Regular Council Meeting
The regular meeting was called to order at 7:30 PM with all council members present
except Broadwater plus Carl Henning, Tom Myers-Independent, Duane and Ann
Zuehlke, John Beardmore, Bill Fisher, Lloyd Willard, Kevin Donatelle and Dave
Matheson.
A motion was made by Hilgren and seconded by Klein to approve the October minutes as
presented. Passed unanimously.
John Beardmore of Northern Waste Systems of Alex was present to inform the council of
there pending plans to merge with the Zuehlke’s garbage service.
Discussion was held on the request by Tom McDermott for an intoxicating liquor license.
A special election would need to be held for split liquor in the city. A motion was made
by Hilgren and seconded by Knapp to deny the request for intoxicating liquor. Passed
unanimously. The applicant can petition for a special election if he presents a list
containing names of 20% of the amount that voted at the last general election. He will be
notified of the council’s decision.
The Treescapes agreement will continue as decided in October.
Donatelle and Willard representing the Baptist Church regarding the road situation. They
presented a list of their conditions of selling the property to the city. A motion was made
by Klein and seconded by Knapp to approve the road construction with the stipulation the
school approves of the road. Passed unanimously.
Permission was given to Ralph Hemmerlin to again rent the lagoon pasture for 1995. A
fence was recommended around the building and the pipes for safety purposes.
A motion was made by Knapp and seconded by Klein to not declare Columbus Day and
the day after Thanksgiving as holidays but business days as usual. Passed unanimously.
Discussion was held regarding the interim zoning adult entertainment ordinance as
presented by Mr. Lervick. This ordinance buys time for the city to investigate the merits
of further restrictions. A motion was made by Klein and seconded by Hilgren to adopt
the adult entertainment ordinance as presented. Opposed by Knapp.
A motion was made by Hilgren and seconded by Klein to pay the October bills as
presented plus the late ones from Kamphake for $2,425 for street work and brush site,
PJ’s for $2,124.50 for Class 5 furnished and Heiman’s for $479.33 for fire equipment
repair. Passed unanimously.
A motion was made by Hilgren and seconded by Knapp to accept the resignation of Bob
Broadwater. Passed unanimously. A newly elected member will fill the vacancy in
January. Committee changes made to fill Broadwater’s place were as follows for the rest
of 1994: Fire Department – Knapp; Ambulance – Anderson; Street – Hilgren; Liquor
Store – Hilgren; Ec Development – Anderson.
Discussion: Late animal license renewals will be discussed with Doug. The school will
be holding a meeting Thursday at 8:00 PM at the elementary school regarding the
building project. Augustin has been notified to put together a bidding project for the
backwash tank and a main sewer line gate valve to be completed next summer. Knapp
requested that all street work should be planned and supervised by the street committee
with a beginning and completion date set. Ambulance is looking at needing more support
money from the city in the near future. Kingston is still working on the Barrows project
plus correcting the street. The liquor store budget will be revised due to Knapp’s
statement that he and Broadwater reconsidered their decision to freeze the wages and
would like to give a $.25 an hour increase to the part-time employees. A motion was
made by Knapp and seconded by Klein to approve the $.25 per hour increase for the part-
time employees in 1995. Passed unanimously.
A motion was made by Hilgren and seconded by Klein to adjourn at 8:30 PM.
