Business need for purchasing outside the WSCA amendment:
The funds for this purchase come from the Internet Crimes Against Children Task Force Grant. One of the responsibilities for the Task Force is to conduct computer forensic examinations. This equipment as originally specified is needed to assist with the application of “best practices” that are expected during the forensic examinations. The ability to have the second hard drive in order to validate the forensic sterile environment is important to conducting the exams. We have been told that the WSCA does not allow for the second drive to be in the bid as we have been able to do with the “targeted small business” bid. A solution that was offered was to use a USB hard drive that was forensically prepared for evidence but from past experience this will slow the process considerably.
