                                                                              immediately take the additional increments so you can
                                                                              calculate the PWL.

                                                                                The Materials Unit will issue uniquely numbered security tags to the Inspector-in-Charge
                                                                                and record the tag serial numbers prior to issue. The project inspector will secure each
                                                                                sample bag with a security tag prior to delivery to the testing location. The project
                                                                                inspector will fill out Form TR-447 which will include the following information: security tag
                                                                                serial number for each increment, ECMS#, project phone number, contact name, fax
                                                                                number and email address.

                                                                                 Note: The purpose for placing the TR-447 with the sample is for validation and
                                                                                information purposes only (Do not send the TR-447 to MTD or the District Office). Place
                                                                                a copy of the TR-447 in the sample bag and file the original in the appropriate project file.
                                                                                Tightly secure each sample increment with string or by other means and label in
                                                                                accordance with PTM No.639 section 4. Affix a security tag below the label. All samples
                                                                                must remain under the direction and supervision of the Inspector until the security tag is
                                                                                attached. The project inspector will then direct the contractor to immediately deliver the
                                                                                sample to the testing location or notify the materials unit that a sample increment is ready
                                                                                for pickup and testing.

                                                                                The Inspector performing the testing must verify that each delivered sample increment
                                                                                has a valid security tag attached prior to testing and document the security tag number for
                                                                                each increment (n=3) on Form TR-4126A. Any sample increment with an invalid security
                                                                                tag or with a security tag that appears to be compromised will not be tested. If the

                                                                                will conduct an investigation and provide a written explanation to the District Materials
                                                                                Engineer/Manager (DME/DMM) with the cause of the security tag compromise.

                                                                                When the project initiates Form TR-4126A for construction aggregate field verification
                                                                                samples, Form TR-4126A must accompany the first sample increment to the testing
                                                                                location. In most cases the materials inspector will initiate, maintain and complete the TR-
                                                                                4126A at the testing location until all sample increments (n=3) are tested and the PWL
                                                                                computed in accordance with PTM 6. The material inspector will report the test results of
                                                                                each increment to the project upon completion of testing. The materials inspector will
                                                                                then send a copy of the completed TR-4126A to the project and to the District Materials
                                                                                unit. Districts may choose to use alternate arrangements for initiating and completing the
                                                                                TR-4126A at their discretion.

                                            No, security tags are not in bulletin 15. They will be a standard material issued by the
                                            Department. The same as sampling bags.

                                            Yes, the security of aggregate samples has become an issue as it was a finding by FHWA
                                            on their most recent stewardship review.


                                            (1) We disagree, The department should supply and distribute the tags is to insure the tags
                                            can not be duplicated or compromised in anyway.

                                            (2) We disagree, compromise of the tag does not mean the material has failed. Penalties
                                            are only assessed on material that has failed to meet specification requirements based on
                                            test results.

                                            (3). The scope of our change is limited to aggregate sample security and therefore we are
                                            not addressing the content in this comment. Currently the AQITF is working on the
                                            acceptance issue you mentioned.




                                            Addressed by adding the words "as directed". Some projects have testing facilities on site.
                                            This is not an either or for the Contractor it's only stating that some projects have testing
                                            facilities on site but they are not using both.
