in
auditing.
Experience: None
Note: Applicants who had met the requirements for admission to the CPA examination
prior to July 1, 1974 will be considered to have met the educational requirement
referenced above.
LICENSES, REGISTRATIONS AND CERTIFICATES:
Employees in this classification may be assigned duties which require the operation of a motor vehicle.
Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the
State of Maryland.
QUALIFICATIONS AND ASSESSMENT:
You must possess the minimum qualifications to be considered for this position. If you are scheduled to
complete an educational or licensing requirement within six months of the assessment, you may
participate in the examination process. For education obtained outside the U.S., you will be required to
provide proof of the equivalent American education as determined by a foreign credential evaluation
service. This evaluation must be submitted with your application. All information used to determine
your qualifications must be submitted by the closing date. As required by the 1986 Immigration Act,
applicants should be prepared to present acceptable documentation showing their identity, U. S.
citizenship or alien status and their authorization to work in the United States.
The examination will consist of a rating of your education, training, and experience related to the
requirements of the position. Successful candidates will be ranked as Best Qualified, Better Qualified, or
Qualified and placed on the employment (eligible) list for at least one year.
