The regular monthly meeting of the Adirondack-Appalachian Regional Emergency Medical Services
Council was held on Thursday, December 16, 2010, at the Holiday Inn, Johnstown, NY.

and/or downloading. Motion was made by Mr. Hime and seconded by Mr. Averill, as follows:

    A listing of the correspondence was distributed before the start of the meeting to each member
    present, for his or her perusal. Other handouts distributed to the members present included the
    cash flow and balance sheet and a listing of upcoming meeting dates.

CHAIRMAN’S REPORT


SECRETARY’S REPORT

Mr. Mulleedy reported that GAVAC had responded to a cardiac arrest victim on December 15, and
was able to restore vital signs to the patient. Mr. Wickes was crew chief at the incident. He and his
crew were congratulated by all present.

On December 10, we received a letter from the Otsego County EMS Advisory Council, nominating
Elizabeth J. Putman for another term on the regional council. Motion was made by Mr. Mulleedy and
seconded by Mr. Averill, as follows:

RESOLVED, that the nomination of Elizabeth J. Putman for another term as a member of the
Regional Council from Otsego County is accepted and she is elected to that term.

This was adopted unanimously with no abstentions.

Mr. Mulleedy noted that Mrs. Putman had an excused absence from today’s meeting, since she was at
Albany Medical Center, dealing with some personal medical issues. He asked all the members to
keep her in their thoughts and prayers.

On December 10, we received word from Dan Clayton at DOH, that the EMS Bureau will now be
requiring an audit of program agencies only every three years from now on instead of annually. This
means that after submission of our current audit (due 12/31/10), there will not be another one due for
the current contract that ends June 30, 2012.

Laurens reported that they completed 20 ePCRs in November.

We have received word of the SEMSCO and SEMAC meetings for 2011-2012. They are as follows
(on Tuesdays and Wednesdays):

We have received word from Upstate Medical Center, Syracuse, that the Department of Emergency
Medicine has an opening for a Paramedic Program Director/EMS Liaison position. For information,

TREASURER’S REPORT

For the period from November 18, 2010 through December 15, 2010:

A printed report of the cash flow and balance sheet was distributed to all members. Mr. Jones, Mr.
Hime and Mr. Chase first received detailed cash flow, balance sheets and register reports as per the
review arrangements agreed on to meet audit standards. They reported that all documentation was in
order.

Mr. Mulleedy reported that DOH payment for the program contract voucher submitted on October 02
in the amount of $32256.30 still has not been received. This situation is apparently the same for the
other program agencies as well.

Motion was made by Mrs. Delameter and seconded by Mr. Coy, as follows:

RESOLVED, that the Treasurer’s Report is accepted as presented.

Those voting adopted this unanimously. Mr. and Mrs. Mulleedy abstained, as staff members.

COMMITTEE REPORTS

                               Regional Program Agency Committee

There was nothing to report.
                                            Training Committee

Mrs. Mulleedy reported that the committee discussed the preliminary details of an MCI teaching day
in the fall. A CLI course is being tentatively discussed for April 09 and 10, 2011 in Schoharie.

                               Transportation and Standards Committee

The Public Hearing in the matter of the Oneonta Fire Department Certificate of Need application was
held at the Holiday Inn, Johnstown on Wednesday, December 01, 2010 at 7 PM. Twenty-eight
persons were in attendance and 16 spoke to the issue. On December 09, the entire transcript,
including an audio recording of the proceedings, was sent on CD to all members and other parties at
interest. In addition, the original C.O.N. application, together with all exhibits received, and a hard
copy of the entire stenographic transcript, had been made openly available for examination in the
meeting room since the convening of the Training Committee meeting at 11:00 AM. Mr. Mulleedy
announced that a voting quorum was present, and that the vote was now due to take place.

Motion was made by Mr. Chase and seconded by Mr. Swartz, as follows:

RESOLVED, that Public Need has been shown to exist for the expansion of the primary
operating territory of the City of Oneonta Fire Department ambulance service, to include the
geographical area consisting of the East Meredith Rural Fire District and the Davenport Rural
Fire District, including the Town of Davenport and portions of the Town of Meredith, Town of
Kortwright and Town of Harpersfield, in Delaware County.

There was a period of discussion, which included a reading of the definition of public need by
Mrs. Delameter, and then the roll call vote followed. The results were – YES – 1; NO – 13, with
two abstentions. The Motion was therefore defeated, and the Department of Health, the Oneonta
Fire Department and the City of Oneonta Attorney will be so advised. [On December 17, 2010,
these mailings were made, and included a CD with a copy of the roll call tally, and an audio
recording of the entire voting procedure.]

STATE COUNCIL REPORT

The SEMSCO and SEMAC meeting dates for 2011-2012 are posted above. The next meeting is
scheduled for Tuesday and Wednesday, March 29 and 30, 2011 at the Hilton Garden Inn, 235
Hoosick Street, Troy. Mr. Zeek also spoke about the meeting dates and the new SEMSCO meeting
format.

        REMAC Report

REMAC next meets on January 20, 2011. Mr. Mulleedy noted that a copy of the latest draft ALS
protocol revision would be sent by email to all for their review as soon as he had received it. Dr.
Leinhart urged input on the revision to Mr. Mulleedy by email, so that it might be forwarded to the
REMAC.

        County Reports (Reported from North to South in the Region)

Hamilton County – Mr. Wickes reported that the Speculator Ambulance had celebrated its 40th
Anniversary at their annual Christmas gathering on December 13.
Fulton County – Mr. Farquhar reported nothing new.
Montgomery County – Mr. Gilston and Mr. Swartz commented, and noted a new auto-dispatch
policy for seizure calls. They also reported the occurrence of an MCI on the Thruway.
Schoharie County – Mr. Averill had nothing new to report.
Otsego County – Mr. Chase had nothing new to report.
Delaware County – Mr. Hood had nothing new to report.

OLD BUSINESS

Mrs. Mulleedy advised that the Geriatrics Teaching Day program is available on CD for instructors
who would like a copy.

NEW BUSINESS

None.

ADJOURNMENT

At 1:36 PM PM. Next meeting will be at 1:00 PM Thursday, January 20, 2011 at the Holiday
Inn, Route 30A, Johnstown. A REMAC meeting at that same location at 10:30 AM will
precede it.
