H is requested that the City Council Approve the attached reso lution accepting and approplIatmg
$97, 185.42 in grant f unds frolll the Offi ce of Trallic Safety for the 200912010 sobriety checkpoint
program.
SUMMARY
The Police Department has been notified that our application for funding [rom Slate of Calif()mia Office
or Traffic Safety for sobriety checkpoints was approved in the amount of $97, 185.42. The fund ing is
utilized to pay poli ce officer, support slaff, and supervisor ovel1ime when co nducing sobriety
checkpoints between December 16, 2009 and September 30, 20 I 0 under the terms and condi tions of the
grant.
FISCAL IMPACT
Othe r than the administrative time required to process the grant, there is 11 0 cost to the City of Glendale
as a result of thi s program. The overt ime costs associated with the sobriety checkpoints is reimbursed
under the grant program, and there is no req uirement to provide matching fund s of any kind.
BACKGROUND
The City of Glendale and the Glendale Police Depmlm ent has a long standin g tradition of proacti ve
enforcement with respect to drivin g under the influence of alcohol. Past efiorls have included botl1
saturation pau'ols and sobriety checkpoints. Some of these efforts have been conducted in conj unction
with the State of California Office of Traffic Safety, including 10 checkpoints conducted between
December 2007 and September of 2008 and three checkpoints conducted between September of 2008
and September of2009 which were funded through and Offi ce ofTraffie Safety grant program.
Thi s ycar, the State of Califomia Offiee of Traffic Safety is continuing its program of funding sobriety
checkpoints. Th is program provides funding to local agencies 10 conduct sobriety chec kpoints o n an
ovcllime basis with the goal of reducing the num ber of people killed or injured as thc result of alcohol
involved traffi c ca ll ision s. The C ity of Glendale is eligible for $97, 185.42 in fundi ng under thi s grant
program which wi ll enable the Poli ce Department to conduct up to nine (9) sobriety checkpoints
between December 16, 2009 and September 30, 2010. The Office of Traffi c Safety has designated two
operational period s (December 16, 2009 - January 3, 2010 & August 20, 2010 and September 6, 2010),
and the grant requires that the Police Department co nduct one checkpoint durin g each oftllose periods.
The remaining checkpo ints will be co nducted on dates between the two operationa l periods at the
discretion of the Police Department.

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE :
SECTION 1: That the sum of $97.185.42 is hereby appropriated and/or transferred from the
following accounts:

To provide funding for the 2009-10 Sobriety Checkpoint Mini-Grant from the State of California
Office of Traffic Safety for checkpoint operations.
SECTION 2: The Director of Finance is authorized to make such other revisions, individual
appropriation line-items, changes in summaries, fund totals, grand totals , and other portions of the
budget document as necessary to reflect and implement the changes specified in this resolution,
and in full accordance to the direction provided by the Council up until the adoption of this
resolution.
SECTION 3: The City Clerk shall certify to the adoption of this Resolution.
