Title
        Internet Village: Keys to the Global City


Description
        Within Victoria there are many people living within communities with minimal or no access to
        the Internet for a variety of reasons. To allow members of these communities to learn about or
        keep up to date with aspects of the internet an equity toolbox entitled „Internet village‟ will be
        developed.

        A tool box is a resource featuring scenarios, images and interactive activities that simulate
        real life, in this case, the Internet Village Equity Toolbox will simulate the Internet. This toolbox
        will be designed for use by educators to support offline delivery of Units of Competency from
        nationally recognised Training Packages and will be used by individuals to experience many
        components of the Internet without risk of being exposed to such things as virus attacks, fraud
        or pornography.

        The „Internet Village‟ will be a learning resource in the form of a stand-alone Digital Video
        Disk (DVD). Modeled on the Australian Flexible learning Framework (AFLF) Flexible Learning
        Toolbox Series 10, the educational DVD will be used for both formal and informal training.

           Geographically isolated communities with minimal or no internet access
           Other incarcerated groups, youth homes, reception centers
           High risk and vulnerable groups such as the elderly and intellectually disabled
           Safety consciousness groups such as parents wanting to teach their children about the

        A major challenge with the design of this product will be the role change of the audience.
        Normally, Internet users can actively participate by sending emails or interacting with other
        users, business or organisations. This product will be developed as a self paced learning
        package that does not rely on an Internet connection thus the audience‟s role will become
        that of a passive observer. Multimedia tutorials will allow the single user to observe group
        activities and worksheets will guide users through basic interactions with the program.

It is envisaged that the storyboard will evolve throughout the project as transferability designs are
developed. For example, where normally interaction with other users is required such as with emails
or chat rooms, tutorials, including video or digital stories may be used to demonstrate these common
interactions.

Objectives
Objective 1: Provide a teaching tool that does not require access to the Internet to support
Internet related units of competencies.

The product will provide an activities platform for formal learning by designing student worksheets that
contain activities and question. Worksheet will be directly related to elements and performance criteria
of Units of Competency from selected national Training Packages.

Objective 2: Provide an Internet experience to learners in isolated communities.

The Internet experience will be provided to informal learners by the design and development of this
stand alone DVD that is not dependant on Internet access. It will be made up of several web pages
from a variety of life areas themes. The product will allow informal learners to browse, search and
interact within simulated Internet.

Objective 3: Create simulations of a variety of common webpage types that will allow typical
interactions by the user.

The design of the individual themed pages will allow users to interact much in the same way as they
would if connected to the Internet. An example is activities to be found in the music Unit of
Competency worksheet. The learner will be required to obtain a particular software program and a
piece of music for editing. To do this they will have to search the simulated shareware site and music
sites for items needed to complete the activity. The steps in this activity will encourage the user to
mimic the behaviour of many Internet users that access shareware and music sites thus giving the
user an experience very similar to that of „surfing‟ the Internet.

Objective 4: Explore the capability of common online interactivity to be transferred in an
engaging way for the single user.

Solutions for the design issues relating to this objective will evolve throughout the research and
development process. One solution will be the introduction of alternative navigation selections on
each webpage such as the user choosing between „browsing the site‟ and „viewing a tutorial‟. In this
case the user becomes an observer rather than an active participant, never the less, allowing the user
a passive interactive experience. In particular, this objective is related to chat rooms and email
activities. At this stage, tutorials will be created using text, screen capture, video and voiceovers.

Background
The TAFE Development Unit (TDU) within the University of Ballarat has the responsibility of training
TAFE teachers in new technologies, eLearning and curriculum changes and initiatives. As a member
of the TDU and in my role as the TAFE Division Web Publishing coordinator it is job to develop the
infrastructure for all web based teaching and learning resources for teachers and students.

In 2007 a teacher came to me with a problem relating to the availability of web based resources for
our students and teachers located within correctional facilities, specifically, access to the Australian
Flexible Learning Framework (AFLF) Toolboxes. University policies, State Government guidelines and
security issues prevent prisoners from having access to the Internet and only allow teachers minimal
access.

Prisoners and prison staff are governed by strict computer use guidelines. The Victorian State
Government Correctional Standard number 38 provides the basis of prisoner access to computing
technologies within the State of Victoria. The aim of the directive is to give clear guidelines in the use
of personal computers and associated software by prisoners within the prison environment.

Internet access and email services are two of the major facilitation components for the education and
training delivery in computing technologies. Victorian prisoners do not have access to either the
internet nor to email services for security reasons.

Under the Australian Qualifications Framework (AQF) many of the endorsed Training Packages have
Information and Communication Technologies (ICT) skills components. Whilst the State of Victoria the
Corrections Act 1986 provides that all prisoners have the right to pursue further education. Education,
while incarcerated, is not compulsory and education and training delivery varies from prison to prison.

As a part of my work I was compelled to research this issue of Internet access within the correctional
facilities providing me with a topic for my Master‟s project in Semester 1, 2007. The results of my
research enabled me to write a policy issue paper entitled Digital Divergence: eLearning Equity for
Incarcerated Adult Learners in the State of Victoria.

One of the recommendations within this report was to development of an equity „toolbox‟ that would
allow prisoners to learn workplace and online social skills from a computer based, secured and
simulated environment.

During the initial planning stages for this project the idea of developing a resource for learners in
isolated communities was expanded to include other groups of learners with similar needs. These
groups include geographically isolated communities with minimal or no internet access, other
incarcerated groups such as learner residing in youth homes or reception centers, high risk and
vulnerable groups such as the elderly and intellectually disabled and safety consciousness groups
such as parents wanting to teach their children about the Internet.

This project plan provides the framework from the Equity Toolbox, Internet Village will be developed.
The Toolbox will support both formal and informal training by providing in a variety of web based
resources within a simulate internet environment.

Method

Product Concept Investigation

      Audience
      At this stage a basic Internet search has been undertaken to investigation other potential
      consumers of the product, that is, to discover other isolated community groups. This is purely
      a marketing exercise for commercial purposes. Should this commercial product be developed
      by the University this would be an important step in the development of the product.
      Preliminary investigation shows that simulated Internets have been created for traffic testing
      and security testing however a simulate Internet used for training purposes has not been
      found thus the audience has been expanded to include other potential consumers as detailed
      on page 2 of this project plan.

      Format of final product
      The decision to distribute was based on the fact that any electronic transfer such as internet
      or intranet publishing is not available to the main consumer group, incarcerated learners. The
      final product will be produced and distributed on DVD has this was found to be the most cost
      effective and logical format and the format currently used by the Australian Flexible Learning
      Framework (AFLF) for the distribution of all Toolboxes.

      Training Components
      The National Training Information Service (NTIS) website was used to select potential units of
      competency for use within the resource. The initial mapping of potential Units of Competency
      has eliminated those Units that demand the use of the Internet. The current list of Units to be
      used in the project are those units that maybe modified and implemented within a simulated
      environment under the Evidence Guide requirements for each individual unit selected.

      Website themes
      With consideration to development time available a list of potential theme areas needed to be
      developed. The Department of Human Services Case management areas were used as a
      guide to cover most life areas thus as a result several themes were selected for development.

      Size of project
      Due to the development timeline only one or two sites will be created for each theme, as
      described above.

      Project Planning
      This Project Plan has been developed to outline the basic framework for the project.

      Design components
      The Australian Flexible Learning Framework, Technical specifications for Series 10 Toolbox
      developers and the Toolbox project guide Series 10 will be used as a guide to for designing
      all components of the product.

      Supporting documentation
      Worksheets and the Teacher‟s guide for training components will be designed based on
      common teaching practices and adult learning principles.

      Design Planning
      An Instructional Design Plan will be developed to guide the development of the product
      design.

Product Design
      Content
      Copyright will be a high priority when selecting content for the product. It is envisaged at this
      stage the product will be developed for assessment purposes only. Due to timelines content
      owned or management by the University of Ballarat will be used, a copyright log will be used
      throughout product development in line with current resource development practices within
      the TAFE Division at the University of Ballarat.

      Specifications
      The Australian Flexible Learning Framework, Technical specifications for Series 10 Toolbox
      developers as a guide to product specifications.

      Transferability Designs
      A range of multimedia editors will be used in the design of Tutorials to be located on each
      simulated website.

      Initial Testing
      An initial Product Draft will be published for testing.


Testing
      Product Testing
      Due to timeline testing of the product will be conducted by the 16 eLearning facilitators (ELFs)
      from the University of Ballarat TAFE Division. The ELFs are teacher‟s eLearning mentors
      from each Department within the Division. This group meets one day a week and have
      agreed to test the product.


Final Review
      Review
      The product will be reviewed based on comments and suggestion within the feedback sheets
      accepted from the ELF participants.

      Final Product and Final Report
      The final product will be published to DVD and a Final Report containing information relating
      to the production process, issues and problem solving will be developed for submission.

      Project Scrapbook
      The Project scrapbook, an adaptation of a project journal will provide the basis for the Final
      Report.
