Business need for purchasing outside the WSCA amendment: Funds for the proposed notebook purchase come from the Iowa Alcoholic Beverages Division’s administrative operating budget. The equipment as specified is needed to provide a primary computer for senior management within the Division including the Division Administrator and two Operations Managers. The ability to have a second hard drive in order to secure sensitive and key information for disaster recovery purposes necessitates the need for a dual hard drive in a select number of notebooks utilized by the Division. Notebook computers utilizing a dual hard drive are currently not available through the WSCAII contract. Use of a USB back up is not a viable option for routine back-up of work product created on the notebooks in question. 1

The Division compared the HP Compaq 8710w Mobile Workstation on the WSCAII contract with the comparable HP dv9500t not available through the WSCAII contract. Purchasing the nonWSCAII model with the same or comparable components of the WSCAII version will result in a cost savings of $1,233.02 per computer purchased for a total savings for 5 computers of $6,165.10.
