I. Call to order.
Jay Scott Brown called the meeting to order at 8:37 am. A quorum was present.
II. Review and approval of the March 18, 2004 minutes.
A motion was made by Donna Glandon at 8:41 am to approve the March 18, 2004 minutes;
seconded by Nadine McIntosh.

III. Public Comment.
There was no public comment.
IV. Report from Staff.
Lisa reported that the staff attended the vote on the Booster Seat Bill at the Capitol. The bill
passed. In addition the staff handed out a copy of the latest annual report to all of the legislators, the
governor and the lieutenant governor. Lisa also reported that the staff met with Julie Young and the
IT department of the Oklahoma Department of Mental Health and Substance Abuse. The meeting
focused on designing and distributing press packets for the Child Death Review Board.
Ben advised the Board Members to check the website regularly for updates and
announcements.
Jay Scott Brown announced that the staff was meeting with the Vital Records Department of
the state Health Department later today to discuss the delay between a death and the Child Death
Review Board receiving a death certificate.
V. Subcommittee Updates.
The Public Relations subcommittee met. The subcommittee outlined several press releases.
VI. Bikers Against Child Abuse Presentation.
Caveman, AV and Nips spoke to the Board about BACA and what BACA does. (BACA
pamphlets are available from staff.)
VII. Review/Vote of Recommendations
The Board reviewed the recommendations from 2003, categorized them (vehicular, firearm
related and child abuse & neglect) and discussed resubmitting those that were still applicable to
OCCY. Board also determined that in the future, a subcommittee would be formed to examine
recommendations proposed by Board Members and edit them for submission.
At 10:55 am Carolyn Parks made a motion to accept the recommendations as amended and
redesigned and submit them to OCCY. Chris Fiesel seconded the motion.
